ESTABLISHMENT/UNIT SECURITY OFFICER

2901. Duties of the Establishment/Unit Security Officer

1. The duties of the ESO/USO include:

a. Advice. Advise the Commanding Officer/Head of Establishment on all security


matters contained in JSP 440, (The Defence Manual of Security), and the
FLEET Security Guidelines (FSGs).

b. Produce, co-ordinate and Maintain the ship/unit/establishment Asset Register.

c. Produce and maintain the ship/unit/establishment Security Risk Register.

d. Threat Assessment. Assess the threat to the unit’s security from Espionage,
Sabotage, Subversion and Terrorism in both peace and war.

e. Security Co-ordination. Co-ordinate all aspects of physical, documentary, and


personnel security within the unit, and advise on security matters as required.
Liaise with the IT Security Officer (ITSO)1 as necessary to ensure all aspects
of IT security are correctly managed. Co-ordinate the preparations for external
Security Assurance Visits and Inspections by FLEET Security Team, and carry
out actions required for Self Assessments.

f. Standing Orders. Prepare and maintain Unit Security Standing Orders and
ensuring that they are well promugated, understood and observed.

g. Security Incidents. Conducting initial investigations into all security incidents


and recommend, where necessary, further action to the Commanding Officer/
Head of Establishment, maintaining a record of all incidents, and ensuring that
incidents are reported to FLEET Warning, Advice and Reporting Point
(WARP) iaw FSGs.

h. Security Control. Responsibility for the control of all security keys, custody of
written records of combination lock settings, and ensuring that combination
lock settings are changed as required by regulations.

i. Briefing of Personnel. Ensure that civilian and service personnel joining are
briefed on the Unit Security Standing Orders, local instructions and the threat.

j. Annual Security Certification. In shore units, preparation for the Commanding


Officer/Head of Establishment annual security certification.

k. Training. Organise security education and training within the unit and maintain
nominal roles of those personnel who have attended such education and
training periods.

l. Travel Briefing. Brief and debrief personnel travelling to countries to which


special security restrictions apply.

m. Aftercare Reports. Monitor and advise the Commanding Officer/Head of


Establishment on the requirement for Aftercare Reports.

n. Spot Checks and Musters. Responsible for the conduct of spot checks and
musters.

o. Emergencies. Advising on emergency destruction and fire preparedness


procedures and security aspects of Incident Management.

p. Records. Maintain a security record.

q. Liaison. Liaise with the Fleet Security Team, the local Home department
Police Force, and the local fire brigade.

r. Security Defects in Ships. In ships, report security defects and shortcomings


prior to refit so that they may be remedied during refit.
