Facts:

Petitioners sought admission into colleges of schools of medicine; however, petitioners


either did not take or did not successfully take the National Medical Admission Test required by
the Board of Medical Education.

Petitioners assail the constitutionality of the NMAT on the basis that it violates the
aspiring physician’s right to quality education and accessibility to the same.

Issue:

Does the NMAT violate the right to quality education?

Ruling:

The Court upheld the constitutionality of the NMAT as a measure intended to limit the
admission to medical schools only to those who have initially proved their competence and
preparation for a medical education.
