3. CONDITIONS/IMPACTS AVOIDED BY IMPLEMENTING THE PROGRAM
Implementing this EMP will minimize, to the greatest extent practical, the amount of water and land quality degradation resulting from the
Region’s activities. In doing so, it is the Region’s intention to manage its wastewater effluent in a manner that eliminates the need to obtain a
Wastewater Discharge Permit for any of our facilities.

4. SPECIFIC LEGAL AND OTHER REQUIREMENTS MET THROUGH THE PROGRAM

5. PROGRAM DESCRIPTION
Both the Unified Government and Kansas City, MO, have similar prohibitions on wastewater discharges. The Unified Government of Wyandotte
County’s Water Pollution Control Division does not issue Wastewater Discharge Permits to office buildings and has determined that a permit is
not required for the STC. The wastewater at the RO or the Training and Logistics Center (TLC) is monitored or treated prior to discharge.
Wastewater at the STC is managed through two operational controls: an SOP that requires various waste products (including metals and volatile
compounds) to be containerized for disposal as hazardous waste and a neutralization system (required by the EPA Facilities Manual) that adjusts
the pH of all laboratory wastewater before it is discharged to the sanitary sewer system. The Neutralization system is considered an Interceptor
under Legal Requirements. The building owner is responsible for maintaining the neutralization system, including ensuring the pH meter and
probes are calibrated at least annually. This requirement is monitored under the EMS as allowed under the lease agreement. The EPA Facility
Manager is responsible for reviewing the pH history periodically through the building automation system (BAS) to ensure there were no
excursions outside of the acceptable wastewater pH range established by the Unified Government. It has been determined that all Records
associated with the system must be maintained for 2 years (EMS Record, STC Wastewater Neutralization System Review, 13 Feb 08).
Stormwater at both the RO and TLC is not regulated by the Unified Government or by the State of Kansas.

9. REMARKS
1. The date for completing the PMR was moved back to 30 Apr 10; time limitations brought about by the late approval of the Objectives and
Targets and travel requirements for the EMS Coordinator will prohibit this Target from being completed by 31 Mar 10. Christopher Taylor, EMS

2. The PMR was completed on this date; no substantial issues were noted; refer to the Memorandum for Record, Wastewater Management
Program Review – FY10-11, 4 May 10 for the results of the review. A review of the pH tape review record (EMS Record – Wastewater
Neutralization System pH Review – CY10) was completed on this date as well; no issues have been seen though mid March. John Begley will

3. The RWA for the new pH Meter was fully funded on 9/23/2010 by EPA, sent thru GSA’s financial department 9/30/2010 and awarded to the

4. The electronic pH meter was installed on 19 Nov 10 and is fully functional. History is read on site via the BAS on a weekly basis until the

the mid 6 range (6.4 or 6.5); I just can’t find the document I wrote the meter reading on. A history report will be performed once the data

GSA to let them know that we are displeased with their lack of progress on completing the tie in of the meter to the BAS. They promised swift
