CITIZENSHIP TRAINING

BASIC RIGHTS
 Any person under investigation for the commission of an offense shall have the right to be
informed of his right to remain silent and to have competent and independent counsel
preferably of his own choice. If the person cannot afford the services of the counsel, he must be
provided with one. This rights cannot be waived except in writing and in the presence of
counsel. The right is also known as “ MIRANDA RIGHTS”.
DEVELOPMENT OF CITIZENS

 Citizens are inhabitants of a city or town, or natives or naturalized member of a state or nation
who owe allegiance to the government and are entitled to the protection and privileges.
 Like in the Philippines, inhabitants of any area in the country who are residing since birth or
have been naturalized by virtue of conversation of nationality are called Filipino citizens.
CRITERIA IN BECOMING FILIPINO CITIZENS BASED FROM ARTICLE IV, SECTION 1 – 1987 CONSTITUTION

a) Those who are citizens of the Philippines at the times of adaptation of this constitutions;
b) Those whose fathers or mothers are citizens of the Philippines;
c) Those born before January 17, 197, of Filipino mothers, who elect Philippine citizenship upon
reaching the age of majority ; and
d) Those who are naturalized in the accordance with law.
COMPONENTS OF CITIZENSHIP TRAINING AND DEVELOPMENT

1. Provision of Natural and Universal Rights and Privileges of the Citizens.


 To enable equality and welfare among individuals, citizens are privileges to receive
various benefits from its country.
 This shall cover the various rights and privileges of the Filipinos as provided for by the
Articles III, and IV, the Bill of Rights and Citizenship, respectively of the 1987 Constitution
of the Republic of the Philippines.
 When people feel privileged to enjoy various benefits from its country, he / she
becomes proud and committed to protect and defend his / her homeland.
PERFORMANCE/DELIVERY OF DUTIES OF A CITIZEN

 Duties expected from every Filipino are contained in the following laws:
a. The National Service Law ( President Decree No. 1706 issued by then President
Ferdinand E. Marcos)
b. Citizen Armed Forces of The Philippines Reservist Act ( RA 7077).
c. The Flag and Heraldic Code of the Philippines (RA 8491). This shall include acts of
respect for the: 1) National Flag, 2) National Anthem, 3) other national symbols.
DEVELOPMENT AND FORMATON OF DESIRED NATIONAL VALUES

 The desired values, qualities, and kind of citizens that the country desires to produce are also
vividly expressed in the various laws of the land such as:
A. Flag and Heraldic Code of the Philippines (Republic Act No. 8491).
 The National Motto which is MAKA-DIYOS, MAKATAO, MAKALIKASAN AT MAKABANSA
as expression of its ideas for the Filipino People is specified under Section 40, Chapter III
of R..A. 8491.
B. CHED Memo. Order (CMO) no. 26 series of 2005 (good citizen values).
IV. DEVELOPMENT OF CITIZEN’S SENSE OF VOLUNTEERISM

 The development of welfare of a country does not rely with the government effort alone. It is
also dependent on how members of the society would initiate actions parallel and activities
congruent to national plans and priorities. The non-government members of the society are: 1)
the individuals; 2) business or corporate sector; 3) non-profit organizations; and 4) foreign
organizations.
 Republic Act No. 9418, otherwise known as the Volunteer Act of 2007, provides ways and
practices to strengthen and inculcate the essence of volunteerism.

A. RIGHTS AND PRIVILEGES OF A FLIPINO


1. Basic Rights of a Filipino Citizen. Filipinos being citizens of the Philippines are accorded
protection and privileges provided by the 1987 Constitution of the Philippines.

Every accused individual has the right to undergo trials and be heard.
The accused shall be presumed innocent until the contrary is proved,
and shall enjoy the right to be informed of the nature and cause of
the accusation against him to have a speedy, impartial, and public
trial, to meet the witness face to face, and to have compulsory
process to secure the attendance of witnesses and the production of
evidence in his behalf
Article V – Suffrage - Right To Vote -Section 1
This would mean no literacy, property, or other substantive
requirements shall be imposed upon individual for him/her to
exercise suffrage.

Every Filipino has the right for quality and free public education in the
elementary and high school levels. (at present tertiary education is
also free for college students)

B. DUTIES OF THE FILIPINO CITIZENS


 In view of the various rights accorded to its citizens, the National Service shall be obligatory for
all citizens of the Philippines.
1. The National Service Law.
The late President Ferdinand Marcos issued an order through PD No. 1706, which states that
every citizen must render services for its country like: 1) civic welfare service; 2) law
enforcement service; 3) military service. The used in this law like “military service” shall mean
“national service” while “military training” shall mean “training for national service”.

particularly its youth, as the most valuable
resource of our nation, need to be motivated,
trained, developed, organized, mobilized and
utilized.
THE NATIONAL SERVICE LAW

3. The fulfilment of their military or civic obligations.
 According to Section 3 of the law, the national service shall be credited in his favour for the
purpose of fulfilling educational requirements established by law.

VOLUNTEERISM

 Volunteering is the practice of people working on behalf of others without being motivated by
financial or material gain. Volunteering is generally considered an altruistic activity, intended to
promote good or improve human quality of life.
Benefits of volunteerism to volunteers

 Appreciation of Team work - it gives an opportunity to work with people from different walks
of life.
 Development of various skills like management and leadership skills, communication skills.
Technical skills..etc… Volunteerism serves as an opportunity to lead team of volunteers.
 Chance for international exposure
 Opportunity to help others, feel involved, and feel better, feel of satisfaction in helping the
needy
 Opportunity to make a difference and realizing personal purposes.
