Anerkennung europäischer
Lernleistungen am Beispiel der
Mechatroniker/-innenausbildung

Das Europäische Leistungspunktesystem für die Berufsbildung (ECVET) befindet sich im Vereinbarungen über die während des Aus-
Aufbau. Damit sollen Auszubildenden Auslandsaufenthalte innerhalb ihrer Ausbildung landsaufenthaltes zu erwerbenden Kompe-
erleichtert, und vor allem eine Anerkennung der im Ausland erreichten Lernergebnisse tenzen, über das während dieser Zeit ange-
ermöglicht werden. Das Projekt MOVET bietet durch seine Instrumente die Möglichkeit, im botene Ausbildungsprogramm, die Namen
Ausland erworbene Fachkompetenzen in der entsendenden Bildungsinstitution anerkennen der Kontaktpersonen sowie die Verantwort-
zu lassen. Dieses Innovationstransferprojekt gibt einen Einblick in erste Erfahrungsberichte lichkeiten der Beteiligten. Die Rahmenver-
aus der exemplarischen Mobilitätsdurchführung im Bereich der Mechatroniker/-innenaus- einbarungen sind somit für alle beteiligten
bildung. Partner transparent.

Anerkennung durch Transparenz

Ausgangssituation
Der Ausbau von personalen und sozialen
Kompetenzen der angehenden Fachkräfte
bei berufsbezogenen Auslandsaufenthalten
(Mobilität) ist ein bedeutsamer Faktor,
wenn Betriebe sich dafür entscheiden ihre
Auszubildenden ins Ausland zu entsenden.
Der bisher eher vernachlässigte Zugewinn
im Bereich der Fachkompetenzen birgt dar-
über hinaus enormes Potenzial, um die eu-
ropäische Mobilität im Bereich der Berufs-
ausbildung weiter auszubauen. Diese Fach-
kompetenzen gilt es transparent darzustel-
len, um eine anschließende Anerkennung
durch die heimische Ausbildungsinstitution
zu ermöglichen. An diesem Punkt setzt
MOVET (Modules for Vocational Education
and Training for Competences in Europe)
an und entwickelt Module und Anerken-
nungsinstrumente für die transnationale
Qualifizierung von Mechatroniker/-innen.
Vorgehensweise von MOVET
Für die Modulentwicklung werden zwei Zu-
gänge gewählt. Zum einen die Analyse der
Lehrpläne für Mechatroniker/-innen aus
Deutschland, Dänemark und Finnland, um
geeignete Inhalte für transnationale Module
zu finden. Zum anderen bezieht sich das
Projekt auf das VQTS-Modell (Vocational
Qualification Transfer System) und verwen-
det die Kompetenzmatrix für Mechatroni-
ker/-innen. Das VQTS-Modell verwendet
ein systematisches Verfahren zur Beschrei-
bung arbeitsbezogener Kompetenzen und
dient den Berufsschulen aus den drei Län-
dern als gemeinsamer Ausgangspunkt für
die Entwicklung von Modulen. Die eng-
lischsprachigen Module sind speziell für den
transnationalen Austausch konzipiert und
einheitlich nach Lernergebnissen aufgebaut.
Zielgruppe für die jeweils dreiwöchigen
Lerneinheiten sind Auszubildende im drit-
ten Lehrjahr. Die drei Qualifizierungsmodu-
le zur Automatisierungstechnik, die im Rah-
men von Mobilitäten erprobt wurden, sind:
> SPS (Speicherprogrammierbare Steue-
rung) in München (Deutschland),
> Hydraulik in Kopenhagen (Dänemark)
und
> Bus Systeme in Pori (Finnland).
MOVET sticht vor allem damit hervor, diese
Ergebnisse innerhalb der Projektlaufzeit
praktisch zu erproben. Schüler/-innen aus
allen drei Ländern nehmen an den Modulen
und den abschließenden Prüfungen teil. Ei-
gens entworfene Leitlinien zur Validierung
von Lernergebnissen, zur Formulierung
eines Memorandum of Understanding
sowie zur Durchführung von Mobilitäten
helfen bei der Umsetzung. Das Memoran-
dum of Understanding, als Absichtserklä-
rung zwischen den Bildungspartnern, fixiert

lung von vermittelten Fachkompetenzen
im Ausland durch die heimischen Bildungs-
institutionen kann nur erfolgen, wenn die
Inhalte der Lernstrecke, sowie des Prü-
fungsanspruchs hinreichend transparent,
und damit zugleich nachvollziehbar, sind.
MOVET geht hier einen weiteren Schritt in
Richtung Realisierung eines ECVET. Dafür
sind eigens entwickelte und mehrteilige
Kompetenzfeststellungsverfahren notwen-
dig. Das Prüfungsverfahren ist auf die
Lernergebnisse abgestimmt und lässt sich
anhand der vom Lehrstuhl für Pädagogik
der Technischen Universität München ent-
wickelten Taxonomie Tabelle beurteilen.
Der Leistungsnachweis untergliedert sich
in einen theoretischen und praktischen
Prüfungsteil, sowie einem abschließenden
Fachgespräch zwischen Auszubildenden
und Fachbetreuer/in. Nach erfolgreicher
Absolvierung der Moduleinheit erhalten
die Teilnehmer ein Zertifikat als Nachweis
für die entsendende Bildungseinrichtung.
Die Taxonomie Tabelle von MOVET –
ein transparenzförderndes Instrument
Durch die Aufschlüsselung der gesamten
Lernstrecke in konkrete Lernergebnisse
werden die vermittelten Inhalte für die Part-
nerinstitutionen transparent. Um eine opti-
mierte Einstufung des Niveaus der angebo-
tenen Module der ausländischen Berufs-
schulen vornehmen zu können, entwickelt
MOVET die Taxonomie Tabelle. Diese stellt
die Basis für die Zusammenarbeit der betei- Competence

Außerdem ist geplant, neue Module zu
konzipieren und weitere Metallberufe mit Conditional
knowledge
einzubeziehen. Das zentrale Ziel bleibt die
Anerkennung durch Transparenz in der
europäischen Berufsbildung zu ermögli-

Recognition through transparency

Initial Situation
The development of personal and social
expertise of future specialists during
work-related stints abroad (mobility) is
an important factor, when companies
decide to send their students abroad. Fur-
thermore the hitherto rather neglected
gain in the field of technical expertise
shows enormous potential in further
development of the European mobility
in the field of vocational training. This
technical expertise is to be transparently
depicted to allow subsequent recognition
by the local training institution. At this
point MOVET (Modules for Vocational
Education and Training Competences in
Europe) prepares and develops modules
and recognition instruments for the
transnational qualification of mecha-
tronics engineers.
MOVET’s Procedure
For the development of the module, two
approaches are selected. The first is the
analysis of curricula of engineers from
Germany, Denmark and Finland, to find
suitable content for transnational mod-
ules. The other is to refer to the VQTS
model (Vocational Qualification Transfer
System) and use the expertise matrix
for mechatronics engineers. The VQTS
model uses a systematic method to
describe work-related expertise and
serves the vocational schools from the
three countries as a common starting
point for the development of modules.
The English modules are specifically
designed for transnational exchange and
uniformly built according to learning
achievements. Students in the third year
of their education and training are the
target group for the respective three-
week training modules. The three quali-
fication modules for automation tech-
nology tested in the context of mobility
are as follows:
> PLC (programmable logic controller)
in Munich (Germany),
> Hydraulics in Copenhagen
(Denmark) and
> Bus Systems in Pori (Finland).
MOVET stands out especially by testing
these results in practice during the pro-
ject duration. Students from all three
countries are participating in the mod-
ules and final exams. Specially designed
guidelines for the validation of learning
outcomes, for the formulation of a Mem-
orandum of Understanding as well as for
the implementation of mobilities help
with the realisation. The Memorandum
of Understanding, which acts as a decla-
ration of intent between the partners,

examination requirements are suffi-

step further towards the realisation of an

procedures are necessary. The examina-
tion is tailored to the learning outcomes
and can be gauged according to the tax-
onomy table developed by the Depart-
ment of Education at the Technical Uni-
versity of Munich. The performance
record is divided into a theory test and a
practical test as well as a final technical
discussion between students and techni-
cal supervisors. After successful comple-
tion of the module unit, participants will
receive a certificate as proof of training
from the educational institution.

Die Nationale Agentur Bildung für Europa beim Bundesinstitut für Berufsbildung
(NA beim BIBB) besteht seit dem Jahr 2000 und arbeitet im Auftrag und mit finanzieller
Förderung des Bundesministeriums für Bildung und Forschung (BMBF). Sie ist Nationale
Agentur für das Europäische Bildungsprogramm für lebenslanges Lernen (2007–2013) in

In order to optimally grade the levels of
the offered modules at vocational schools
abroad, MOVET developed the taxonomy
table. This represents the basis for the co-
operation of the participating educational
institutions. It paves the way for a substan-
tive recognition of national differences
in training and for the confidence in the
individual examination procedures. This is
possible because each result can be located
in this table and identified by its numerical
code. The therewith achieved visualisation
of the levels of complexity allows an opti-
mised insight into the training require-
ments of the module. The degree of recog-
nition is determined according to the evalu-
ation of the local educational institutions.
The Finnish vocational education system
has already implemented the credit point
system. This allows in accordance with
MOVET, to recognize the completion of
transnational modules for the Finnish
participants with the awarding of credit
points and in this regard to gain some expe-
rience. Further advancement is expected
from the continuation of the compiled
approaches and instruments in the follow-
up project MOVET 2 from October 2010.
In addition, the existing modules should
be transferred to other companies, schools
and nations. There are also plans to con-
ceive new modules and also to include
other metal related professions. The central
objective is to enable the recognition of
European vocational training programs by
