SECTION 16121

MEDIUM VOLTAGE CABLE

PART 1 - GENERAL

1.01 DESCRIPTION

A. Related sections:
1. General requirements: Division 1.
2. General electrical requirements: Section 16010.

B. Dimensions in this section are nominal and should not be construed as limiting competition.

1.02 QUALITY ASSURANCE

A. Qualifications for field testing agency: Minimum of 5 years of experience in similar testing.

B. Codes and Standards: Provide cable (above 600 volts) and accessories conforming to the
following as applicable:
1. American Society for Testing and Materials (ASTM): Comply with ASTM D 1248,
"Polyethylene Plastics Molding and Extrusion Materials," Type 1, Class A, Category
5, Grade E4 or E5.
2. Institute of Electrical and Electronics Engineers (IEEE): Comply with the following
IEEE standards.
a. C2: National Electrical Safety Code.
b. 48: Standard Test Procedures and Requirements for High-Voltage
Alternating-Current Cable Terminations.
c. 386: Standard for Separable Insulated Connector Systems for Power
Distribution Systems Above 600 V.
d. 400: Guide for Making High-Direct-Voltage Tests on Power Cable Systems
in the Field.
e. 404: Standard for Cable Joints for Use with Extruded Dielectric Cable Rated
50000 V Through 46,000 V and Cable Joints for Use with Laminated
Dielectric Cable Rated 2500 V Through 500,000 V.
f. 592: Standard for Exposed Semiconducting Shields on Premolded High
Voltage Cable Joints and Separable Insulated Connectors.
3. Insulated Cable Engineers Association, Inc., (IECEA): Comply with the following
ICEA standards:
a. S-61-402: Thermoplastic-Insulated Wire and Cable for the Transmission
and Distribution of Electrical Energy.
b. S-66-524: Cross-Linked-Thermosetting-Polyethylene-Insulated Wire and
Cable for the Transmission and Distribution of Electrical Energy.
4. National Electrical Manufacturers Association (NEMA): Comply with NEMA
Standards including:
a. WC 5: Thermoplastic-Insulated Wire and Cable for the Transmission and
Distribution of Electrical Energy.
b. WC 7: Cross-Linked-Thermosetting-Polyethylene-Insulated Wire and Cable
for the Transmission and Distribution of Electrical Energy.
5. National Fire Protection Association (NFPA): Comply with applicable sections of
NFPA 70, "National Electrical Code" including Chapter 3, "Wiring Methods and
Materials" for construction and installation of cables, terminations, and splices.
6. IEC Standards 60502-2.

C. Certification: Provide the following:


1. Prior to installation of cable, deliver 4 certified copies of all factory tests required by
the referenced NEMA standards, including quality control. Tests on each length of
cable shall include conductor resistance; thickness of lead sheath, where specified;
ionization high voltage; and flammability, where specified. Tests on each sample of
cable shall include mechanical integrity, bending test, high-voltage time test,
dielectric power loss, and power-factor tests.
2. Furnish 4 copies of manufacturer's written certification that the products furnished
for this project meet or exceed referenced NEMA standards and NFPA 70
requirements.
3. After testing, submit 4 certified copies of each graph, specified hereinafter under
field testing. Include adequate information identifying cable locations, types, voltage
rating and sizes.

1.03 SUBMITTALS (See Division 1)

A. Product data:
1. Cable ratings and descriptive information.
2. Factory test reports.

B. Samples:
1. Cable sample: Not to be returned. Length submitted to include all stamped on
information.

C. Project information:
1. Manufacturers' certification.
2. Certified copies of field tests.

D. Contract closeout information:


1. Operating and maintenance data.

PART 2 - PRODUCTS

2.01 MEDIUM VOLTAGE POWER CABLE

A. Cable materials and construction: Conform to International Electro Technical Committee


IEC 60502-2
1. Conductor: Annealed, stranded copper, Class 2 conforming to IEC 60228.
2. Insulation: Crosslinked polyethylene with minimum thickness of 4.5 mm.
3. Shield: 0.13 mm (5 mil) bare copper tape overlapped a minimum of 12-1/2 percent
or helically wrapped bare copper wire concentrically and evenly spaced.
4. Shielded type MV 90.
5. Conductor shield: Semi-conducting, thermosetting.
6. Insulation shield: Semi-conducting and free stripping to provide ease of cleaning
prior to splicing.
7. Outer jacket: Flame resistant PVC.
8. Insulation shield and outer jacket may be combined into a single conducting jacket
of chlorinated polyethylene with embedded corrugated copper drain wires
concentrically and evenly spaced.
9. Cable Construction: Water tight construction using longitudinal water swallable
material.

2.02 SPLICES AND TERMINATIONS

A. Splicing and terminating materials: Acceptable to and as recommended by cable


manufacturer.

B. Splices:
1. Conductor splices: Compression type.

2. Splices and termination kits: Provide splice and termination kits containing factory
formed parts.
a. Kits shall be heavy duty, pressure type fittings, designed or proper size of
cables and wires being spliced and terminated.
b. Splices and terminations shall not be less than the voltage rating of cable
and shall include shielding and stress core material.
c. Kits shall be suitable for interior, exterior, submersible, or direct burial
applications.
d. Premolded rubber devices shall have a minimum of 3.18 mm (0.125-inch)
semi-conductive shield material covering entire housing.
e. Grounding of metallic shield shall be accomplished by solderless connector
enclosed in watertight rubber housing covering entire housing.

C. Terminations - 5 KV:
1. Terminate conductors using compression type lugs.
2. outdoors use potheads or stress cone with molded rubber terminator.
3. Indoors use stress cone or high dielectric strength terminating tape.

D. Terminations - 15 KV:
1. Terminate conductors using compression type lugs.
2. Outdoors use pothead terminations.
3. Indoors use pothead or stress cone with molded rubber terminator.

E. Molded rubber terminators:


1. Silicone rubber for track resistance.
2. Skirted, with varying skirt diameter to reduce tracking and flashover.
3. Prestretched to allow easy installation and conformity to cable shape without voids.

F. Pull cable: Nylon rope.

G. Pulling lubricant: Approved by cable manufacturer.

H. Fire and Arcproof tape: Flexible, conformable, unsupported intumescent.


1. Following average properties (minimum):
a. Thickness (ASTM-D1000): 0.76 mm (30 mils).
b. Tensile strength (ASTM-1000): 1.05 kg/mm (1500 psi).
c. Thermal conductivity (ASTM-D1518): 0.1349 x 10 -3 w/mm-degC (0.078
BTU/HR/SQ-FT-degF).

J. Insulating tape for use with arcproof tape: Woven glass fabric with pressure-sensitive
thermosetting adhesive.
1. Following average properties (minimum) in accord with ASTM-D1000:
a. Thickness: 0.18 mm (7 mils).
b. Breaking strength: 2.68 kg/mm (150 LB/IN) (across width)).
c. Elongation at break: 5 percent.
d. Dielectric breakdown: 3,500 volts.
e. Insulation resistance (Indirect method of electrolytic corrosion): 5,000
megohms.

PART 3 - EXECUTION

3.01 CABLE PULLING

A. Set up reels as close to duct entrance as possible.

B. Do not bend cable permanently or temporarily to radius less than 12 times cable diameter.

C. Provide cable protector at duct entrance.

D. Pull all cables occupying same conduit together.

E. Make attachment to cable to be pulled by woven basket grips or directly to conductor.

F. Use swivel connector.

G. Seal cable ends.

H. Use no pulling lubricant on first or last 1.5 M (5 FT) of cable.

I. Pull cables slowly and steadily:


1. Do not exceed 15.24 M/mm (50 FPM).
2. Stop only if absolutely necessary.

J. Maintain pulling tension on cables not greater than smaller of following values:
1. Allowable tension on conductor.
2. Allowable tension on pulling device.
3. Allowable standard sidewall pressure.

K. When a pulling eye is employed, determine maximum tension for copper conductor by: T (M
kg)=4.0546 x 10 -6 x (Area) mm2 T (in LB)=0.008 x cm, where cm is circular mil area of a
single conductor, the total area of the several conductors in a single cable, or the total areas
of conductors of all cables pulled out at the same time.
1. Maximum tension: 2.268 kg (5000 LB).
2. Maximum tension, when basket grip is employed: 455.6 kg (1000 LB) per grip.

L. Determine maximum sidewall pressure allowed by: 136.28 kg (300 LB) x radius or curvature
in M (FT).

3.02 ARC-PROOFING

A. Install one 6.35 mm (1/4 IN), minimum, overlapped layer of arcproof tape on all cable
exposed in manholes and pull and junction boxes. Bind with one layer of glass cloth
insulating tape.

3.03 HIGH POTENTIAL TESTING OF CABLES

A. Use test method acceptable to cable manufacturer for high potential testing of cables

B. Test each cable:


1. Ultimate DC test voltage: 80 percent of factory test voltage for class of cable
installed or voltage recommended by cable manufacturer, which ever is lower.
2. Apply voltage in steps of 5KV.
3. Final voltage: The 5KV step nearest ultimate test voltage without exceeding ultimate
test voltage.
4. Hold each intermediate 5KV step for at least 1 minute.
5. Hold final voltage for minimum of 5 minutes.

C. Report leakage current and test voltage at each step.


1. Report test voltage and associated leakage current in tabular form.
2. Plot cable resistance as function of test voltage.

D. Any of the following conditions constitutes failure of testing:


1. Leakage current increase without a concurrent test voltage increase.
2. Violent current increase, with test set tripping.
3. A resistance decrease of 25 percent or more for a voltage step increase.
4. Any disparity of insulation values between phases for any circuit of 5 to 1 for circuits
up to 609.6 M (2000 FT) in length and over 3 to 1 for longer circuits.

E. Replace all cable that fails testing.


1. Any cable which has terminations which are suspected to have caused failure under
the criteria for resistance decrease or disparity of insulation values may be
terminated and retested.
2. A second failure shall be cause for replacement.
3. In all cases where a cable is questionable due to testing results, Architect/Engineer
will determine replacement requirements.

F. Retest all replaced cable.
