A RESOLUTION URGING THE LAND TRANSPORTATION OFFICE TO STRICTLY

IMPLEMENT SECTION 53 OF REPUBLIC ACT NO. 4136 OTHERWISE KNOWN AS THE “LAND
TRANSPORTATION AND TRAFFIC CODE” IN THE CITY OF BACOLOD.

WHEREAS, the Land Transportation Office, under the Department of Transportation and
Communication, is tasked to effectively implement the various transportation laws, rules and
regulations;

WHEREAS, Section 53 of Republic Act No. 4136 otherwise known as the “Land
Transportation and Traffic Code” provides that no person shall drive a motor vehicle while under the
influence of liquor or narcotic drug;

WHEREAS, the World Health Organization (WHO) and various studies show that alcohol
intake results in impairment which increases the likelihood of a car crash since it produces poor
judgment, decreased reaction time, lower vigilance and decreased visual acuity;

WHEREAS, there has been an alarming incidence of vehicular accidents caused by alcohol
intoxication and/or the influence of drugs, in the City of Bacolod;

WHEREAS, several tragic road accidents have claimed lives during the past few months, the
latest of which was when an allegedly drunk driver, accidentally drove his SUV into the 20-foot water
of the BREDCO port last December 17, 2010;

WHEREAS, the strict observance and enforcement of traffic rules could help save lives and
prevent physical injuries and damage to properties caused by vehicular accidents;

WHEREAS, laws and regulations concerning the prohibition of Driving Under the Influence of
Alcohol and Drugs must be strictly implemented to ensure that Bacolod City remains as a safe and
secure community;

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang

Panlungsod of Bacolod City to pass a Resolution Urging The Land Transportation Office To Strictly
Implement Section 53 Of Republic Act No. 4136 Otherwise Known As The “Land Transportation And
Traffic Code” In The City Of Bacolod.
