Background

Since 2003, the Government of Timor-Leste (GoTL) has been working on developing a framework for
decentralization and local government. Based on clear provisions in the Timor-Leste Constitution and
directives from the Council of Ministers, the overall vision of the Government is to establish a strong,
democratic and efficient local governance system starting in 2009. The main objectives of the
decentralization process are:

9 To promote the institutions of a strong, legitimate and stable state across the territory of Timor-
Leste;
9 To promote opportunities for local democratic participation by all citizens;
9 To promote a more effective, efficient and equitable public service delivery for the social and
economic development in the country.

The UNDP-UNCDF joint Local Governance Support programme (LGSP) started in early 2007 to provide
support to the current Government plan to begin implementing nation-wide decentralization reform. LGSP
was built on two previous projects, the Local Governance Options Study and the Local Development
Program -both supported by UNCDF- at the policy and at the local level. The LGSP provides direct
technical support to the Ministry of State Administration and Territorial Management (MSATM) and other
line ministries involved with the decentralization process. Its main objective is to contribute towards
poverty reduction in Timor-Leste supporting the establishment of a decentralized, accountable and
effective local government providing technical support in three main areas: (i) pilot local government
assemblies, (ii) support to the development of an appropriate policy framework, and (iii) supporting the
government in implementing local governance reforms. The LGSP is a 5-year project and will operate
until 2011 in the current project document, but the project is expected to be extended beyond 2012.

UNDP and UNCDF are implementing the LGSP in close coordination and cooperation with the Ministry of
State Administration and Territorial Management (MSATM). Through this advertisement, LGSP seeks to
fill the vacancy of the National Monitoring and Evaluation Officer.

Scope of Work/Summary of Functions


Under the direct supervision and guidance of the Chief Technical Advisor (CTA) and the Programme
Manager (PM) the Monitoring and Evaluation Officer will be primarily responsible for cross-cutting M&E
activities, as well as for providing practical assistance to provincial and district authorities in the field of
M&E. specifically, the Monitoring and Evaluation Officer will:

• assist in the development of an overall M&E framework for the programme and MSATM (in
collaboration with short-term technical assistance);
• ensure that the information necessary for regular M&E of project activities is collected and
analyzed, in accordance with donors’ needs;
• assist the Ministry and local authorities in tracking their performance and public service delivery
activities;
• regularly update the programmes Monitoring and Information System (MIS);
• contribute to regular reporting on LGSP progress;
• regular field visits to pilot district;
• Perform other tasks as required by the CTA and the PM.

Place of Assignment, Supervision and reporting

The Monitoring and Evaluation officer shall be based in the LGSP Office in MSATM. S/he will be reporting
to the CTA and the Programme Manager.

Qualification and Experiences

• A minimum 5-7 years of work experience, ideally in the areas of M&E, planning, public
administration and/or rural/community development issues in Timor-Leste.
• Secondary education; a university degree would be an advantage, but not a requirement.
• Knowledge of various methodologies for M&E would be an advantage.
• Knowledge of Access database or other database system would be an asset.
• Strong interpersonal and communication skills.
• Fluency in Tetun.
• Very good knowledge of English.
• Spoken/written Portuguese would be an asset.
• Good skills in the use of computer for word processing, spreadsheets, etc.
• Willingness to travel to the pilot districts on short notice.
