STATE OPERATIONS BUDGET BILL

DEPARTMENT OF AUDIT AND CONTROL

The amendments make various technical corrections.

DIVISION OF CRIMINAL JUSTICE SERVICES

The amendment makes a technical correction to include language which


allows for the suballocation of funds to other state agencies. The language
was inadvertently omitted.

DEPARTMENT OF FINANCIAL REGULATION

The amendments make various corrections to decrease overall appropriations


for the Department by $8 million.

DEPARTMENT OF HEALTH

The amendments make various technical corrections including:

• Adds $20.3 million in reappropriations for Federal Environmental


Protection Agency (EPA) to authorize continuing grants within the
Center for Environmental Health.

DEPARTMENT OF LABOR

The amendments make various technical corrections.

DEPARTMENT OF LAW

The amendments make various technical corrections.

STATE UNIVERSITY OF NEW YORK

The amendments make various technical corrections.

AID TO LOCALITIES BUDGET BILL

STATE EDUCATION DEPARTMENT

The amendments provide a new $6 million appropriation for the State match
of the Smarts Scholars Early College High School Program and also make
various technical corrections.

OFFICE OF CHILDREN AND FAMILY SERVICES

Child Care Program

The amendments, in conjunction with the amendments for the Office of


Temporary and Disability Assistance, would allow local social services
districts to access food stamp employment and training funding to support
eligible child care services pursuant to a plan approved by the Office of
Temporary and Disability Assistance, the Office of Children and Family
Services and the Director of the Budget.

OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE

Employment and Economic Support Program

The amendments would allow local social services districts to access food
stamp employment and training funding to support eligible child care services
pursuant to a plan approved by the Office of Temporary and Disability
Assistance, the Office of Children and Family Services and the Director of
the Budget.

In addition, the amendments make technical corrections to include current


language related to certain payments for individuals who have HIV or AIDS.

DEPARTMENT OF HEALTH

The amendments make various technical corrections including:

• Adds $2.9 million to the HIV Health Care and Supportive Services
appropriation for the NY/NY III program within the AIDS Institute to be
consistent with the Financial Plan.

• Replaces the reference to Bronx Lebanon Hospital within the School


Based Health Center program with Montefiore Medical Center, to reflect
current operator of program.

• Restores the Quality Program for Adult Care Facilities appropriation to


$4.3 million within the Office of Long Term Care to maintain level of
authority from prior year enacted budget.

MISCELLANEOUS -- ALL STATE DEPARTMENTS AND AGENCIES

COMMUNITY SERVICE PROVIDER ASSISTANCE PROGRAM

The amendment eliminates the $4 million reappropriation for the Community


Service Provider Assistance Program.

NEW YORK STATE URBAN DEVELOPMENT CORPORATION

Economic Transformation Program

The amendment makes a technical correction to allow for funding to also


support services and expenses of communities impacted by the closure of
juvenile justice facilities.
