DISASTER RISK REDUCTION – CLIMATE CHANGE ADAPTATION PROJECT

FOR BARANGAY HINAPLANON, ILIGAN CITY

RATIONALE:

Iligan City is one of the two Highly Urbanized Cities (HUCs) in Region X and is home to the
12 heavy industries operating in Northern Mindanao. It is politically subdivided into 44
barangays (28 urban and 16 rural) with 86 percent of population living in urban areas.

The City has a total land area of 81,337 hectares classified into 24,494 hectares of Alienable
and Disposable (A&D) area and 48,556 hectares of forestlands. The remaining 8,287
hectares remains to be unclassified.

Based on the 2015 Population and Housing Census, it has a total population of 342,618
with an annual average growth rate of 1.14 percent from 2010-2015. Based on the City and
Municipal Level Poverty Estimates conducted by the Philippine Statistical Agency (PSA) in
cooperation with the World Bank, about 28.78 percent of the population in Iligan City are
poor. This implies that almost one-third of the population is vulnerable to disasters given
their limited capacity to avoid or reduce the risks, and manage the impact of disasters. The
poor and other vulnerable groups live in the most risky settlements. Based on field
observations by the LGU, most of the poor in Iligan City are in the rural areas dependent on
subsistence farming, and in risky urban settlements.

With the onset of the climate change that is felt globally, what was previously a distinct dry
and wet season in the area is no longer discernible nowadays. The months of September
and October which used to be very wet months are not so wet nor so cold now. Conversely
the month of March which used to be the driest month is no longer as dry due to the
occurrence of unexpected heavy rains but the temperature is hotter probably as a result of
the greenhouse effect. Heavier rainfalls, higher water level and stronger winds anytime of
the year are now the new normal.

Republic Act 10121 or the Disaster Risk Reduction and Management (DRRM) Act of the
Philippines mandates that all local government units must have a disaster risk assessment
(DRA) and DRRM plan. The DRA workshop conducted in 2012 revealed that Iligan City is
highly susceptible to flood and rain induced landslide. Floods are characterized by a rise in
the water level when a body of water, such as a river or lake exceeds its total capacity while
Rain-Induced Landslide is a ground movement caused by heavy rainfall in a marginally
stable slopes (Source: Guidelines for Mainstreaming Disaster Risk Reduction in Subnational
Development). Particularly, Barangay Hinaplanon’s frequency of flood occurrence is defined
as “Common” based on MGB assessment.

Frequent occurrences of natural hazards significantly contributed to the problem of poverty


among population. Poverty begets underdevelopment and vice versa. This is caused by low
agricultural productivity and the lack of productive endeavors especially in the rural areas.
Farmers are reluctant to expand their cultivation because of the lack of capital and poor access
to credit for production purposes, lack of infrastructure support facilities particularly in the far
flung barangays and the low adoption of modern production and value adding technologies.
This aside of the fact that the current cost of production has gone up and no longer affordable
by the small farmers. Aside from these, most of the people in the rural areas are dependent on
agricultural endeavor and have no other sources of livelihood to augment the meager income of
the family especially the women.

The City of Iligan, in its quest to improve the overall quality of life of its constituents,
particularly of Barangay Hinaplanon, tapped the assistance of the Department of Agriculture
(DA) and the Department of the Interior and Local Government (DILG) for technical and
funding support through the Assistance to Municipalities/Cities (AM/C). Priority projects
included are the following: improvement of 4.120 km farm-to-market road, construction of
Level II water system and the DRR-CCA Capacity building for farmers in Barangay
Hinaplanon which is concurred by the City Development Council for funding. The DILG and
the DA granted a total amount of PHP9,790,340.00 for the projects and the LGU gave its
counterpart in the amount of PHP2,447,585.00 from its 20% development fund.

PROJECT OBJECTIVES:

The project primarily aims to increase the income of farmer beneficiaries by 30% from
their income in 2015 and alleviate poverty by 2020 through:

a. reducing disaster risk by developing the capability of the farmers to adopt to climate-
proof farming technology and techniques, thereby improving resiliency of agricultural
products to floods and landslides;
b. reducing cost of transporting farm products by 21% within the influenced area to the
trading centers thus stimulate agricultural production; and
c. increasing access to potable water;

BRIEF DESCRIPTION OF THE PROJECT:

The Program has four sub-components, namely:

1. Rehabilitation of 4.12-kilometer barangay road that was damaged during the


Typhoon Lawin in 2016.

2. Development of Level II water system to increase access to potable water. The


program of work includes drilling of wells, installation of transmission pipes and
construction of distribution facilities.

3. Establishment of Climate Change Adaptation Technology Demonstration Farm; and

4. Capability building activities. This component will involve the conduct of trainings
and seminars to develop the skills, knowledge and attitude of the farmer beneficiaries
on appropriate climate change adaptive farming technology and techniques to reduce
disaster risk.

ACCOMPLISHMENT REPORT AS OF December 31, 2017

The Program is on-going and the targets are seen in Table 1. The total cost of the project
for calendar year 2017 amounts to PHP12,237,926 (Table 2), 80% of the funding comes
from the Assistance to Municipalities/Cities from the DILG and DA and 20% is provided by
the City of Iligan as its counterpart. The status of its implementation as of December 31,
2017 is presented in Table 3 for the physical accomplishment and in Table 4 for the financial
status.

The major problems encountered are:

1. Frequent rain and unfavorable weather condition.


2. Indigenous people belonging to certain tribe refused to vacate part of the right-of-way
for the water system development project.
3. Unavailability of supplies and materials for the water system development project.
4. Difficulty in mobilizing the target farmers due to their pre-occupation with other
activities for their daily needs, giving rise to postponements of trainings and
seminars.
