EFFECTIVENESS OF INFORMATION AND COMMUNICATION

TECHNOLOGY (ICT) AS DELIVERY MODE OF INSTRUCTION AT

NORTHWESTERN UNIVERSITY AMID COVID19

It has been a year since the pandemic Corona Virus 2019 (Covid19) has shaken the

world. Millions of people got infected and thousands died because of this virus. At present,

the virus continuously spreading all over the world and the worst is, even in far flung

barangays have reached this virus. It is quite alarming because it has contributed a vast

changed most specially how people live each day without wearing face shield, mask, and

other personal protective equipment.

One of the greatest challenges that people are facing nowadays due to this global

pandemic is, how educators deliver their lessons and give instructions to the learners

especially today that people must follow the rules and guidelines implemented by the

government such as but not limited to, mandate to stay home, prohibition on gatherings,

observance of social distancing, prohibition on face-to-face learning, age limit of persons

allowed outside their homes because such rules and guidelines aim to avoid the spread of

the virus abruptly. With this, educational institutions worldwide from the Department of

Education to Higher Education had nothing to do with this but to conform with the rules

and guidelines. But then, as they say, every problem has a solution. One of the solutions

given by the government is to conduct online classes for all levels to make sure that the

academic year 2020-2021 will continue through a new normal way of educating the

learners.

In connection to this, the implementation of K-12 Curriculum 2015 served as a

benchmark in adapting the use of Information and Communication Technology inside the

classroom. This includes the use of smartphones and other gadgets to be used as a

supplementary tool to deliver instructions to learners. Now that people are facing this

pandemic, educators, learners and parents must embrace this new normal way of the

educational system.

Furthermore, even the government came up with an alternate solution to aid the

problem of the educational institution of the country still problems has arisen with the

implementation of online classes with the use of ICT gadgets. With this, this research is

timely to be conducted to know the effectiveness Information and Communication

Technology (ICT) as delivery mode of instruction during the Covid19 pandemic.

Statement of the Problem

Education is very important to every person who want to have a greener pasture in

the future. Now that we are facing this global pandemic Covid19, education is one of the

greatest that has been affected by this virus. Since gatherings are prohibited this academic

year 2020-2021, there is no face-to-face interaction between the educators and the

learners like the regular and normal classroom set-up. With this, the educational system of

the country adapted the online class with the use of ICT gadgets to deliver instruction and

lessons to the learners.

However, it is a challenge for educational institutions to ensure that lessons are

delivered to their students with the use of ICT gadgets to conduct online classes. It is also a

problem among the parents and students on how to adjust to such kind of educational set-

up.

Hence, this research aims to know the different problems and challenges being

encountered by the educators specifically the use of Information and Communication

Technology gadgets as a medium to deliver instruction, as well as the advantages and

disadvantages thereof.

Theoretical Framework

This section shows the theoretical framework of this research. The students and

teachers use ICT tools and platforms to deliver their lessons or subjects. Taken altogether,

online classes is conducted.

Scope and Limitation of the Study

This research aims to investigate the effectiveness of ICT as a mode of delivery

instruction to the learners. This research will be conducted at Northwestern University,

Laoag City, Ilocos Norte. The respondents will be identified through random sampling

techniques and methods wherein respondents will be randomly selected from the students

of Northwestern University, twenty (20) respondents will be selected from the Junior High

School, twenty (20) respondents from the Senior High School and twenty (20) respondents

in the College Level. There will be a total of sixty (60) respondents.

Significance of the Study

This study will redound to the benefit of the community considering that education

plays an important role in the community and the use of ICT has emerged as an alternative

tool for teaching and learning.

Moreover, the findings of this research will benefit educational institutions and its

stakeholders – the teachers, parents, and students. The results of this research will be used

as basis on whether or not the use of ICT is effective as an alternative mode of teaching and

learning.

This research can also be used by producers and programmers of ICT platforms and

gadgets in order to determine the processes needed to develop and improve in order to

adapt to the processes of the educational system.

Lastly, this study will help the future researchers to be aware and knowledgeable of

the use of ICT in education. It will help them to be better analysts and it can be a help as a

future reference for more studies in the future.

Definition of Terms

Information and Communication Technology (ICT) – is a broader term for Information

Technology (IT), which refers to all communication technologies, including the internet,

wireless networks, cell phones, computers, software, middleware, video-conferencing,

social networking, and other media applications and services enabling users to access,

retrieve, store, transmit, and manipulate information in a digital form.

COVID19 – Coronavirus (COVID19) is an illness caused by a virus that can spread from

person to person.

K12 Curriculum – refers to the courses or subjects taught in school from grades

kindergarten through twelve. As it is used in the field of education, K-12 curriculum usually

refers to the specific learning objectives and activities experienced by students in grades

kindergarten through twelve.

Gadgets – a small mechanical or electronic device or tool, especially an ingenious or novel

one.
