Emergency Support Function #4 (ESF #4) Situation Report

On-site resources are following all Centers for Disease Control and Prevention (CDC), National Wildfire
Coordinating Group (NWCG), and Fire Management Board (FMB) guidance for the prevention and mitigation
of COVID-19.

Current Missions
• National Response Coordination Center is supporting FEMA and states and is staffed virtually by 4 ESF #4
liaisons, 1 emergency medical service specialist, and 2 public information officers.
• Regional Response Coordination Centers across multiple FEMA regions are supported by 12 ESF #4 liaisons.
Missions at the state/county level and vaccination centers are supported by 14 ESF #4 liaisons.
• Rhode Island (FEMA Region 1): In Middleton on 3/9, observers spent their first day training and preparing for the
vaccination center to open on 3/10. One virtual command and control resource is supporting on-site resources at the
Middletown and Providence vaccination sites.
• New York (FEMA Region 2): Command and control resources are supporting six fully operational vaccination
sites, one site in each of the following communities: Albany, Brooklyn, Buffalo, Queens, Rochester, and Yonkers.
At the Buffalo site, 32 EMTs are serving as vaccinators, and at the Rochester site, 27.
• Maryland (FEMA Region 3): At the vaccination center in Waldorf, 24 EMTs are administering vaccines and a
command and control module is on-site to support the operation.
• West Virginia (FEMA Region 3): Command and control resources are supporting a vaccination center in
Charleston.
• Tennessee (FEMA Region 4): At the Music City Center vaccination site in Nashville, 30 EMTs are administering
vaccines. Virtual command and control resources are supporting the vaccination operation and on-site resources.
• Illinois (FEMA Region 5): A Type 2 IMT is supporting the state’s Emergency Operations Center by developing a
statewide vaccine strategic and operating planning document and by producing site-specific incident action plans
for 23 vaccination sites, 13 of which have been completed and 10 in process.
• Michigan (FEMA Region 5): A Type 3 IMT is developing an incident action plan for one vaccination center
scheduled to open on 3/23 and four mobile vaccination units (all locations to be determined).
• New Mexico (FEMA Region 6): One command and control resource is supporting the state’s COVID-19 response
at the Department of Homeland Security and Emergency Management on-site in Santa Fe.
• Texas (FEMA Region 6): In the Dallas/Fort Worth area, 14 EMTs are administering vaccines, rotating among four
vaccination sites: Esports Stadium and Expo Center, Texas Motor Speedway, Fair Park fairgrounds, and Hurst
Conference Center. EMTs are supported by virtual and on-site command and control resources.
• Arizona (FEMA Region 9): At 13 federally supported and operational vaccination sites statewide, 102 EMTs are
administering vaccines. The EMTs and FEMA’s vaccination operations are being supported by on-site and virtual
command and control resources.
• California (FEMA Region 9): On-site resources are supporting vaccination operations in Oakland and Los Angeles.
In Oakland, 95 EMTs along with command and control resources are supporting the Oakland Coliseum vaccination
center and two mobile vaccination units. In Los Angeles, command and control resources are supporting the Cal
State LA vaccination center and one mobile vaccination unit.

• Nevada (FEMA Region 9): Of the 9 EMTs ordered to support a fully operational vaccination center in Las Vegas, 5
are on-site administering vaccines and 3 will arrive mid-week. Of the 15 EMTs ordered to support a fully
operational vaccination center in Reno, 12 arrived on 3/9 along with 1 command and control resource. Also see
Nevada under pending missions (below).
• Idaho (FEMA Region 10): The Type 1 IMT in Boise is assisting the state’s Office of Emergency Management and
Department of Health and Welfare by assessing and modifying existing vaccine distribution plans.
• Washington (FEMA Region 10): In Vancouver, one command and control resource is assisting state and local
resources with implementing a vaccine distribution plan in a three-county area.

Pending/In-Process Missions
• Rhode Island (FEMA Region 1): Orders continue to be filled for 19 non-EMS resources to serve as observers at the
Providence vaccination site. Orders for 13 EMTs to serve as vaccinators in Providence have been filled. The
anticipated start date for all resources is 3/15.
• New York (FEMA Region 2): Orders have been placed for 16 EMTs to replace demobilizing resources: 5 at the
Buffalo vaccination site and 11 at the Rochester site. As of 3/9, 3 orders have been filled; anticipated start date is
3/13.
• Tennessee (FEMA Region 4): Orders for two safety officers have been filled; anticipated start date is 3/11.
• Wisconsin (FEMA Region 5): Of the 15 orders placed for EMTs to serve as vaccinators at a Milwaukee vaccination
site, 4 have been filled; anticipated start date is 3/15.
• Texas (FEMA Region 6): Orders have been placed for 14 EMTs to replace existing resources as they demobilize.
The anticipated start date is 3/11 for the first tranche of 7 (1 filled order) and 3/14 for the second (1 filled order).
• Wyoming (FEMA Region 8): Orders have been placed for 3 local employees from the Bridger-Teton National
Forest Service to serve logistical support personnel at a vaccination site in Sublette County; start date is 3/11.
• Nevada (FEMA Region 9): Of the 9 EMT orders for the Las Vegas vaccination site, 1 order needs to be filled; the
order for a command and control resource for Las Vegas has been filled. Of the 15 EMT orders for the Reno
vaccination site, 3 need to be filled.

Anticipated Missions/Preliminary Discussion


• Maryland (FEMA Region 3): A request is pending for 30 EMTs to support mobile vaccination operations;
anticipated start date is 4/1.
• Michigan (FEMA Region 5): A request for an IMT to replace the existing team when it demobilizes is anticipated.
• Washington (FEMA Region 10): The Washington Department of Health IMT might request additional command
and control resources to support planning and implementing a vaccine distribution in a three-county area.
• FEMA is expected to continue requesting new EMS and overhead resources nationwide.
