1. Introduction

Corona Viruses are a large family of viruses which may cause illness in animals or humans. In
humans, several Corona viruses are known to cause respiratory infections ranging from the
common cold to more severe diseases such as Middle East Respiratory Syndrome (MERS) and
Severe Acute Respiratory Syndrome (SARS). The most recently discovered variant SARS-CoV-2 that
causes Corona Virus disease – 2019 (COVID-19) which is an acute respiratory disease, transmitted
in most instances through respiratory droplets, direct contact with cases, and also through
contaminated surfaces/object. This new virus and disease were unknown before the outbreak
began in Wuhan, China, in December 2019.

The most common symptoms of COVID-19 are fever, tiredness and dry cough. Some patients may
have aches, pains, nasal congestion, runny nose and sore throat or diarrhoea. These symptoms
are usually mild and begin gradually. Some people become infected but don’t develop any
symptoms and don't feel unwell (asymptomatic). Most people (about 80%) recover from the
disease without needing special treatment. Older people and those with underlying medical
problems like high blood pressure, heart problems or diabetes, are more likely to develop severe
illness. People with fever, cough difficulty breathing should seek medical attention.

People can catch the infection from others who have the virus. The disease can spread from person
to person through small droplets from the nose or mouth, which are spread when a person with
COVID-19 coughs or exhales. These droplets land on objects and surfaces around the person. Other
people then can catch COVID-19 by touching these objects or surfaces, then touching their eyes,
nose or mouth. This is why it is essential to stay more than 2-meter (6 feet) away from a person
who is sick.

Acharya Institutes have made all necessary arrangement to deal with COVID 19 on the campus.
When planning to return the campus, it is important that everyone takes steps to reduce
transmission and minimize the risk.

2. Aim:

Offices and other workplaces are relatively close settings, with shared spaces like classrooms,
laboratories, work stations, corridors, elevators & stairs, parking places, cafeteria, meeting
rooms, conference halls etc. and COVID-19 infection can spread relatively fast. There is a need
to prevent spread of infection and to respond in a timely and effective manner in case of any
suspected COVID-19 patient is detected in these settings, so as to limit the spread of infection.
Also, Government of India is following a phase-wise unlocking of activities (currently it is
Unlock 5.0; October 2020).

3. Scope

This document outlines the preventive and responsive measures to be observed to contain
the spread of COVID-19 in office and higher education institution settings. The document
provides

4. Basic Preventive measures to be followed in the Campus at all times.

i. All persons (for example, but not restricted to students, faculty, non-teaching staff,
security personnel, maintenance personnel, housekeeping workers, residents,
visitors, guests of residents and employees, maids, delivery personnel, parents, etc,.)
entering/moving in the campus are mandated to wear the ‘face mask’.
ii. All the persons as above entering the campus shall be thermally scanned for their
body temperature.

iii. All the persons are requested to avoid shaking hands to greet, but can use other
means to wish such as ‘Namaste’.
iv. All persons are requested to avoid using lifts, touching railings, etc. to the extent
possible.
v. Respiratory etiquettes need to be strictly followed at all times. This involves the strict
practice of covering one’s mouth and nose while coughing/sneezing with a tissue/
hand-kerchief/ flexed elbow and disposing of used tissues properly in the bins.
vi. Physical distancing norm of 6 feet between two individuals is to be maintained at all
times in all common spaces inside the campus. Everyone must sanitize their hands
often by washing with soap or hand sanitizers.
vii. Avoid touching the face, mouth or nose, as this might increase the risk of infection.
viii. Practise frequent hand washing (for at least 20 seconds) even when hands are not
visibly dirty and use of alcohol-based hand sanitizers or soap.
ix. All are expected to self-monitor health and report any illness to the Health Centre or
any recognized Hospital or Government Hospital at the earliest.
x. Gathering of more than 5 people anywhere in the campus is strictly prohibited.
xi. Spitting anywhere in the campus is strictly forbidden and punishable with a fine.
xii. Every individual working in the Institute and students must have the AarogyaSethu
app on his/her Smartphone. It is a mandatory requirement as per the Government of
India directive
xiii. All employees must carry their ID card, and worn to display at all times on campus.
xiv. Anyone coming to the campus from out-station incl. abroad has to produce the
COVID-19 negative test report as per GOI norms within 72 hrs before arriving on the
campus.
xv. Campus residents are not permitted to invite visitors/relatives. Anybody violating the
norms disciplinary action will be taken against the concerned.

xvi. Health, Safety and Enforcement Unit is authorized to make periodic, random checks
for violations of protocols, impose fines and record violations for further disciplinary
action.
xvii. Gate No. 1 is designated at the entrance for receiving all external deliveries/packets,
including e-commerce parcels before they are sent to the Central store concerned.

5. Maintenance of Personal Hygiene.

i. Keep your room and surroundings clean


ii. Clean your hands with sanitizers
iii. Everyone should carry his/ her own sanitizer
iv. Do not touch nose, mouth and face area
v. Do not touch public areas such as hand rails, buttons on the lift, and if touched, and
if you need to make a contact then sanitise before and after
vi. Do not spit
vii. Use dust bins to discard waste, tissue or any other items to disposed after use.
viii. Maintain habit of wearing washed and clean clothes.
ix. Sanitize your hands after use of washroom, common drinking water points.

6. Measures specific to Colleges/ Offices/ Departments/ Centers/Sections

i. Make sure your workplaces are clean and hygienic. Ensure that surfaces such as desks,
tables, telephones and keyboards need to be wiped with disinfectant regularly.
ii. Anyone reportedly suffering from a flu-like illness should not attend college and seek
medical advice from the Campus Health Centre. If diagnosed as a
suspected/confirmed case of COVID-19, the District Health authorities must be
immediately informed.
iii. Hand sanitizing dispensers are placed at prominent places across the campus.

iv. All toilets are disinfected at least twice a day.


v. Faculty members will submit a plan to the HoDs for opening and operating their labs
with names and mobile numbers of students & project staff they will allow in the lab.
vi. Faculty members will assess the measures to be taken for maintaining physical
distance in the lab and then recommend to the HoD the names of students and project
staff to be allowed to work in each lab.
vii. Administrative staff, and outsourcing staff are allowed to work in the Department
office as per the instructions issued by the Administration. If any administrative staff
member come from any containment zone, he/she must go through a mandatory
home quarantine before they can be allowed to attend office. This is to be enforced
for all employees and students.
viii. Faculty meetings or Research group meetings must be conducted duly maintaining
social distance and wherever possible, Virtual meetings are encouraged using ALIVE
platform.
ix. A list of all allowed students to attend classes / campus is maintained in the HR office.
This list must include the following information: Name of the Student/Staff

a. Home address with Ward name

b. Contact number and Mode of travel

c. History of fever, cough and shortness of breath

d. Proctor’s/PI’s name

e. Classroom/ Lab/ Office location/door-number

f. Health insurance status: Have/Don’t have

g. Date of Birth (if not insured)


x. In case any positive COVID-19 case is reported, the disinfection procedure will be
limited to places/areas visited by the infected in the past 48 hrs. There is no need to

close the entire building/halt classes in other areas of the campus and work can be
resumed after disinfection.
xi. If there is a broader outbreak, the entire building will have to be closed for 48 hours
after thorough disinfection. All the staff will work from alternative places or home,
till the building is adequately disinfected and is declared fit for re- occupation.

7. Responsibilities of the Students

All out-station students have to return to the campus as and when advised, subject to the travel
advisories in the regions of their current residence. The following protocol has to be followed by
each student for re-entry into the institute.

i. Every student must inform the Dean (Academic)/Chief Warden /Proctor via email
before travelling to the Campus. Students must submit a written declaration that
he/she does not have any symptoms of flu or fever and that he did not come in contact
with a suspected person or passing through /staying in Containment zone duly
endorsed by parent/ guardian.

ii. Upon arrival on the campus, each student will be subjected to the following at the
entry gate:

a. Thermal scanning for body temperature measurement


b. Sanitize hands and have their luggage disinfected.

c. Undergo health check-up at the designated place


d. Install AarogyaSethu app if not already done and keep it updated

e. Proceed to their respective hostels or Paying guest residences

iii. In case of fever recorded on thermal screening or Flu-like symptoms proceed to the
designated quarantine place and avoid going to the Hostel. The treatment, follow up

and further guidance will be the imparted in nearby hospital at the student’s cost
(Annexure-2 for the list of hospitals)

iv. All persons showing Flu-like symptoms (while on campus, or when in the hostel, or
when in PG) should report to the nearest hospital (see Annexure-2). College
Ambulance can be requested through the designated COVID Coordinators
(9353189626 or 9900197317) for taking to the hospital. College will not bear any
expenses.

v. All students will have to undergo self-quarantine in their rooms as mandated by GoI.
They will have to follow instructions strictly regarding wearing the mask, social
distancing and meal timings in a mess. They are expected to carry their own meals
plate, tumbler and clean themselves at the designated place.

vi. All students are advised not to eat outside food. Outside food will not be permitted
into the campus, until further orders.

8. Measures and operating procedures at Hostel.

8.1 Procedure for Hostel Admission


Hostels are now available for pre booking to both Freshers and Higher semester students,
the following procedure may please be followed to avail hostels;

1. Fill the attached pre booking form, sign and email to hostelmanager@acharya.ac.in
2. On confirmation from the hostel manager please pay 50,000 pre booking fee
3. Hostel of the students choice is pre-booked and confirmed, they can pay the balance
fee prior to reporting to the hostel
4. Students are to intimate the hostel manager at least 48 hrs prior to arrival, via
email/whatsapp.

5. Due to the existing conditions occupancy of the hostel will be limited to only 25
students per day from the 15th of November, hence you requested to make you travel
arrangements post confirming your hostel accommodation.
6. Students shall be accommodated in Single Occupancy rooms for a period of 14 days
post which they shall be moved to their permanent rooms allotments. This is to
ensure safety to all hostel occupants.

8.2 Conduct at Hostel:

i. Before occupying the hostel, residents are to submit a copy of the CoVID-19 Test
conducted not later than 72 hrs.

ii. Use clean and neat mask covering nose upto chin

iii. Use of disposable hand gloves is highly recommended.


iv. Each student should follow social distancing of at least 2-meter while at Campus and
even out of Campus too.

v. Keep 2-meter distance between beds in rooms


vi. Make use of staircase avoiding of elevators& railings

vii. Ensure that all doors and windows are in open condition
viii. Do not make use of Indoor games hall, Common TV hall and Gym

ix. Follow physical distancing in Mess Hall


x. Small batches of students will have breakfast/lunch/dinner at a time in mess hall by
keeping physical distancing. Others may wait outside mess hall by maintaining
physical distancing. Every student should finish meals within 20 minutes of time
xi. Food will be served, and you are requested not to serve yourselves

xii. No two or more than two students will sit or walk together

xiii. Avoid sharing of things

xiv. Only one student should enter in health centre at a time

xv. Students shall wait and meet the concerned hostel officials at designated waiting /
meeting area only or in an open area.

8.3 Maintenance of Personal Hygiene:

i. Keep your room and surroundings clean

and after your meals

8.4 Other Precautionary measures:

i. Sanitize yourself and your belongings before entering your room


ii. Avoid social gathering

iii. Avoid visit to relatives / friend’s house or room

iv. Avoid city visit, out pass and ordering of food from outside

v. Avoid public transport


vi. Do not use shared vehicles, one person with two-wheeler (Rider only) & Two
persons in Four-Wheeler (including driver) – one person on driver’s seat and
another person on backseat– always wearing the mask
vii. Avoid drinking of cold drinks, cold water, ice-cream, other cold beverages etc

viii. Avoid eating un-cooked food.


ix. Avoid cash transactions as much as possible.

x. Everyone should preferably have health insurance


xi. Take rest or get medical treatment if having cold, cough or fever

xii. Avoid contact with others if suffering from cold, cough or fever

xiii. All the expenses in the treatment are to be borne by the student, and college will not
be responsible.

9. Dos and Don'ts while visiting the Health-care facility

i. Don't visit for minor ailments, use tele-health portal for consultation.

ii. Wear a triple-layer mask and perfectly disposable headgear/cap.

iii. Visit the hospital only during the time slot assigned for consultation.

iv. Check your appointment time and date before visiting the hospital.

v. Don't touch wall, door, shake hands and electrical switches.

vi. Line up in queues at the entry gate following physical distance norms.

vii. Visit with one attendant only. Don't walk unnecessarily inside Health Centre
premises.

viii. Don't lean over doctor while seeking consultation.

ix. Don't bring a mobile phone or if necessary, keep it in silent mode.

x. Take a bath before and after the visit to the Health Centre.

xi. Disinfect your clothes after returning from a Health Centre.

xii. Avoid travel and take measures to cut the transmission.


Specific responsibilities entrusted to different functionaries to deal with the post-
lockdown situation are given in Annexure-I.

10. Measures to Be Taken on Occurrence of Case(S)

Despite taking the preventive measures, the occurrence of cases among the staff & students
on campus cannot be ruled out. The following measures will be taken in such circumstances:

10.1 When one or few person(s) who share a room/close office space is/are found to be
suffering from symptoms suggestive of COVID-19:
i. Place the ill person in a room or area where they are isolated from others. Provide a
mask/face cover till such time he/she is examined by a doctor.
ii. Immediately communicate to the Covid-19 monitoring officer on campus and to HoD
/ proctor
iii. The Proctor / HoD is to immediately inform the Principal of the institute & to the
Designated COVID Coordinators (November 2020) on 9353189626 or 9900197317
iv. The Principal is to immediately inform the Campus Director, HR & QA Office.
v. The Designated COVID Coordinators will facilitate sending the person to the nearest
medical facility (hospital/clinic).
vi. A risk assessment is to be undertaken at the designated public health authority
(district RRT/treating physician) and accordingly further advice shall be made
regarding management of case, his/her contacts and need for disinfection.
vii. The suspect case if reporting very mild/mild symptoms on assessment by the health
authorities would be placed under home isolation.

viii. Suspect case, if assessed by health authorities as moderate to severe, will be treated
as per health protocol in appropriate health facility; and no expenses will be borne by
the College.
ix. The rapid response team of the concerned district shall be requisitioned and will
undertake the listing of contacts.
x. The necessary actions for contact tracing and disinfection of work place will start once
the report of the patient is received as positive. The report will be expedited for this
purpose.

10.2 If there are large numbers of contacts from a pre-symptomatic/asymptomatic case,


For this, there could be a possibility of a cluster emerging in workplace setting. Due
to the close environment in workplace settings this could even be a large cluster (>15
cases). The essential principles of risk assessment, isolation, and quarantine of
contacts, case referral and management will remain the same. However, the scale of
arrangements will be higher.

10.3 Management of contacts:


i. The contacts will be categorised into high and low risk contacts by District RRT
ii. The high-risk exposure contacts shall be quarantined for 14 days in their homes.
iii. These persons shall undergo testing as per ICMR protocol.
iv. The low risk exposure contacts shall continue to work and closely monitor
their health for next 14 days.

10. 4 Managing the Campus after an outbreak


i. If there are one or two cases reported, the disinfection procedure will be limited
to places/areas visited by the patient in past 48 hrs. The facility will be disinfected

11 Risk profiling of contacts

Contacts are persons who have been exposed to a confirmed case anytime between 2 days
prior to onset of symptoms (in the positive case) and the date of isolation (or maximum 14
days after the symptom onset in the case).

11.1 High-risk contact


i. Touched body fluids of the patient (respiratory tract secretions, blood, vomit, saliva,
urine, faeces; e.g. being coughed on, touching used paper tissues with a bare hand)
ii. Had direct physical contact with the body of the patient including physical
examination without PPE
iii. Touched or cleaned the linens, clothes, or dishes of the patient.
iv. Lives in the same household as the patient.
v. Anyone in close proximity (within 1 meter) of the confirmed case without precautions.
vi. Passengers in close proximity (within 1 meter) in a conveyance with a symptomatic
person who later tested positive for COVID-19 for more than 6 hours.

11.2 Low-risk contact


i. Shared the same space (worked in same room/similar) but not having a high-risk
exposure to confirmed case of COVID-19.
ii. Travelled in same environment (bus/train/flight/any mode of transit) but not having a
high-risk exposure.
