Dear Chair Gottfried:

We are writing to request that the final state budget address the drastic cuts to Fiscal Intermediary (FI) services
under the Consumer Directed Personal Assistance Program (CDPAP). On February 25, during the legislative
budget hearing on health, the DOH stated that an astounding 80% of the state’s 139,000 CDPAP consumers will
be forced to seek a new FI under the Department’s plan. This will cause significant disruption in home health
care services for my constituents. The DOH’s plan is especially unconscionable during a pandemic.

Due to COVID-19, we respectfully ask that the Assembly support a delay in the implementation of the DOH’s
plan in the upcoming budget. More than ever, consumers want to receive supportive care in their homes, as
opposed to nursing home care. CDPAP FIs are deeply embedded in the communities they serve. Denying
consumers the right to continue with their trusted FI provider is callous and risks serious disruptions in care to
elderly, disabled and medically frail Medicaid recipients in our communities. In addition, we support including
legislative language from your bill (A.6479) into the budget to address this issue in a responsible and timely
manner.

It is paramount that we work to preserve access and consumer choice for our constituents. We strongly believe
the current DOH plan subverts that goal. CDPAP consumers need relief and assistance, not cuts and
obstacles. We deeply appreciate your leadership in this matter.
