The logo of CNRI was launched on 30th September, 2005 at GURUKUL near
the campus of Kurukshetra University, Haryana, India.

It was an auspicious day symbolizing the confluence of planets and sacred


rivers, when millions of people had assembled for taking a dip in the Brahma
Sarovar at Kurukshetra, the holy place celebrated in the Mahabharatha.

• The Circle in the logo represents equality and equal opportunity for all.

• The Human Beings around the Circle represent Strength and Solidarity.

• The Presence of Red Colour in the logo indicates the sacrifice required
on the part of every one engaged in the service of the people who are
poor and most disadvantaged.

• The presence of Blue Colour in the logo indicates the Goal of Progress
and Well-being for all without distinction.

Confederation of NGOs of Rural India

CNRI a National Level Confederation of NGOs of Rural India is registered under the
Societies Registration Act, 1860. It commenced its activities from February, 2005 onward
with its Headquarters at New Delhi.

Vision of CNRI

CNRI is an Apex Body of NGOs of Rural India established with the specific objective of
strengthening, coordinating and facilitating their working at the grass-root level for the
integrated development of rural India. Its aim is to emerge as a think-tank as well as a
consultative body at the national and international level.

Mission and Main Objectives of CNRI:

• To serve as a platform to provide critical inputs to public policy on major issues


concerning rural economy.
• To promote development of rural India in the global context in all its dimensions
agriculture, processing, manufacturing and service sectors by facilitating capacity
building at all levels and promotion of leading edge technologies in all such sectors.
• To interact closely with the various ministries of Central and State Governments
and other funding organisations at the national and international level for
implementation of projects and activities covering different target groups.
• To assist and guide the members in obtaining financial and technical assistance for
rural development programes from the Central and State Government(s), Governmental
Organizations, Corporate Sector, Foreign Funding Organisations, NRIs and other
specialized bilateral, regional, international and multilateral institutions such as World
Bank, UNDP, Asian Development Bank etc.
• To act as a channelising and monitoring platform for effective implementation of
the programmes spread over wide geographical areas or programmes involving
multitude of disciplines.
• To undertake capacity and quality apprisals of the constituent member-NGOs, carry
out performance reviews and help them in capacity building and performance
enhancement so that they contribute their best for the development of rural India.
• To organize and conduct promotional training programmes to equip NGOs and the
Self Help Groups towards capacity building, enhancement of their expertise in different
directions, particularly in new technology initiatives, productive enterprises, availing of
Bank Finance for viable projects, income generation activities and marketing of their
products and also in social sectors covering education, health, environment, forest and
natural resource development and management.
• To mobilize at the time of natural calamities necessary support and inputs and
undertake and participate in disaster management and rehabilitation activities.
• To assist in the emergence of a dynamic and vibrant class of rural people assisted
by the constituent NGOs aimed at advancement of different beneficiary groups.
• To drive home the message that the task of NGOs does not stop at the stage of
Right to Information only, but also extends to Right to Involvement, implement and
monitor programmes of benefit to people at the grass root level.

Guiding Spirit and Mandate for CNRI

• The Inaugural address was delivered by His Excellency Dr. A.P.J.Abdul Kalam,
President of India on 25th April, 2005 on the occasion of the National Meet of
NGOs of Rural India at Vigyan Bhawan, New Delhi and he blessed the
establishment of CNRI. This address will always be the Guiding Spirit for the
grass-root level NGOs in their endeavor towards helping the poor particularly those
in the most backward regions of the country.

• The New Delhi Declaration containing 27 points adopted on 27th April, 2005 at
the conclusion of the Summit constitutes the broad mandate for CNRI to pursue its
activities in different directions in the service of the poor people of India.

CNRI is not a Funding Organisation

It is clarified for information of its members that CNRI IS NOT A FUNDING


ORGANISATION, and the members should not, therefore, have any false hope,
impression or expectation that CNRI will fund the projects and programmes of the
member-NGOs. It is reiterated that CNRI is an Apex Body of NGOs of Rural India
established with the specific objective of strengthening, coordinating and facilitating their
working at the grass root level for the integrated development of rural India to empower
NGO Sector.

CNRI members do not have to approach CNRI State Chapters or Headquarters for
routing their applications for assistance from Central Government or other Funding
Organizations. Each one of the members are at liberty to approach these funding
organizations independently for assistance. There should not be any misapprehension on
the part of the CNRI members that by becoming member of CNRI they would get
assistance from the government and other organizations. The members should
understand very clearly that their request or proposal for assistance will be decided by the
funding organizations based on the merit of the proposals and the decision of these
organizations would have nothing to do with their membership of CNRI. CNRI will,
however, in all cases where there is a legitimate grievance affecting the common interest
of the member-NGOs will take up such specific issues with the concerned organizations.

Benefits to member-NGOs of CNRI

CNRI

• Provides a platform for collective working at the District/State/National level for


the cause of NGO Movement and issues of common interest and concern to diverse
NGOs.

• Makes available the details of funding organizations, projects and schemes eligible
for funding and procedures to be followed in availing of resources from the National
and International funding organizations.

• While the member-NGOs are expected and advised to submit their proposals to the
funding organizations directly for availing of assistance, on the terms and conditions
prescribed by the funding organizations, CNRI will, wherever called for, take up with
the funding organizations matters of common cause, legitimately affecting the interests
of the NGO Sector.

• Organizes District/Regional level workshops on specific subjects of interest to the


member-NGOs (such as on watershed management, integrated rural development,
income generation, IT and IT enabled services, transfer of technologies, non-
conventional energy, health, sanitation, education etc.). These workshops will be
addressed by subject matter experts and PRI Functionaries to ensure synergy and
cooperation at the grass root level with reference to implementation of different
projects by the NGOs.

• Conducts interactive sessions at the grass root levels between the CNRI Members
and the people who have benefited under different programmes funded by various
organizations for sharing of experience and to devise future strategies for growth and
development. Such interactive sessions will help CNRI in working out new ideas and
strategies focusing on the beneficiaries. This approach is necessary because ultimately
NGOs do not have any isolated or independent existence and have to depend upon their
target groups and work for their needs, development and progress.

• Networks with Financial Institutions such as NABARD, SIDBI, NEDFI, Rashtriya


Mahila Kosh and PSU Banks to inculcate an attitude and discipline on the part of the
member-NGOs to see that instead of permanently depending upon outright grants from
Government and other agencies they will get into the discipline of the Banking System
and facilitate in the implementation of innovative schemes on flexible lines.

• Disseminates periodical information and developments pertaining to the NGO


Sector through its periodical newsletter, website and other documents.

Tasks and Responsibilities of the National Secretariat of CNRI

1. Periodical visits and contacts by Chairman/Co.Chairman/Executive Chairman with


all the State Chapters to motivate, guide, inspire and provide leadership to the
movement.

2. Every year minimum four meetings of the National Executive Council (NEC) shall
be held on a quarterly basis. The meetings should not only review administrative and
financial working of CNRI but should also review very closely the services being
rendered by this organization at the National level for the benefit of its member-NGOs.
The meetings should generate new ideas and substantially contribute towards the
strengthening of the movement.

3. Endeavor shall be made to hold 4 or 5 regional level meetings in a year in different


parts of the country for the benefit of the member-NGOs of the respective regions by
focusing attention upon themes and subjects which are of relevance for the
NGOs/Target Groups of the region.

4. Efforts will be made to organize 3 or 4 subject matter seminars and workshops in a


year at the National level by inviting policy makers and experts during the meetings of
NEC for the education and sensitization of its Members on national issues. They in
turn can organize similar sessions for the benefit of their members at the State level.

5. Arising out of the success of the National Meet of CNRI held at New Delhi in
April, 2006, such a Meet should be held every year in April for the benefit of all
member-NGOs of CNRI. The plenary Meet will strengthen the bonds amongst the
members of CNRI and foster the NGO movement in all its dimensions.

6. The National Secretariat shall maintain good links with all the ministries and
departments of Government of India and also the State Governments and other funding
organizations and serve the interests of its members.

7. The National Secretariat should explore steps to increase quality membership of


CNRI and also look for mobilization of resources for all its activities in the service of
its members.

8. Commence its work relating to proper maintenance of records pertaining to its


member-NGOs eligible for voting at various levels for the election of office bearers
who will take their positions on the basis of the elections from April, 2007 onwards and
year after year as provided for in the bye laws and rules & regulations of CNRI.

9. To adhere to the tenets of transparency, public accountability and right to


information.

Tasks and Responsibilities of State Chapters of CNRI

1. Provide dynamic and sustained leadership to the member NGOs of CNRI all over
the State and motivate, guide and inspire them by periodical visits to different districts
and participate in their programmes and activities.

2. Organize minimum six meetings in a year of the Executive Committee of the State
Chapter and involve all the Districts in all the decision making processes and ensure
their full cooperation in the administrative and financial management of the affairs of
the State Chapter. Adherence to procedures, accountability to its members and
transparency in all its dealings should be the hallmarks of the functioning of the State
Chapters vis-à-vis their members.

3. Focus upon themes and subjects of immediate relevance to the member NGOs and
organize seminars and workshops at the State Headquarters/Divisional Headquarters,
usually preceding the routine meeting of State level Executive Committee.

4. Hold regular meetings with NABARD, SIDBI, Commercial Banks and


Organizations like LIC, PSU Insurance Companies for mobilizing resources for
NGOs/SHGs for their various activities and exchange notes with them in the service of
the member NGOs.

5. Work out a mechanism by which the legitimate problems and difficulties of


member NGOs are brought to the notice of the District/State level authorities as well as
the Panchayati Raj Institutions. The objective should be to demonstrate through such
efforts that the problems could be sorted out and CNRI makes genuine efforts to render
the expected services to its members.

6. Implement the HRD programmes for the benefit of NGOs by establishing the State
level CNRI-NGO Training Academy/Centers and make the training programmes
relevant and fruitful to the member-NGOs.

7. Do everything within its powers and resources to realize the objectives of CNRI in
the service of its members within the framework of the broad guidelines brought out by
the National Secretariat.

Tasks and Responsibilities of the District Chapters of CNRI

1. Work hard and in a sustained fashion to demonstrate the relevance and usefulness
of CNRI movement for the grass root level NGOs. Prove the point that NGO
networking at the grass root level will benefit the poor and help in the emergence of
leadership from the bottom for the management of its own affairs and destination on
positive lines.

2. Hold monthly meetings of District Chapters and involve every member NGO in all
decision making processes and work on the principle of consensus. Be transparent and
open to question and scrutiny by anyone concerned with respect to all their dealings
and thereby raise the stature of the NGO Sector working in rural areas. Make a
difference by functioning on transparent and efficient lines and demonstrate that CNRI
network is a value addition to the NGO sector.

3. Develop a positive outlook to facilitate the development process and learn to work
in harmony and cooperation with the District level authorities and Panchayati Raj
Institutions. Play a complimentary role by active involvement in the various
programmes, projects and activities at the village/district level. Avoid meaningless ego
based conflicts with the funding organisations as they are the vehicles through which
the NGOs could realize their objectives in concrete terms for the benefit of the various
target groups.

4. Learn to work with NABARD, SIDBI, Commercial Banks and other developmental
agencies at the district level and take full advantage of their schemes specifically meant
for NGOs/SHGs for improvement of the economic conditions of the poor and the
disadvantaged.

5. Organize every month in remote areas meetings with the people who are benefiting
under the programmes implemented by member-NGOs. Presence at such meetings by
the representatives of the funding organizations will open the three way traffic for
sharing of experience and emergence of new ideas and innovative approaches.

6. Being a member of CNRI at the all India level every member NGO through its
District/State Chapters has the freedom to bring up new ideas and suggestions for the
overall improvement in the functioning of CNRI and strengthening of the movement in
rural India.

Membership of CNRI

• Ordinary Members – NGOs with voting rights.

• Associate Members – Members without voting rights.

• Beneficiary Class – Members with technical affiliation to CNRI – SHGs (Self


Help Groups) without voting rights.

Eligibility criteria for Ordinary Members – NGO s with voting rights

• A society registered under Societies Registration Act 1860 (including State


amendments) or under laws of different States for the registration of charitable
societies having valid Registration Certificate on the date of application or a
Company registered under Section 25 of the Companies Act 1956 or a Public
Charitable Trust is eligible to apply for the membership of the Confederation.

• The applicant should be primarily working in rural areas.

• The applicant should have at least one year of active working.

• The applicant should have a Bank Account operational for a minimum period of
one year.

• The applicant should have a minimum expenditure/income of Rs.50,000/- in the


preceding financial year.

• The applicant should not have been black-listed by any Government/


Department/Organization/Local Authority.

Admission Fee and Annual Subscription for Ordinary Member NGOs with voting
rights.

• Admission fee Rs.500/- to be paid one time only at the time of admission as a
Member – NGO.

• Annual Subscription of Rs.1000/- to be paid at the time of admission and every


year thereafter.

• The payment will be made in the name of Confederation of NGOs of Rural


India payable at New Delhi by way of Demand Draft/Pay Order.

Note: Member-NGOs have the option to become Life Members by paying 10 times
the Annual Subscription.

Associate Members – without voting rights


• An individual, aged 18 years and above.
• Sole Proprietorship Firm
• Partnership Firm
• Public or Private Limited Company.
• Registered Society/Trust

Admission Fee and Subscription for Associate Members without voting rights:

• Admission Fee Rs.500/- at the time of admission as Associate Member for CNRI.
• For the Public/Private Limited Companies, an one time contribution of Rs.1 (one)
lakh only as Associate Member with the status of Life Time Member.
• For Individuals, Sole Proprietorship Firms, Partnership Firms, Trusts and other
Societies interested in associating themselves with CNRI without voting rights, they
will be required to pay an one time fee of Rs.25,000/- only with the status of Life
Time Member.
• The payment will be made in the name of CNRI payable at New Delhi by way of
Demand Draft/Pay Order.

Benefits to Associate Members of CNRI


• In this era of creation of wealth and simultaneously with the need for removal of
inequality and disparities, CNRI offers a tremendous opportunity to this class of
members to contribute their best to the Society on various lines of their choice.
• This class of members can offer their expertise and experience by supporting the
various activities of member-NGOs/SHGs of CNRI.
• Capacity Building and Human Resource Development are crucial for the
development of NGO Sector. The Associate Members can contribute immensely on
this front by choosing their own NGO partners, location or area of activities.
Associate Members can help the District/State/National Chapters by organizing
subject matter workshops and seminars and facilitate in terms of knowledge building,
social awareness, economic improvement and enhancement of quality of life.
• Since the problems of rural India largely revolve around poverty, illiteracy,
unemployment and lack of connectivity, economic empowerment and social
entitlement should go hand in hand for tackling these problems. The NGOs engaged
in these tasks in partnership with Government and Panchayati Raj Institutions can
substantially facilitate their work by active involvement of Associate Members.
• The Associate Members will also be appropriately honoured whenever called for
in recognition of their services to the Society.

Guidelines governing enrollment of SHGs under the Beneficiary Category as
Members of CNRI

1. Only those SHGs promoted by/supported by linked with NGOs who are members
of CNRI are entitled to become Members of CNRI.

2. Those SHGs who are not linked with any member-NGO of CNRI can also be
enrolled as Members of CNRI after verifying their credentials and their commitment to
the cause of CNRI after consulting the District Chapter Presidents.

3. Every SHG becoming a member of CNRI is admitted as a member on behalf of the


SHG as a whole and has to pay fees with respect to the group as a whole. This
prescribed fee should alone be collected from the leader of the SHG or the convener of
the SHG as the case may be. There is no question of collecting fee from every member
of the SHG and this point should be clearly understood by the State/District Chapters
and the member NGOs of CNRI. There should be no communication gap on this score.
Further the prescribed fee is for the SHGs as a whole and this has nothing to do with
the number of members of the SHG.

4. The Annual Membership fee for SHGs will be Rs.100/- and an one time Entrance
Fee will be Rs.50/-.

5. The Entrance and Membership Fee collected from SHGs should be directly sent to
CNRI, New Delhi by Demand Draft and the apportionment of the same will be done by
Head Office as per the decision of NEC.

6. All applications for Membership by SHGs should be endorsed by the member-NGO


concerned and the prescribed amount should be sent to the National Secretariat through
the State Chapters. In the case of SHGs not linked with any NGOs their membership
should be decided by the State Chapter on their own merits in consultation with the
concerned District Presidents and their membership fee should also be sent to the
National Secretariat by the State Chapters.

Benefits to the SHGs by becoming members of CNRI:-

• Enjoy the advantage of becoming an integral part of the mainstream of NGOs and
find the synergy between NGO and SHG Movement.
• Opportunities for capacity building exercises in different fields and overall value
addition in terms of human resource development.
• Facilities for Branding/Co. Branding, Standards, Quality Control and Packaging
and getting support for marketing of their products within the country and abroad.
• Advantage of functioning as an for both Life and Non-Life Sectors of Insurance
with assured and sustainable income which will help in service to the people at the
grass root level.
• Opportunities for employment through various agencies in the Corporate and
Financial Sectors.
• Participation in events organized at State and National Levels.
• Access to information and documents brought out by CNRI.
• Future opportunities in several other areas depending upon the emerging socio-
economic dynamics of Rural India.
