Dr. Erik J. Bitterbaum

Chair of SUNYAC Presidents
SUNY Cortland
PO Box 2000
Miller Building, Room 408
Cortland, New York 13045

Dear President Bitterbaum,

As we enter the 2021 Spring Semester, I would like the State University of New York Athletic
Commission (SUNYAC) to develop a plan, for consideration, to safely resume spring
intercollegiate athletic competition.

Although we are still combatting COVID-19, SUNY has demonstrated with enhanced testing,
monitoring, compliance, and uniform protocols we have been able to successfully manage
the situation. Likewise, several other SUNY campuses have successfully brought modified
athletics back with enhanced protocols, including small group and pod practices, individual
skills development, aggressive testing requirements, virtual team building, video review, and
activities that support mental health.

In the plan, I ask that SUNYAC considers elements to safely resume athletics including, but
not limited to: the timing of the start of competition in spring intercollegiate athletics,
reduced travel to protect our student-athletes, and additional health protocols. The
development of the plans should include coordination with local department of health
officials, key campus health professionals, as well as the Campus Safety Monitors.

It will be expected that a return from low-to-high risk spring sports will fully meet the
applicable guidance provided by the New York State Department of Health and/or the NCAA.
I look forward to the plan and welcome discussing options with the commissioners. My team
stands ready to help.

Sincerely,

Jim Malatras
Chancellor
