Memorandum for Distribution to Law Enforcement

Letter of Intent, Lobby Day 2021

To all law enforcement officers and agencies in the Commonwealth of Virginia with focus on Richmond
Police Department and agencies in the near vicinity of the City of Richmond, Virginia.

There will be numerous citizen defense groups, emergency response groups, militias, and
patriotic individuals in Richmond on January 18 th, 2020 to participate in Lobby day events. It has come to
our attention that those individuals and their intent have been misconstrued, smeared, openly lied
about, and persecuted unfairly by multiple individuals, organizations, big tech platforms and the media.
Those who are attending Lobby Day, do so to exercise their constitutional right to free speech, their
right to redress their grievances, their right to peaceful assembly, and their 2 nd Amendment right to keep
and bear arms, wish to make the following statement.

We come this day, January 18th, 2021 with the intent to peacefully express our constitutional
rights, lobby our lawmakers, and perform a food drive to provide much needed aid to those who have
been adversely affected by Covid-19, negative economic impacts, lockdowns, business closures, riots,
and other events and instances that may have impacted their abilities to properly care for themselves
and their families. We are not white supremacy groups as we have been unfairly and unjustly portrayed,
nor do we condone hate and acts of hatred toward our fellow citizens. We stand, as the constitution
states, that “all men are created equal”. We do not and never shall discriminate based on race, gender,
creed, identity, sexual orientation, social status, or any other reason. We are non-partisan and do not
officially support any particular political candidates and only take political stances where inalienable
rights are at risk.

There will be many in plain clothing, so as to interact directly with law enforcement and
politicians without giving the appearance of aggression. Aggression and escalation of tensions is not the
will nor intent of those that this letter encompasses, and we wish for peaceful resolutions to all
problems and differences. We stand ready to react in the case of attack or disaster to defend and
protect the people of the Commonwealth of Virginia, however this preparedness does not indicate a
bloodlust or desire for war. The founders, in the constitution and their many writings and records tell us
that violence should only ever be a defensive measure of final resort should all other means of
preventing tyrannical government or harm to our fellow citizens fail; therefore, being constitutionally
based groups, we stand by that principle the VIOLENCE IS ONLY A FINAL DEFENSIVE RESORT.

Some participants may be walking around in protective vests, carrying medical kits and other
equipment and with their firearms on display, this is not meant as an intimidation tactic. The possibility
of bad actors infiltrating patriotic and otherwise peaceful events is high, therefore these citizens have
their weapons and armor for their own self defense in the case of an attack, false flag, or if civil unrest
should occur. This equipment will allow them to defend themselves while evacuating from the area if
attacked.

In closing we support constitutional law enforcement that stands by their oath to protect and
defend the citizens and their rights. Their jobs are a hard and recently, thankless due to continued
misinformation and smear campaigns directed at them for the purpose of demonizing them. We do not
come with any intentions of causing them trouble, harassing them, or making their job any more difficult
than it already is. We appreciate and thank them for their daily sacrifices, and also coming out to these
events to maintain safety and security regardless of the risky and even dangerous situations they may
find themselves in. We wish for the safety of all, for peaceful resolutions to conflicts and that all have a
great day and go home safely.
