The m in im um safety requ irem en ts specifi ed in th i s docum en t are consi dered to provide for a
practical degree of safety in the operati on of ME EQU I PME NT for hu m an febri l e tem peratu re
screen ing .
This docum en t describes ME EQUI P MEN T that uses i nfrared techn ol og y to detect n atu ral l y
em itted heat at th e ski n surface of th e FACE . Such ME EQU I PME N T can be useful at ports-of-
en try or ports-of-exi t an d th e en trances to bu i l din gs u n der controlled en vironm en tal con di tions
to separate febri le from afebri le in di vidu als to help preven t th e spread of com m un icable
diseases. Care can be needed wh en evalu ati n g in di vidu als u n der ch an g in g en vironm ental
con diti ons, but th e reg i on m edi al l y adj acen t to th e i nn er canthus of the eye has been
dem onstrated to be a robust m easurem en t si te and is su ppl i ed by th e i ntern al carotid artery.

A bod y core tem perature of 38 °C or above was used as th e criterion to restrict travel ing
du rin g th e SARS (severe acu te respiratory syn drom e) epidem ic (Apri l 2003) . [2] Th e U S
Centers for Disease Control advises that SARS typical l y beg i ns wi th a tem perature above
38 °C, wh ich is 1 °C h ig h er than n orm al hu m an bod y core tem peratu re wh ich averag es aroun d
37 °C. [3] I t is h ard to g ive an accu rate assessm ent of h ow m an y peopl e were ch ecked by
i nfrared tem perature m easurem en ts in Ch in a du ri ng the SARS epidem ic. There is offici al
Ch i nese governm ent data i n dicatin g th at du rin g a two-m onth peri od i n th e sprin g of 2003, 30
m illion travel lers were screen ed in Chi n a. From th is cohort, 9 292 travel lers wi th el evated
tem perature were detected an d 38 were suspected of bei ng SARS carriers. SARS was
diag nosed in 21 of th ese cases. All el evated tem peratures were confirm ed u si ng tradi tion al
cl in ical tem peratu re m easurem ents of bod y tem perature. Al th oug h i t is h ard to determ i ne th e
hum an bod y's core tem perature accuratel y by infrared m easurem en t of SKI N TEMPERATU RE , i t
can be used for screen i ng for el evated tem peratu re val u es. [2] [4] [5] I m proved rates of
detecti on m ay resu lt from im proved tech n iqu es. [6]
I n tern ation al travel lers were screen ed durin g the 2009 H 1 N 1 infl uen za outbreak. [7] [8] Th e
pan dem ic poten tial of other i nflu en zas such as H 7N 9 [9] is of concern to the World Health
Org an i zati on (WH O) . [1 0]
M iddle East Respiratory Syn drom e Coron avirus (M ERS-CoV) was first reported in Sau di
Arabi a in 201 2, an d a total of 1 026 laboratory-confirm ed cases resu l ti n g in at l east 376
deaths (36, 7%) h ave been confirm ed by th e World H ealth Org ani zati on (WH O) as of 25
Febru ary 201 5. [1 1 ] M ost iden tified cases h ave h ad fever, alth ou g h som e m ild and/or
asym ptom atic cases have been reported. [1 1 ] [1 2] [1 3] [1 4] The possi bil ity of widespread
dissem ination of M ERS-CoV du ri n g rel i g ious pil grim age [1 1 ] an d other reg ional travel has
been in vesti gated, bu t appears to be un der control [1 5] , al th oug h WH O con tin u es to express
concern. [1 3] [1 4] Fever screen ing at airports h as also been em pl oyed durin g outbreaks of
Den gu e in Tai wan . [1 6] [1 7]
The 201 4 Ebol a outbreak orig i natin g in West Africa h as broug ht issues of th e potenti al for
g lobal pan dem ic to the forefront. [1 8] [1 9] [20] [21 ] Con troversy h as arisen over th e
effecti ven ess of th erm og raph y for fever screen i ng at airports and oth er ch eckpoints [22] [23] ,
wh i l e em pi rical data h as dem onstrated the effecti veness of th is tech nol og y wh en used i n
com pli ance with appropriate i ntern ati on al stan dards [24] [25] [26] [27] and WHO g u idance.

I TS-90 [48] throu g h a n ation al tem perature stan dard. The CALI BRATI ON of th e CALI BRATI ON
SOU RCE shou l d be perform ed by a l aboratory th at is accredited to I SO 1 7025 [49] for th at
purpose. Th e radi ance tem perature of the CALI BRATI ON SOU RCE sh al l h ave an expanded
uncertai nty n ot greater than 0, 2 °C and a com bin ed stabi lity an d drift better than ± 0, 05 °C at
th e operati n g wavelen g th of th e SCREEN I NG TH E RM OGRAPH .

Un e tem pérature i ntern e du corps de 38 °C ou pl us a été uti l isée com m e critère pou r rédu ire
l es déplacem en ts au cours de l ’épi dém i e de syn drom e respiratoire ai gu sévère (SRAS)
(avri l 2003) . [2] L’U S Centers for Disease Con trol (Cen tre am éricai n du con trôle des
m aladi es) inform e que le SRAS com m ence gén éralem en t par u ne tem pérature supéri eure à
38 °C, ce qui représen te 1 °C au-dessus de l a tem pérature in tern e norm al e du corps h u m ai n,
qu i se si tue autour de 37 °C. [3] I l est difficile de don ner u n e éval u ati on exacte du nom bre de
person nes dont l a tem pérature a été contrôlée par des m esu rag es à i nfrarou g es en Ch i ne au
cours de l’épidém ie de SRAS. I l y a des donn ées officiel les du gou vern em ent chin ois
i ndi qu ant que pendant u ne période de deu x m ois au cours du pri ntem ps 2003, 30 m i l l ions de
voyag eu rs on t été dépi stés en Ch in e. Dans ce grou pe, 9 292 voyag eurs présentant u n e
tem pératu re élevée on t été détectés et 38 on t été suspectés d’être porteurs de SRAS. Le
SRAS a été diag nostiqu é dans 21 de ces cas. Toutes les tem pératures él evées on t été
confirm ées à l ’aide de m esurages cli ni ques tradition n el s de la tem pérature du corps. Bien
qu ’i l soit diffici l e de déterm iner la tem pératu re i ntern e du corps h um ai n de façon exacte par
des m esurag es à i nfraroug es de l a TE MPERATU RE CU TANEE , cette m éth ode peu t être u til isée
pour dépister des val eurs de tem pératu res élevées. [2] [4] [5] L’am él ioration des tech n iqu es
peu t don ner l ieu à des taux de détection élevés. [6]
Les voyag eurs in tern ati onaux on t été dépistés l ors de l ’épi dém ie de la gri ppe H 1 N 1 de 2009.

La présence du coron avi rus du syn drom e respiratoire du Moyen -Orien t (M ERS-CoV – M iddl e
East Respiratory Syn drom e Coron aviru s) a été si gn alée pour la prem i ère fois en Arabie
Saou di te en 201 2, et au total 1 026 cas confirm és en laboratoire en traîn ant au m oi ns
376 décès (36, 7 %) au 25 févri er 201 5 ont été confirm és par l’Org anisati on m ondi al e de la
San té (OM S) . [1 1 ] Si la pl u part des cas i den tifi és ont présenté de l a fi èvre, certains cas
bén ins et/ou asym ptom ati qu es on t ég alem en t été détectés. [1 1 ] [1 2] [1 3] [1 4] La possi bi li té
d’u n e l arg e propag ation du M ERS-CoV à l ’occasi on des pèl eri n ag es rel ig i eux [1 1 ] et d’autres
voyag es rég i onaux a été exam inée m ais sem bl e être sous contrôle [1 5] bi en que l'OM S
