A BILL
To authorize the use of the rotunda of the Capitol for a
memorial service in honor of United States Capitol Police
Officer Brian Sicknick for his courage and sacrifice at
the United States Capitol on January 6, 2021, and for
other purposes.

1 Be it enacted by the Senate and House of Representa-


2 tives of the United States of America in Congress assembled,
3 SECTION 1. AUTHORIZING USE OF ROTUNDA OF THE CAP-

4 ITOL FOR MEMORIAL SERVICE FOR OFFICER

5 BRIAN SICKNICK.

6 To the extent that security conditions permit (as de-


7 termined by the Capitol Police Board), the rotunda of the

1 Capitol is authorized to be used for a memorial service
2 and proceedings related thereto, including lying in honor
3 in the rotunda, for Officer Brian Sicknick of the United
4 States Capitol Police on Wednesday, February 3, 2021,
5 at 10:00 a.m. under the direction of the Capitol Police
6 Board.
7 SEC. 2. PLACEMENT OF PLAQUE IN CAPITOL IN MEMORY

8 OF OFFICER BRIAN SICKNICK.

9 The Architect of the Capitol shall place a plaque in


10 honor of the memory of Officer Brian Sicknick of the
11 United States Capitol Police at an appropriate site in the
12 United States Capitol near the Capitol steps, with the ap-
13 proval of the Speaker of the House of Representatives and
14 the President pro tempore of the Senate.
15 SEC. 3. PAYMENT OF FUNERAL EXPENSES FOR OFFICER

16 BRIAN SICKNICK.

17 (a) FUNERAL EXPENSES.—


18 (1) AUTHORIZATION OF PAYMENT.—The Ser-
19 geant at Arms of the House of Representatives and
20 the Sergeant at Arms and Doorkeeper of the Senate
21 are authorized and directed to make such arrange-
22 ments as may be necessary for funeral services in
23 the Capitol Complex for Officer Brian Sicknick of
24 the United States Capitol Police, including payments
25 for travel expenses of immediate family members,

1 subject to the approval of the heirs of Officer
2 Sicknick.
3 (2) SOURCE AND MANNER OF PAYMENTS.—

4 Payments under this subsection shall be made using


5 vouchers in a manner directed jointly by the Com-
6 mittee on House Administration of the House of
7 Representatives and the Committee on Rules and
8 Administration of the Senate, and shall be derived in
9 equal portions from the applicable accounts of the
10 House of Representatives and the contingent fund of
11 the Senate.
12 (b) ATTENDANCE OF MEMBERS OF CONGRESS.—
13 (1) MEMBERS OF THE HOUSE OF REPRESENTA-

14 TIVES.—The Sergeant at Arms of the House of Rep-


15 resentatives shall make arrangements for the attend-
16 ance of Members of the House of Representatives
17 (including Delegates and the Resident Commissioner
18 to the Congress) at the funeral services held under
19 this section, including payments for expenses in-
20 curred by Members in attending such services. Such
21 payments shall be made from the applicable ac-
22 counts of the House of Representatives, using vouch-
23 ers approved in a manner directed by the Committee
24 on House Administration of the House of Represent-
25 atives.

1 (2) SENATORS.—The Sergeant at Arms and
2 Doorkeeper of the Senate shall make arrangements
3 for the attendance of Senators at the funeral serv-
4 ices held under this section, including payments for
5 expenses incurred by Senators in attending such
6 services. Such payments shall be made from the con-
7 tingent fund of the Senate, using vouchers approved
8 in a manner directed by the Committee on Rules
9 and Administration of the Senate.
10 SEC. 4. UNITED STATES CAPITOL POLICE MEMORIAL FUND.

11 The second sentence of section 1 of Public Law 105–


12 223 (2 U.S.C. 1951) is amended by inserting after
13 ‘‘2017,’’ the following: ‘‘and amounts received in response
14 to the attack on the United States Capitol on January
15 6, 2021,’’.
