TERM OF REFERENCE

SCHOOL PLANNING TEAM

Principal / School Head


1. Convenes the School Planning Team
2. Provides leadership and guidance in the development of the plan, clearly explain the SIP
planning process team and helps them understand their role in the process
3. Facilitates actual planning workshop
SGC Representative
1. Actively participates in the development of Council (SGC) the SIP by establishing
priorities and setting representative goals and strategies for school improvement
2. Initiates the formation of the school Planning Team
Barangay Representative
1. Share valuable information on the interest of the community on school improvement and
LGU participate in setting goals, strategies and priorities of the school
2. Commit available resources in the implementation of the plan
Student
1. Share insights about their difficulties in the school and participate in setting goals,
strategies and priorities of the school
Parent
1. Share insights about their children need to learn and the difficulties they face in school,
their aspirations for the school and their children, present other areas of concern; and
participated in setting goals strategies and priorities of the school
2. Commit available resources in the implementation of the plan
Teachers
1. Provide needed information relative to teaching and learning process
2. Actively participate during the development of the SIP establishing priorities, setting
goals and formulating implementation strategies for the paln
DRRM Coordinator

1. Ensure the establishment of an Early Warning System (i.e. bulletin board for weather
advisories, bell/ siren emergency signal and the like
2. Conduct an annual student-led risk identification and mapping within and around the
school premises to ensure a safe environment that is conducive to teaching and learning
3. Maintain close coordination with local DRRM Council on the conduct of preparedness
activities and on response needs, among others
4. Provide capacity building activities for teachers, non-teaching staff and learners on
DRRM
5. Maintain, disseminate and post relevant and updated emergency hotlines in strategic
locations throughout the school
6. Post safety and preparedness measures and evacuation plans
7. Conduct disaster preparedness measures, including but not limited to quarterly multi-
hazard drills applicable to the school’s identified hazard such as earthquake, fire and
flood
8. Maintain the safekeeping of vital school records and learning materials
9. Organize school DRRM team to support the implementation of preparedness and
response measures
10. Ensure the availability of updated baseline education data of the school
11. Integrate DRRM in regular school programs and activities and school improvement plant
(SIP)
12. Pre-identify possible Temporary Learning Space (TLS) and alternative delivery modes of
education
13. Monitor the effects of hazards, including the use of the school as evacuation center
14. Track all school personnel during disasters and/or emergencies
15. Prepare and submit reports on the effects of any hazard
16. Ensure implementation of DepEd Order No. 43, s. 2012 or the “Guidelines on the
Implementation of Executive Order No. 66 s. 2012 (Prescribing Rules on the
Cancellation or Suspension of Classes and Work in Government Offices Due to
Typhoon, Flooding Other Weather Disturbances and Calamities)
17. Conduct rapid assessment of damages after every hazard and submit RADaR
18. Facilitate immediate resumption of class to track learners
19. Monitor recovery and rehabilitation interventions being implemented in the school

SBM WINs Coordinator

 Ensure effective implementation of the WinS policy and its program activities in the
school setting
 Secure the support and participation of the community, including the Parent-Teacher
Assocaitions (PTAs) and other stakeholders, for program
 Collaborate with key partners for the following:
a. Put in place systems and mechanisms that will allow all stakeholders to take part
in the implementation of this policy
b. Craft specific roles and responsibilities of each member of school personnel in
making sure that all requirements and standards are met
c. Ensure the inclusion of the WinS Program in the School Improvement Plan (SIP)
and Annual Implementation Plan (AIP)
 Gather information necessary for effective monitoring and evaluation of the Program
 Conduct an annual Performance Implementation Review of the WinS Program

Child Protection Committee Chair

 Coordinate planning and assessments with all other actors to avoid duplication and
address gaps, including geographical and programmatic gaps.
 Regularly attend meetings and share information about activities, trends in violence
against girls and boys, and challenges encountered in the field.
 Actively participate in the activities of the working group, including leading and or
participating in specific activities of the coordination group and development of common
tools and approaches.
 Designate focal points for managing communication from and to the group (e.g. data
request).
 Agree to follow guiding principles for ethical child protection programming.

School Governing Council
Duty Statements
1. Chairperson
1.1 Acts as the presiding officer of the
Council
1.2 Chairs all meetings of the Council.
1.3 Initiates and responds to all communications which are for the
attention of the Council
1.4 Signs for identification purposes any
document referred for the Council
1.5 Ascertains that in all meetings, a quorum
is present
1.6 Presents any report for which the
chairman is responsible
1.7 Prepares agenda for meetings in
consultation with the principal
1.8 Makes herself/himself available to the
wider school community for consultation
and information sharing

1.9 Works with the principal regarding

2. Vice -Chairperson
2.1 Be prepared at all meetings and acts as
proxy at any function as required in the
absence of the Chair
2.2 Be aware of the duties of the chair in the
event of that person’s absence
2.3 Be prepared to assist the chair and when
requested by the chair
2.4 Provides positive, candid input to the
chair, on occasion when such advice is
seen as necessary or appropriate
2.5 Assists in publishing the work of the
Council
3. Secretary
3.1 Assists with the writing of reports and
correspondence when necessary
3.2 Files paper works into governing council
files
3.3 Assists in publicizing the works of the
School Governing Council
3.4 Assists in the preparation and circulation
of Council agenda
3.5 Assists the chair in gathering any
additional items for the Council agenda
3.6 Records and documents accurately
minutes of all Council meetings

copies of the minutes at least seven (7)
days prior to the next meeting
3.8 Sends and does follow up of notice of
meeting to all members
3.9 Takes the attendance and apologies of
the Council during meeting

4. Treasurer
4.1 Takes charge of the fund receipts and
disbursements of the governing Council
4.2 Keeps the money and the valuables of
the Council on a book that the Council
designates
4.3 Keeps and have charge of books of
accounts
4.4 Prepares an audited report of all SGC
funds and disbursements and meetings
5. Auditor
5.1 Assists the treasurer in the processing of
all financial transactions and records
5.2 Audits funds, receipts and
disbursements for submission to the
council
5.3 Assists the treasurer in keeping a clear
record book of accounts
6. Principal (Executive Officer)
6.1 Plans meeting, time and format
6.2 Arranges for information to be
communicated to all Council members
before and after meetings
6.3 Prepares Council meeting agenda in
coordination with the chairman and
secretary
6.4 Provides the council accurate and clear
information necessary for decisionmaking
6.5 Arranges report to be available to all
councilors
6.6 Keeps the Council up-to-date with new
initiatives that are occurring
