Usually there is a discussion among warring factions at the end of a war to find a political solution and a
move for economic development.
In the case of Sri Lanka a 30-yr war was over on 18 May 2009 and the following day the area (Kilinochchi
and Mullaitivu districts) that had been under the control of the armed rebels including the final warzone
was made out of bounds for the public and ICRC and shifting of army divisions into the region began at
once. On 1 June 2009 Security Forces Headquarters were established in Kilinochchi and Mullaitivu. After
the war started in late 1970s the other three districts(Jaffna, Mannar and Vavuniya) of the Northern
Province became heavily militarised and came to have Security Forces Headquarters Wanni(for Mannar
and Vavuniya combined) and Security Forces Headquarters Jaffna. The North and the East of Sri Lanka
have been the traditional homeland of the Tamils.
