PROLOGUE
Born during the hurly-burly days of World War 11, Air Education and Training
Command (AETC) traces its lineage to 23 January 1942 when the Chief of the Army Air
Forces received authorization to establish the Army Air Corps Flying Training Command
in Washington, D.C., under the command of Maj Gen Barton K. Yount. The young
command had a single mission- flying training. On 15 March 1942, the organization
became the Army Air Forces Flying Training Command. A little over a year later, on
31 July 1943, that mission expanded to include military and technical training when the
Army Air Forces Technical Training Command merged with the Army Air Forces Flying
Training Command, and the War Department redesignated the organization as the Army
Air Forces Training Command (AAFTC). The merger created an organization with over
one million people assigned at over 600 training installations, including 375 devoted to
flying training.
Since those hectic years of World War 11, the men and women of AETC have
responded to the surges in training requirements brought about by the Korean War, the
war in Vietnam, the Cold War, and then adjusted to the periodic downsizing that a return
to peace always signaled. During these decades, AETC added and deleted various mis-
sions. It gained and then lost operational aircrew training in the 1950s only to have it
return in the 1990s. It picked up responsibility for recruiting in 1954. It also assumed
responsibility for the Air ForceS educational mission when Air University (AU) became
a part of ATC first between 1978 and 1983 and again in 1993 when AU was reassigned
to the command. As the new millennium dawns, the command is responsible for special,
continuing, and professional military education in addition to recruiting and basic
military, technical, and flying training.
This study focuses on the evolution of the command over the past three genera-
tions, the changes in organization and basing structure over the years, and the acquisition
of new missions and responsibilities. It lists the commanders of AETC and its predeces-
sor organizations, his staff, and the commanders of the various units in the field. The
study also contains population figures, budget data, and the number of students graduat-
ing from command courses over the years. Looking at the myriad changes that occurred
during the last 58 years, it is probably safe to assume that even more dramatic shifts lie
ahead.
A CHRONOLOGY OF
ORGANIZATIONAL CHANGES IN THE HQS
23 Jan 42 Air Education and Training Command (AETC) traces its lineage
to 23 Jan 42 when the War Department constituted and activated
the Air Corps Flying Training Command at Washington, D.C.
The photograph on page 2 shows the Gulf Coast Army Air Forces
Training Center a t Randolph Field, Texas, one of the major com-
ponents of the new flying training command.
15 Mar 42 The War Department redesignated the Air Corps Flying Training
Command as the Army Air Forces Flying Training Command
(AAFFTC).
16 Mar 42 The War Department approved General Yount's request to align his
staff under the general staff, or "G," organization. Those organizations
included Personnel, Intelligence, Operations, and Materiel. In addition,
the headquarters had seven special staff sections: Judge Advocate,
Inspector General, Finance, Ord-
nance, Signal, Medical, and Quarter-
master. A few months later a
Chemical Warfare section was
added.*
*The first Staff Quartermaster was Maj Buford R. Nyquist, 1 Jul42. Two weeks later, on
15 Jul42, Maj Bernard Case became the first Signal chief and Maj William R. Huber, the
first Ordnance director. On 19 Oct 42, Maj Archbold R. Jones became the first chief of
the Chemical Warfare section. By 28 Jul 43, A-4, Materiel had absorbed the Chemical
Warfare, Ordnance, Signal, and Quartermaster functions. However, by Jan 48 Air Instal-
lations, Quartermaster, Ordnance, and Chemical were part of the special staff again until
the headquarters reorganization of Nov 48 when all four went under DCSIMateriel.

3 1 Ju143 The War Department inactivated Army Air Forces Technical Training
Command and transferred its mission to Army Air Forces Flying
Training Command. At the same time, the flying training command
was redesignated as Army Air Forces Training Command to show it
had responsibility for flying, technical, and basic military training.
28 Aug 43 The headquarters established a Deputy Chief of Staff (DCS) for Flying
Training and a DCS for Technical Training to supervise flying and
technical training activities. Both were dropped by Dec 45.
18 Oct 43 A Management Control Section came into existence, reporting to the
Chief of Staff. It had three units assigned: Organizational Planning,
Manpower, and Statistical.
1 Jul46 The War Department redesignated Army Air Forces Training Com-
mand as Air Training Command (ATC).
7 Oct 46 Air Installations became a special staff section, but by Nov 48 it was
again under DCSIMateriel.
1 Nov 46 Air Training Command inactivated its Flying and Technical Training
Commands and organized three major subordinate divisions: Flying
Training at Randolph Field, Texas; Technical Training at Scott Field,
Illinois: and Indoctrination in San Antonio.
21 Jun 48 The Budget and Fiscal Officer was given equal rank with other
members of the general staff and renamed Staff Comptroller.
12 Nov 48 The Chaplain position moved from A-1 and became a separate staff
section, with the title of Air Chaplain.

On 16 Jun 41, the Southeast Air Corps Training Center assumed jurisdiction of the Air Corps
Gunnery School a t Tyndall Field, Florida. When the Training Department opened in Aug 41,
its initial task was instructor training. The first class of gunners began training in Feb 42.
During World W a r 11, thousands of aerial gunners received their silver wings from what
quickly became (be largest flexible gunnery school in AAF Training Command.
16 Nov 48 Throughout the Air Force the older "A" designations were dropped in
favor of the DCS designations:
1 May 51 With the establishment of Flying Training Air Force at Waco, Texas,
HQ ATC closed its Deputy Commander, Flying office.
Jan-May 52 The Public Information Office became the Office of Information Services.
9 Jun 52 History moved from the Adjutant General's Office to the Office of
Information Services.
8 Jul59 ATC inactivated the 3500th USAF Recruiting Wing. In its place, the
command activated HQ USAF Recruiting Service.
1 May 69 The History and Research Division realigned from the Office of
Information to the ATC Chief of Staff.
15 Dec 70 The Office of Foreign Military Affairs was established. It replaced the
Military Assistance Directorate in DCSPlans.
1 Mar 72 The USAF Recruiting Service commander gained a second title, that
of DCSRecruiting Service. This move saved several personnel
authorizations as the organization no longer needed its own comptrol-
ler, materiel, or personnel functions.
1 May 73 The President of the Community College of the Air Force (CCAF) was
also on the ATC staff as DCSICommunity College Affairs.
1 Mar 75 DCSICivil Engineering became DCSEngineering and Services.
15 Mar 75 The Security Police Directorate moved out of the Office of the
Inspector General and became a special staff activity.
Mar - Jul76 Some time during this four-month period, the title of the Senior
Airman Advisor was changed to Senior Enlisted Advisor.
1 Jun 76 Air Training Command closed its Office of Foreign Military Affairs
and, in its place, activated the Foreign Military Affairs Training
Group. The group reported to HQ ATC.
16 Feb 87 The San Antonio Joint Military Medical Command activated. The
ATC Command Surgeon was dual-hatted as the JMMC commander.
26 Jun 87 Two other functions related to foreign training (the Defense Language
Institute English Language Center and Euro-NATO Joint Jet Pilot
Training) became management responsibilities of DCSIPlans and
Requirements.
15 Oct 87 DCSIMedical Services and Training replaced the office of the ATC
Surgeon.
1 Sep 91 Morale, Welfare, and Recreation became a special staff activity. Prior
to that, it was part of DCSIPersonnel.
1 Sep 92 The Air Force merged morale, welfare and recreation with services to
form a single organization known as morale, welfare, recreation and
services.
1 Feb 93 The Chief of Staff of the Air Force eliminated the position of chief of
staff and hence the title deputy chief of staff at the major command
level. Consequently, HQ ATC established an Executive Services
Division, which incorporated those fhnctions formerly under the Chief
of Staff. The title deputy chief of staff became director, and the
organizations became directorates.
1 Mar 94 In a change that took place Air Force-wide, the civil engineering
function became civil engineer.
1 Jul97 In a change that took place Air Force-wide, the Security Police became
known as Security Forces.

early 1990s. It is a part of the Randolph ARB historic district, which was added to
the National Register of Historic Places in Jul96.

Hundreds of students dot the floor of the converted Chicago Coliseum, learning morse code
while attending the Chicago Schools of the Army Air Forces Technical Training
Command. This was one of the many technical training programs that transferred to Army
Air Forces Training Command on 31 Jul43.
*On 1 Feb 76. DCSITechnical Training split into two separate but co-equal parts. the
Assistant Chief of Staff (ACS) for Technical Training Operations and the Assistant Chief
of Staff for Technical Training Support. This division lasted until 15 Aug 77 when the
two organizations were again merged into DCSITechnical Training . From l F e b 76
through 14 Aug 77. Col Carl L . Brunson served as ACSlTechnical Training Operations.

CURRENT AETC BASES
ALTUS AFB. OKLAHOMA
The War Department established Altus Army Air Field as
an advanced flying school on 17 Jun 42. It was inacti-
vated on 15 May 45. The Air Force reactivated Altus on
8 Jan 53 and changed the name of the installation to Altus
AFB on 3 Mar 53. During the subsequent 40 years, it
was assigned to Tactical Air Command, Strategic Air
Command, Military Airlift Command, and Air Mobility
Command. On 1 Jul 93, HQ USAF assigned Altus AFB
and its host unit, the 97th Air Mobility Wing, to AETC
and Nineteenth Air Force.

COLUMBUS AFB, MISSISSIPPI
The War Department activated Columbus Army Air
Field on 23 Jul 41. Columbus became a part of the Air
Corps Flying Training Command on 23 Jan 42. It
conducted flying training and contract flying training
until transferred to Air Technical Service Command on 6
Jun 45. The field was reassigned to Army Air Forces
Training Command on 23 Nov 45. Columbus was placed
on "reduced activity status" between Jan-Mar 46 and
inactivated 15 Aug 46. Its name changed to Columbus
AFB on 24 Jun 48. Air Training Command activated the
base on 20 Dec 50 as a primary installation. Columbus
transferred to Strategic Air Command on 1 Apr 55 and
was reassigned to Air Training Command on 1 Jul 69.
On 1 Jul 93, AETC assigned the host wing to Nineteenth Air Force. Five years later, on
10 Jul 98, Columbus AFB had the distinction of hosting the first flying training wing
commanded by a woman.

KEESLER AFB,MISSISSIPPI
The War Department activated the new installation as Army Air Corps Station No. 8 on
12 Jun 41. It was redesignated as Keesler Field on 25 Aug 41, named in honor of 2d Lt
Samuel Reeves Keesler, Jr., who died as a result of aerial combat on 9 Oct 18. The War
Department assigned the base to Air Corps Technical
Training Command on 7 Feb 41 and reassigned it to the
Army Air Forces Flying Training Command on 3 1 Jul43.
Keesler was the site of the principal Army Air Forces
mechanic school during World War 11, and it remains one
of AETCS major installations for technical training. The
field became Keesler AFB on 13 Jan 48. Air Training
Command designated the school as the 3380th Technical
Training Wing on 26 Aug 48; HQ USAF redesignated it as the Keesler Technical
Training Center on 1 Jan 59. More than three decades later, on 14 Feb 92, HQ USAF
again redesignated the center, this time as the Keesler Training Center. The center
inactivated on 1 Jul93, replaced by the 81st Training Wing. HQ AETC assigned the wing
to Second Air Force.

Air University. The Air Service School opened at Langley Field. Virginia. on
25 Feb 20 . After several name changes. the Air Corps Tactical School moved to Maxwell
Field. Alabama. on 15 Jul 3 1 . On 30 Jun 40. the Army Air Corps suspended instruction at
Military training was an integral part of the curriculum at OTS in the 1960s.

the Tactical School and reduced its staff and faculty. In
the summer of 1941, this small section moved to
Washington, D.C., and finally was discontinued on
9 Oct 42. However, on 16 Oct 42, the Army Air Forces
activated the Army Air Forces School of Applied
Tactics at Orlando Field, Florida. A year later, 8 Oct 43,
the Army Air Forces Tactical Center was established
with the School of Applied Tactics as a subordinate
unit. Due to a major reorganization on 1 Jun 45, the
School of Applied Tactics was redesignated thc Army
Air Forces School. On 29 Nov 45, the Army Air Forces moved the school to Maxwell
Field and designated it as a major command. On 12 Mar 46, its name changed again, this
time to Air University. Air University remained a major command until 15 May 78 when
it became a part of ATC, but it returned to major command status on 1 Jul 83. Ten years
later, on 1 Jul 93, Air University became a part of the newly redesignated Air Education
and Training Command. During its two assignments to AETC, commanders included:

By the end of 1929, the circular road pattern of Randolph Field was established,
and construction of the buildings began in earnest.
Commanders
Air Force Recruiting Sewice. When the Air Force became a separate service on
18 Sep 47, its recruiting function remained under Army control. It wasnt until Jan 54
that the Department of Defense finally agreed the Air
Force could take operational control of its recruiting
forces. On 10 Apr 54, ATC activated the 3500th USAF
Recruiting Wing at Wright-Patterson AFB, Ohio.* Five
years later, on 8 Jul 59, ATC inactivated the 3500th
USAF Recruiting Wing. The Air Force wanted to elevate
the importance of its recruiting mission, so it replaced the
wing with the USAF Recruiting Service. Air Training
Command activated the new organization on 8 Jul 59.
Like the 3500th, the USAF Recruiting Service operatcd
from Wright-Patterson AFB; however, on 1 Jul 65, it
moved its headquarters to Randolph AFB, Texas. On
1 Mar 72, the ATC commander dual-hatted the Recriliting
Service commander as DCSiRecruiting Service. Then on
1 Apr 94, HQ USAF redesignated USAF Recruiting Service as Air Force Recruiting
Service. Commanders included:

The War Department established Tyndall Field on 16 Jun
41 . It was named in honor of 1st Lt Frank B . Tyndall. a
World War I pilot and Silver Star recipient. who was killed
on 15 Jul 30 in a crash of a P-1 . The Army Air Forces
conducted flexible gunnery and flying training there . On
23 Jan 42. the field was assigned to Air Corps Flying
Training Command until it transferred to Continental Air
Forces on 28 Feb 46 . It then transferred to Tactical Air
Command on 21 Mar 46 and to Air University on 15 May
46 . The field was redesignated Tyndall AFB on 13 Jan 48
and transferred to ATC on 1 Sep 50. It then transferred to
Air Defense Command on 1 Jul 57 and to Tactical Air Command on 1 Oct 79 . Tyndall
AFB and its 325th Fighter Wing transferred again, this time to AETC. on 1 Jul93 .

On 1 Jul 93, ACC transferred its 4315th Combat Crew Training Squadron (Missile) at
Vandenberg AFB to AETC as the newly redesignated command began consolidating its
space and missile training at a single site. On the same day,
AETC inactivated the 4315th and used its personnel and
resources to establish the 392d Space and Missile Training
Squadron. The squadron belonged to the 17th Training
Group at Goodfellow. On 1 Apr 94, HQ USAF redesig-
nated the squadron as the 392d Training Squadron, and
AETC reassigned the unit to Second Air Force. At the same
time, the command activated the 38lst Training Group
(Provisional) at Vandenberg. That group was inactivated on
1 Oct 94, and AETC activated a permanent unit, the 381st
Training Group. AETC assigned the 392d Training Squad-
ron and three other newly activated squadrons to the 381st
for space and missile training.

ca 15 Mar 42 The command and its subordinate units all were redesignated. Instead
of Army Air Corps, they became Army Air Forces organizations.
26 Jun 42 The San Antonio Aviation Cadet Center separated from Kelly Field.
On 4 Jul 42, the center became the newest station assigned to the AAF
Gulf Coast Training Center and Army Air Forces Flying Training
Command (AAFFTC).
3 1 Ju143 The War Department transferred the bases and resources of AAF
Technical Training Command to AAFFTC. At the same time, to repre-
sent the additions of technical and basic military training, AAFFTC
was redesignated as Army Air Force Training Command (AAFTC). Its
three flying training centers became the Eastern, Central, and Western
Flying Training Commands. By the end of August, AAFTC had
replaced the technical training districts with three subordinate
technical training commands: Eastern, headquartered at Greensboro,
North Carolina; Central at St Louis, Missouri; and Western at Denver,
Colorado. Also as a part of the merger, AAF Training Command
acquired the Officer Candidate School (OCS) for non-rated officers
which had operated at Miami Beach, Florida, since 21 Feb 42. Army
Air Forces Technical Training Command disbanded on 3 1 Aug 43.
Apr 44 The command disbanded all of its support units (except bands) and
reorganized each base under an AAF base unit concept. At Keesler, for
example, the 3704th AAF Base Unit became responsible for all admin-
istration, training, operations, supply, and maintenance duties.
Jun 44 Officer Candidate School moved from Miami Beach to the §an
Antonio Aviation Cadet Center.
The AAF closed preflight schools at Santa Ana Army Air Field,
California, and Maxwell Field. All aircrew trainees would go through
the San Antonio Aviation Cadet Center.
3 1 Dec 44 With the war drawing to a close, AAFTC reduced its basic training
centers to four: Amarillo and Sheppard Fields in Texas, Buckley Field
in Colorado, and Keesler Field in Mississippi.
Jun 45 OCS moved from the San Antonio Aviation Cadet Center to Maxwell
Field. At about the same time, the preflight school also moved from
San Antonio to Maxwell.
30 Jun 45 The San Antonio Aviation Cadet Center transferred from AAF
Training Command to the AAF Personnel Distribution Command.
3 1 Dec 45 The number of bases under AAFTC jurisdiction had fallen from a high
of 170 in 1944 to 34 at the end of calendar year 1945.
1 Feb 46 The War Department redesignated the San Antonio District, Army Air
Forces Personnel Distribution Command (previously known as the San
Antonio Aviation Cadet Center), as the Army Air Forces Military
Training Center and assigned it to AAF Training Command.
OCS and the AAF Preflight School moved from Maxwell to San
Antonio. At the same time, Army Air Forces Training Command
assigned both schools to the AAF Military Training Center.
1 Jul46 The War Department redesignated Army Air Forces Training Com-
mand as Air Training Command (ATC).

Nov 46 The AAF activated the Air Reserve Officer Training Corps (forerunner
of the Air Force Reserve Officer Training Corps) and placed it under
ATC supervision. InNovember control passed to Aii Defense Command.
1 Nov 46 As the AAF began to interpret the word "command" to mean a major
air command, ATC changed the names of its sub-commands to the
Flying Training and Technical Training Divisions. In addition, the
AAF Military Training Center became the Indoctrination Division.
Air Training Command inactivated Las Vegas Field, Nevada. The base
had conducted flying training since Dec 41, first under the control of
the West Coast Air Corps Training Center and then as part of ATC.
3 1 Jan 47 Enid Field, Oklahoma, closed. It had conducted flying training since
Sep 41.
1 Jun 47 ATC gained another technical training base, Fort Francis E. Warren,
Wyoming. In 1949 the Air Force redesignated it as F. E. Warren AFB.
Between 1948 and 1951, students trained at Perrin AFB, Texas, using the T-6.

11 Ju147 The installation that was home to the AAF Military Training Center
became Lackland Air Base.
Dec 47 The command closed Boca Raton Field and moved the radar school to
Keesler. In October two hurricanes had destroyed the Florida base.
13 Jan48 The Air Force redesignated most of its fields as air force bases.
1 Apr 48 Air Training Command activated two flying training installations: Las
Vegas AFB, Nevada, and Perrin AFB, Texas.
Aug 48 Air Training Command replaced its base units organization with a
base-wing setup. By year's end, ATC had one bombardment training
wing, eight pilot training wings, five technical training wings, and two
basic training wings. All of the wings reported directly to HQ ATC.
1 Aug 48 The command activated three bases: Sheppard and Waco in Texas and
Enid in Oklahoma.
10 Jun 49 The Air Force redesignated Waco AFB as Connally AFB. Two years
later, on 8 Jan 51, it became James Connally AFB.
17 Oct 49 The ATC headquarters moved from Barksdale to Scott AFB, Illinois
14 Nov 49 The command inactivated its Flying and Technical Divisions and
moved responsibility for both functions into the headquarters.
Not long after the start of the Korean War, Air Training Command
gained responsibility for most combat crew training.
30 Apr 50 The Air Force redesignated Las Vegas AFB as Nellis AFB.
1 Sep 50 Air University transferred control of Tyndall AFB, Florida, and Craig
AFB, Alabama, to ATC.
1 Jan 51 Air Training Command activated Luke AFB, Arizona, as a fighter-
bomber training base.
Feb 51 The first group of recruits arrived at Sampson AFB, New York. ATC
opened this second basic military training center to handle the influx
of recruits for the Korean War. Basic training at Sampson ended on
1 Jul 56.
1 May 51 With the increase of training requirements caused by the Korean War,
ATC established the Flying Training Air Force, headquartered at
Waco, Texas, near James Connally AFB.

1 Sep 51 Moody AFB, Georgia, transferred from SAC to ATC. It provided the
command with interceptor training.
10 Sep 51 The command activated Pinecastle AFB, Florida, in preparation for
more combat crew training.
Dec 51 By year's end, ATC had activated nine bases for the purpose of
conducting contract flying training: Greenville and Columbus,
Mississippi; Spence, Georgia; Bainbridge and Bastow, Florida; Hondo,
Texas; Malden, Missouri; Marana, Arizona; and Kinston (later,
Stallings), North Carolina.
1 Jan 52 Big Spring AFB, Texas, activated as a pilot training base. The Air
Force redesignated the installation as Webb AFB on 18 May 52.
Mar 52 ATC opened another basic military training center at Parks AFB,
California. Training temporarily ended in Sep 53 only to open again on
7 Sep 54. ATC finally ended training at Parks on 21 Nov 56.
ATC first used the T-33, destined to be its bellweather trainer, in advanced single-
engine training at Williams AFB, Arizona, in Jun 49.

Jun 52 ATC redesignated some of its wings as it reorganized its flying train-

same time, ATC took its first step toward getting out of the crew
training business when it transferred McConnell, Williams, Luke, and
Nellis to Tactical Air Command.
15 Jul58 Air Training Command renamed the 3635th Combat Crew Training
Wing at Stead as the 3635th Flying Training Wing (Advanced). That
was because the wing no longer provided survival training only. The
helicopter pilot training mission at Randolph had transferred to Stead.
1 Jan 59 Air Training Command renamed its military training wing and all five
of its technical training wings as centers: the 3700th Military Training
Wing became the Lackland Military Training Center; while the 3320th
Technical Training Wing was redesignated as Amarillo Technical
Training Center; the 3345th, Chanute Technical Training Center; the
3380th, Keesler Technical Training Center; the 3415th, the Lowry
Technical Training Center; and the 3750th, Sheppard Technical
Training Center.
1 Aug 53 ATC established USAF Officer Military Schools at Lackland AFB to
consolidate its officer training activities. It included the Officer
Candidate School (OCS).
10 Apr 54 As a first step in separating Air Force recruiting from the Army
recruiting program, ATC activated the 3500th USAF Recruiting Wing
at Wright-Patterson AFB, Ohio. The Air Force became responsible for
its own recruiting on 1 Jul 54.
1 Sep 54 The Air Force transferred responsibility for survival training from
SAC to ATC. With that transfer, ATC gained Stead AFB, Nevada, and
the command activated a wing to conduct survival training.
1 Apr 55 Columbus AFB, Mississippi, transferred to SAC after ATC had moved
contract flying training from Columbus to Moore Air Base, Texas.
1 Jan 56 ATC reassigned the 3500th USAF Recruiting Wing from the head-
quarters to Technical Training Air Force because of a new program
that integrated basic military training and basic technical training.
1 Jul 57 ATC inactivated Crew Training Air Force, consolidating its responsi-
bilities with Flying Training Air Force, which moved its headquarters
from Waco, Texas, to Randolph AFB.
30 Sep 57 Headquarters ATC completed its move from Scott AFB, Illinois, to
Randolph AFB, Texas.

1 Jul59 In addition to OCS, the preflight training school, and the officer basic
military training courses, the Officer Military Schools added an
additional organization, the USAF Officer Training School (OTS).
While OCS was a six-month program and required only two years of
college for entrance, OTS lasted only three months but required a four-
year degree.
1 Oct 59 Brooks AFB, Texas, was transferred to ATC, and the command
activated the USAF Aerospace Medical Center at Brooks. Concur-
rently, AU reassigned the School of Aviation Medicine at Brooks to
ATC.
29 Jun 60 The command graduated its last contract primary class at Malden Air
Base, Missouri.
1 Jul60 ATC discontinued its pilot and navigator preflight schools at Lackland.
Pilot preflight training became the responsibility of the primary train-
ing schools, and navigator preflight moved to the navigator schools.
Dec 60 Air Training Command stopped training at the contract primary bases
8 May 61 The School of Aviation Medicine at Brooks was renamed the School
of Aerospace Medicine.
1 Nov 61 ATC transferred Brooks AFB and the USAF Aerospace Medical
Center and its subordinate organizations to Air Force Systems Command.

In Jul 65, ATC revised its flying training to including a flight screening program.
Contractors provided 27 days of instruction and 30 hours of flying in the T-41.
10 Dec 65 ATC designated and organized the 3630th Flying Training Wing at
Sheppard AFB to conduct the undergraduate pilot training program for
the German Air Force.
1 Jan 66 ATC transferred James Connally AFB, Texas, and its 3565th
Navigator Training Wing to TAC.
15 Mar 66 ATC activated the 3636th Combat Crew Training Group (Survival) as
a tenant unit on Fairchild AFB, Washington. This was all in prepara-
tion for the transfer of survival training from Stead to Fairchild.
Recent graduates of the medical school at Gunter receive a briefing from their
supervisor at Wilford Hall USAF Medical Center, Lackland AFB, Texas.
15 Jun 66 ATC inactivated Stead AFB, Nevada, and its 3635th Flying Training
Wing (Advanced). Its helicopter training mission moved to Sheppard
AFB, Texas, and survival training transferred to Fairchild AFB.
11 Oct 70 In Dec 69, Congress directed that the Army train all Air Foxe and
Navy rotary wing pilots. The first Air Force students entered Army-
provided helicopter training on this date.
1 Apr 71 The Air Staff restructured the 3636th Combat Crew Training Group as
a wing for operational and administrative control of all survival
training.
1 Dec 71 In connection with the Vietnam drawdown, ATC activated the 3301st
School Squadron (USAF Skills Center) at Forbes AFB, Kansas, a TAC
installation, to prepare selected enlisted members for jobs in the
civilian sector. It moved to Kirtland AFB, New Mexico, in 1973.
May-Dec 72 ATC replaced its four-digit flying and pilot training wings with two-

3 1 May 74 ATC inactivated the 3301st School Squadron (USAF Skills Center)
when Congress cut off funding for the transition program.
15 Jul74 ATC established the first three NCO Leadership Schools at Keesler,
Williams and Chanute AFBs. By 1975, each of the command's bases
had its own leadership school except Vance, whose enlisted personnel
attended the school at Sheppard.
3 1 Ju174 Air Training Command activated the 557th Flying Training Squadron
at the US Air Force Academy. It replaced the 3253d Flying Training
Squadron (previously, pilot training squadron), which had been active
since Oct 67.
15 May 75 Air Training Command activated the 3306th Test and Evaluation
Squadron at Edwards AFB, California.
1 Jul75 The 3305th School Squadron (ISD) transferred from the 12th Flying
Training Wing to HQ ATC. The unit reported to DCSIOperations.
28 Sep 75 The 3304th School Squadron (ATC NCO Academy) moved from

38th Flying Training Wing.
15 Mar 76 Air Training Command reassigned the 3304th School Squadron to the

1 Apr 76 ATC activated the 3785th Field Training Group at Sheppard to operate
a worldwide teaching program.
1 Jan 77 The San Antonio Procurement Center was established with responsi-
bility for all base procurement hnctions at Randolph, Brooks, Kelly,
and Lackland AFBs.
Craig Field, Alabama, was activated in Aug 40 and operated as an advanced single-
engine school through Dec 45. It transferred to Air University in Feb 46 and then to
ATC four years later. ATC conducted flying training at Craig AFB, Alabama,
between Sep 50 and Ang 77.

30 Sep 77 Air Training Command inactivated the 29th Flying Training Wing at
Craig AFB, Alabama.
1 Jul78 ATC gained jurisdiction of Goodfellow AFB, Texas, and activated the
3480th Technical Training Wing (Cryptological Training Center) as
the host unit.
1 Jun 79 The Community College of the Air Force, first located on Randolph
AFB and then in 1977 on Lackland Training Annex, moved to
Maxwell AFB, Alabama.

15 Nov 82 Air Training Command activated the 3307th Test and Evaluation
Squadron (Acquisition Management) to look after the command's
interest in T-46 acquisition.
1 Jul 83 Air University regained its major command status. Two primary
education functions remained under ATC- Air Force Reserve Officer
Training Corps and the Community College of the Air Force.
ATC redesignated the 3785th Field Training Group as the 3785th Field
Training Wing with four field training squadrons.
14Nov 86 ATC reassigned OTS from the headquarters to the Air Force Military
Training Center.
15 Jan 87 HQ USAF reassigned Wilford Hall Medical Center from Air Force
Systems Command to ATC for establishment of the San Antonio-Joint
Military Medical Command.
1 Mar 87 Air Training Command activated the 3313th Medical Services Squad-
ron at Randolph to assist with headquarters management of the newly
established San Antonio-Joint Military Medical Command.
1 Apr 89 The San Antonio Contracting Center, originally named the San
Antonio Procurement Center, was inactivated.
1 May 89 The command inactivated the 3306th Test and Evaluation Squadron at
Edwards and activated the 3306th Training Development and Evalua-
tion Squadron in its place. Senior officials believed the name was more
indicative of the squadron's mission.
1 Oct 89 The San Antonio Real Property Maintenance Agency was inactivated.
1 Oct 90 ATC established the DOD Military Working Dog Agency at Lackland
AFB, picking up logistics support for the program from the San
Antonio Air Logistics Center.
On 27 Apr 93, Class 93-05 graduated from specialized undergraduate navigator
training at Mather AFB, California. It was the last class to complete training before
Mather closed on 1 Oct 93.
On 13 May 93, the last T-43 departed from Mather AFB for Randolph.

1 Oct 90 (cont'd) Air Training Command activated the 3300th Training Support Group
at Randolph. The 3300th gained responsibility for numerous units that
had reported directly to the headquarters. Included were the 3302d
Technical Training Squadron, the 3303d Contracting Squadron, the
3304th School Squadron (ATC NCO Academy), the 3305th School
Squadron, the 3306th Training Development and Evaluation Squad-
ron, the 3307th Test and Evaluation Squadron (Acquisition Manage-
ment), the 3308th Technical Training Squadron (Advisory), the 3507th
Airman Classification Squadron, and the USAF Occupational Measure
ment Center. At the same time, two redesignations took place. The
3306th became a training development squadron, and the occupational
measurement center became the Air Force Occupational Measurement
Squadron. Two more units, the 3313th Medical Services Squadron and
the 33 14th Management Engineering Squadron, inactivated.
1 May 91 ATC transferred control of the 3307th Test and Evaluation Squadron
(Acquisition Management) from the 3300th Training Support Group to
the 12th Flying Training Wing. Concurrently, the unit was redesig-
nated as the 3307th Test and Evaluation Squadron. The reassignment
took place because the ATC commander, Lt Gen Joseph W. Ashy, had
not wanted a flying unit assigned to a training support organization.
15 Dec 91 Air Training Command implemented the objective wing structure at its
flying training wings.
Chanute AFB, Illinois, was first activated in May 17 as a flying training base. In 1921 it
began conducting technical training, a mission it continued until its activation on 1 Oct 93.

Training Center to the 3300th Training Support Group.
1 Feb 92 The command turned its technical training centers into objective
training centers.
HQ USAF redesignated four of the six centers in ATC. The Air Force
Military Training Center became the Lackland Training Center, and
the Goodfellow, Sheppard, and Lowry Technical Training Centers
were redesignated as training centers. Because it was scheduled to
close in Sep 93, Chanute Technical Training Center was not
redesignated.
1 May 92 The USAF Instrument Flight Center transferred from Air Training
Command to the Air Force Flight Standards Agency.
15 Jul92 Air Training Command transferred control of the ATC Band from the
3300th Training Support Group to the Lackland Training Center.
1 Jan 93 HQ USAF consolidated the 3636th Combat Crew Training Wing with
the 336th Air Refueling Wing. Four weeks later, on 28 Jan, HQ USAF
redesignated the wing as the 336th Crew Training Group.
3 1 Mar 93 The 82d Flying Training Wing at Williams inactivated. The 82d
Operations Group took up host unit duties.
30 Jun 93 Chanute AFBS technical training mission ended with the inactivation
of the 3300th Technical Training Wing.
30 Sep 93 The Chanute Technical Training Center, the 82d Operations Group at
Williams, and the 323d Flying Training Wing at Mather inactivated.
18 Feb 94 The 338th Training Support Group inactivated. Its subordinate units
were assigned to HQ AETC. At the same time, HQ USAF redesig-
nated each of the units. The 338th Contracting and 338th Computer
Systems Squadrons became the Air Education and Training Command
Contracting and Air Education and Training Command Computer
Systems Squadrons, and the USAF Occupational Measurement
Squadron became the Air Force Occupational Measurement Squadron.
The Air Education and Training Command Civil Engineer Flight was
activated at Randolph, assigned to the headquarters.
3 1 Mar 94 The 21st Test and Evaluation Squadron transferred from the 12th
Flying Training Wing to HQ AETC, and HQ USAF redesignated the
squadron as the Air Education and Training Command Studies and
Analysis Flight.
1 Apr 94 HQ AETC inactivated the 542d Crew Training Wing, and the 58th
Fighter Wing moved to Kirtland AFB from Luke AFB in Arizona and
was redesignated as the 58th Special Operations Wing, taking over the
mission of the 542d. The 56th Fighter Wing was reassigned from ACC
to AETC and took over the mission at Luke that previously belonged
to the 58th Fighter Wing.
15 Apr 94 The command activated another field operating unit, the Air Education
and Training Command Management Engineering Flight.
In place of the 502d Air Base Wing at Maxwell AFB, AETC activated
the 42d Air Base Wing as the host unit and assigned it to AU.
22 Jun 95 The 1995 BRAC recommended (among other things) closing Reese
AFB. Another recommendation was to close the San Antonio Air
Logistics Center and realign that portion of Kelly AFB west of the
runway to adjoining Lackland AFB.
1 Oct 96 Air University inactivated Air University Library. On the same date,
AU activated the Air University Academic Support Office.
15 Dec 96 HQ USAF redesignated Air Education and Training Command
Management Engineering Flight as the Air Education and Training
Command Quality and Management Innovation Flight.
14 Feb 97 HQ AETC activated the Air Force Officer Accession and Training
Schools (AFOATS) at Maxwell and assigned it to Air University. The
Air Force Reserve Officer Training Corps and the Officer Training
School became subordinate to AFOATS.
The T-6 "Texan 11" was designed to be used in joint primary training with the
Navy. On 29 Jun 99, AETC's first T-6 arrived at Randolph for an extensive test and
evaluation.
1 Apr 97 After reorganizing the Air ForceS C-130 forces, HQ USAF reassigned
the 314th Airlift Wing and Little Rock AFB, Arkansas, from ACC to
AETC and Nineteenth Air Force.
The AETC Training Support Squadron moved from Hill AFB, Utah, to
Randolph.
12 Sep 97 HQ AETC activated the Air and Space Basic Course and assigned it to
Air University.
30 Sep 97 The 64th Flying Training Wing at Reese AFB was inactivated. Its
aircraft, manpower authorizations, and flying hours were redistributed
to Columbus AFB in Mississippi, Laughlin AFB in Texas, and Vance
AFB in Oklahoma.
1 Sep 99 The AETC Quality and Management Innovation Flight was redesig-
nated as the AETC Manpower and Innovation Flight.
1 Oct 99 The Air Force took another step toward becoming an expeditionary
force after officially opening "Warrior Week," a new course of
instruction during basic military training.
9 Oct 99 AETC officially dropped the T-3A, replacing the enhanced flight
screening program with an expanded introductory flight training
program run by private contractors.

"Between 1988 and 1995, four Base Realignment and Closure Commissions pared down
DODS surplus infrastructure both in the United States and overseas by recommending
installations to close or realign, hoping to free up money in the dwindling budgets for
force modernization. These budget authorities were created to pay for closure and ease
the transition for the communities and people involved.

Beginning in the late 1930s, the Army sent students to Lowry Field, Colorado, for
photography training. This class is getting some hands-on experience with the 8x10
view camera. Lowry was a technical training base for 57 years before its
inactivation on 1 Oct 94.
