EXECUTIVE SUMMARY

Cyberjaya Flagship Zone Emergency Response Plan (CFZ ERP) was


initiated by Multimedia Development Corporation (MDeC) to safeguard
MSC investors’ interests and ensure that the city is prepared to manage
any unforeseen emergency or incident. This will augment Cyberjaya’s
attractiveness as a preferred ICT Hub and build investors’ confidence.

Cyberjaya Emergency Response Exercise (CYMEX) is an integral part of


the CFZ ERP Project. The first citywide emergency drill was planned to
provide a platform for all parties involved to practise their respective
Standard Operating Procedures (SOPs) with regard to emergency
response as stipulated in the CFZ ERP Manual. CYMEX also helps to
enhance cooperation and coordination amongst responding agencies and
the Cyberjaya Community.

CYMEX was organised by MDeC in collaboration with Selangor State


National Security Division, Sepang District Office, Sepang District Police
Headquarters, Selangor and Cyberjaya Fire and Rescue Department
according to Level 1 (District Disaster Management Level) of Directive 20,
National Security Council.

The exercise was a real time emergency response practice involving


multiple scenarios namely bomb threat at Prima Avenue Building
(e2Power), fire at Enterprise 3 Building (Maybank) and finally a
combination of bomb and bio-hazard threats at DHL building, all
happening simultaneously beginning 3.00pm on 3rd August 2006.

CYMEX was successfully implemented. The exercise involving 10 district


and state level responding agencies with 282 personnel and more than
1,000 employees from five (5) MSC Status Companies namely e2Power
Sdn. Bhd. (OCBC), Motorola Multimedia Sdn. Bhd., Convergys Employee
Care Malaysia Sdn Bhd, IBM Malaysia Sdn. Bhd. and DHL Global
Information Services Sdn. Bhd. delivered the desired objective in
integrating and implementing a single cohesive Cyberjaya Citywide
Emergency Response Plan.

It is recommended that a sustainable and continuous program be put in


place and monitored by Authority Having Jurisdiction. Therefore,
Cyberjaya Emergency Mutual Aid (CEMA) is proposed to be setup to
ensure the continuity of the CFZ ERP project.

CYMEX was proven a success and should be held every two (2) years to
promote proactive security management amongst Cyberjaya community.
This will help to enhance Cyberjaya’s position as the National ICT Hub
and preferred ICT investment location.

POST DRILL REPORT

1. BACKGROUND

1.1. Cyberjaya Flagship Zone Emergency Response Plan (CFZ ERP)

Since the inception of Cyberjaya Flagship Zone (CFZ) in 1999, the


need for an emergency response plan for the national ICT hub is
imperative. ERP project was mooted by Multimedia Development
Corporation (MDeC) in 2004 based on feedback from MSC Status
Companies, requesting for a citywide emergency response plan to
minimise loss of life and property, hence safeguarding their investment
in CFZ.

Development of CFZ ERP Manual as SINGLE COMMON EMERGENCY


RESPONSE TEMPLAT for the CFZ community inline with Directive 20 of
the National Security Council (Majlis Keselamatan Negara (MKN) – 20)
was completed in September 2005. The manual established single-
unified command amongst business owners and responding agencies
to prepare for, and respond to major emergencies in CFZ.

The ERP project received overwhelming support from all regulatory


agencies involved in emergency response, namely Polis DiRaja
Malaysia (PDRM), Fire and Rescue Services Department (BOMBA),
Sepang District Office and also the Selangor State National Security
Division (BKN). Apart from the support from the regulatory agencies,
the programme has also received encouraging participation from the
Cyberjaya Community as follows:

The encouraging support from the Cyberjaya Community is mainly due


to the platform created under the ERP Project, which connects both
regulatory agencies and the CFZ community via the Cybejaya Security
Consultative Committee. The Cyberjaya Security Consultative
Committee co-chaired by OCPD of Sepang and VP Capacity
Development Division, MDeC serve as a proactive forum for the
Cyberjaya community to discuss and address safety and security
concerns.

1.2. Cyberjaya Emergency Response Exercise (CYMEX)

CYMEX I - the first citywide emergency drill is an integral part of the


CFZ ERP and was held on 3rd August 2006. It was plan and executed
according to Level 1 (District Level) of MKN 20 coordinated by
Selangor State National Security Division and participated by all
responding agencies under Level 1 MKN 20, namely Sepang District
Office, PDRM Sepang, BOMBA Cyberjaya, Hospital Serdang and etc.
(Refer Appendix 1 for CYMEX Organisation Chart)

2. CYMEX OBJECTIVES

CYMEX is planned to provide a platform for all parties involved to


practice their respective Standard Operating Procedures (SOPs) with
regards to emergency response as stipulated in CFZ ERP Manual, for:-

• Building and business owner to practice their SOPs on evacuation,


• All responding agencies to practice their SOPs on emergency
response, and
• Test CFZ ERP’s effectiveness to integrate both responding
agencies’ and building owners’ SOPs in the event of an emergency

The exercise is a real time emergency response practice. It is planned


to sow, enhance and increase cooperation and coordination amongst
all Authorities Having Jurisdiction to respond effectively in an event of
emergency in Cyberjaya.

CYMEX’s objective is to provide a platform to “TEST & Demonstrate”


the effectiveness of Cyberjaya Emergency Response Plan as a single
plan for all emergencies. Amongst the expected outcomes are to:

• Test-bed a systematic incident management structure and incident


action plan
• Practice communication protocol for integration of Multi-jurisdiction
responding agencies (all responding agencies under MKN 20 Level
1) to dove-tail into business emergency response plan in the event
of an emergency
• Evaluate readiness of Cyberjaya Emergency Response resources to
handle various scenarios

3. CYMEX SCENARIOS
(Refer Appendix 2 for CYMEX Exercise Briefing Slides)

CYMEX plans to demonstrate the effectiveness of CFZ ERP to address


most possible “man-made” disaster in Cyberjaya. It involved multiple
scenarios namely
• bomb threat at Prima Avenue Building,
• fire at Enterprise 3 Building and
• finally a combination of bomb threat and bio-hazard at DHL
building; all happening simultaneously.

An expeditious and effective response through a concerted effort and


Unification of Command, was designed to mitigate the situation and
dissemination of information and communication amongst responding
agencies, remain a priority element in this exercise.

The whole focus is to ensure that all parties involved are well-versed
with each other roles and responsibilities, thus create a coherent effort
and this entails to the establishment of a Standard Common Operating
Procedure for Cyberjaya emergency response effort. This is where the
“Rubber meets the Road”.

4. POST DRILL FEED BACK & LESSON LEARNED

CYMEX Post-Drill Meeting chaired by Director of Selangor State


National Security Division was held on 14th August 2006 at Cyberjaya
Police Station to gather feedback and discuss effectiveness of CYMEX
in achieving its objectives. General observation, feedback and
comment are as follow:

5. WAY FORWARD

To ensure continuity of CFZ ERP project including next CYMEX, it was


recommended that Cyberjaya Emergency Mutual Aid (CEMA) to be
setup under the purview of Cyberjaya Security Consultative Committee
immediately.

CEMA will be a voluntary organisation proposed amongst Cyberjaya


community (MSC Status companies, Utilities providers, developers,
Institutions) and government responding agencies:
• To promote mutual assistance and cordial relationship among
member companies and responding government agencies
• To provide manpower and logistic support during emergency
involving member company
• To coordinate the utilization of committed resources beneficially in
combating an emergency
• To conduct necessary training to response to and prepare for major
emergencies
• To conduct building safety audit of all member premises to ensure
security and safety for disaster prevention
• To carry out joint exercise among member companies and
emergency services at different member premises

6. CONCLUSION

All parties agreed that CYMEX is a success and should be held


regularly to promote proactive security management amongst
Cyberjaya community. MDeC informed that CYMEX will be held every
two years. Therefore CYMEX II will be held in 2008.

Scenario 1 : Bomb Threat at Prima Avenue Building

Summary

This scenario is design to initiate PDRM protocol involving the Bomb


Squad Team and Traffic & Crowd control at scene. It also enhances the
local (affected building) emergency preparedness and reviewed its
current procedure.

e2Power employee discovered suspicious package with


following note : The bomb is going to blow soon
The employee call Cyberjaya Polis Station and informed of
suspicious package
The employee informed building management re incident
and management activated siren instructing all tenants to
evacuate.
Police officer arrived to assess situation and assist
evacuation
Evacuation was conducted in an orderly manner. No frantic
situation or unnecessary panics were observed.
Floor warden and officer in charge of the building were
handling and directing employees to their respective
Assembly Area for accountability.
Initial Police responder initiated investigation and assist
building tenants to evacuate, whilst securing reasonable
perimeter for the safety of employees and awaiting for
BOBM Squad to arrive on site.
Evacuation completed and respective companies started
accounting for all employees
Police Bomb Squad arrived at site and immediately was
directed to position vehicle at the designated “SAFE”
location. The Bomb Squad arrived with complete Robot and
X-ray capability machine to mitigate the situation. Also
present were the K-9 (Dog Unit) specially trained to “nose-
out” explosive materials, if assigned.
Initial Bomb threat assessment conducted by Specialist
complete with KEVLAR apparel and equipment.
Suspicious bomb threat package was found to be a hoax and
was detonated.
Police sweep remaining floors for potential bomb.
Police declare building clean and instructed all employee to
re enter building

Scenario 2 : Fire and Rescue at Enterprise 3 Building

Summary

The scenario is design to inculcate evacuation preparedness at E3


building with multi tenants. The coordination amongst responding
agencies, i.e, Fire and Rescue Department, PDRM, Hospitals and other
agencies is imperative as this will entail to one single response effort in
mitigating this kind of incident.

One of the tenants discover a thick smoke on the 3rd floor of


E3 building that houses several businesses which includes;
IBM, Prudentials, MayBank, others.
The fire alarm was immediately raised and Jabatan Bomba
dan Penyelamat Malaysia was notified.
The building evacuation plan was activated by each
individual business. Subsequently, appointed floor wardens
directed all employees to their designated Assembly Area for
accountability.
Within minutes the first Bomba Fire Tender/engine arrived at
site and was met by building owner. The Operations Chief of
Bomba was briefed on the situation and was also informed
that there are still victims in the building. There were 3 fire
engines that arrives seconds from each other.
Meanwhile, the Police Traffic and patrol cars also arrived at
the scene to cordon the affected area, block and redirect
traffic flow.
Bomba initiate “offensive” (outside) and “defensive” (inside
the building) fire fighting strategy. A search and rescue
(SAR) team was also dispatched to look for the victims that
were reported trapped in the building.
The offensive fire fighting was aided by a Turn Table Ladder
engine that can raise it nozzle up to 4 stories height. This is
crucial in both fire fighting and high elevation rescue.
The Medical Team responded with 2 Ambulance – (one each
from Hospital and JPA3) dispatched to the site and stage at
the medical triage area.
The SAR team managed to locate, secure and remove
victims from the affected area to a safe medical triage that
was set-up by the Medical team.
RELA personnel took positions to assist police in traffic and
crown control
The Hospital medical team immediately gave the initial
treatment for burns, exhaustion and trauma care for the
victims.

After stabilizing the victims, they were immediately
transported to Serdang Hospital, where a BURN Medical
Team awaits.
The fire was brought under control and Bomba evaluated for
all clear indication.
Bomba declared “All Clear” and all operations stand-down.

Scenario 3 : Bomb and Bio-Hazard Threat at DHL Building

Summary

The scenario is design for the Unification of Command amongst


PDRM and BOMBA to handle bomb threat and bio hazard threat.
This will also allows the affected tenants (DHL) to review and
incorporate necessary protocols/procedure to improve mitigation
effectively and efficiently.

DHL management discovered explosion in the


generator room located at ground floor of the building.
DHL initiated primary investigation and immediately
notified Police and activated DHL Evacuation protocol.
DHL Security secured the building and surrounding
parameter on the suspicion of bio-hazard threat.
DHL Floor warden directed all employees to Assembly
Areas according to their zoning and internal procedure.
The evacuation was done in a very orderly and serious
manner. No untoward incident happens during the
evacuation.
Police 1st responding team arrived and barricaded the
affected area and also consider the warm and cold zone
parameter. Bomb Squad and Hazmat rendezvous point
were established and HAZMAT protocol set-up was
considered.
Bomb Squad arrive with Bomba Hazmat Team with full
support for Bio-Hazard mitigation strategy.
HOT Zone were identified and secured.
Decontamination area was set-up immediately outside
DHL building which forms part of the WARM Zone. Non-
essential personnel were evacuated to a safe distance
in the COLD Zone.
Unification of Strategy and Tactics by the BOMB Squad
and Hazmat Team were executed with priority towards
responder safety and securing the affected area from
further bomb threat.

Bomb threat was clear; the Hazmat Team secured the
exposed bio-hazard powder, which was suspected as
“Anthrax”. Decontamination for “Anthrax” protocol was
carried out. Victims were given “Dry Decon” as well as
“Wet Decon”. Hazmat Team runs a 100%
decontamination scan of all victims through their
“Medical Decon” Screening.
Bomb Squad decontaminated and ready to stand-down.
Hazmat team secured and cleared the generator room
by spraying “bleaching agent” and contained the
remaining powder that was spread during the
explosion.
Hazmat Team decontaminated and declared situation is
back to Normal.
