● Regarding the commons

The roles :

1. Department of Foreign Relations and Cooperation ( Ministry of

Foreign Affairs and Recruitment )
a. This department / ministry will oversee all of the diplomatic
talks to other medium and high nobilities that have significant
size
b. They will also oversee the recruitment of independent and
refugee(?) players and assess their hierarchical place in our
Vicekingdom
2. Department of Equipment, Environment and Town Planning (
Ministry of Industries and Development Planning )

 a. This department will ensure that all of the goods are produced
adequately in our Vicekingdom, as long as it is within
reasonable environmental factors like weather and
temperature. These goods can then be provided as assistance
to starting players, as well ensure that Wano Kuni has highest
standard.
b. They will also ensure the Vicekingdom quality dependent items
like tools and weapons that can be provided to its vassals to
increase their productivity and defense be sufficient for whole
kingdom. They will also stockpile such weapons should there
on-demand by Ministry of Defence for his activities.
c. Since they have in-depth understanding of the game already,
they will also provide comprehensive guide to assist new
players with the help of Ministry of Communication.
3. Department of Social Affairs, Internal Relations ( Ministry of Internal
Governance )
a. This department will oversee the hierarchical assignment
within our Vicekingdom, and can also give advice to Viceroy on
which middle nobility should be under directly of Wano Kuni.
b. They will also handle internal disputes between vassals like
border clashes, crime commitment, for low nobility and below.
All disputes directly under Wano Kuni must consult first the
Viceroy and council before making and imposing sanctions.
4. Department of the armed component ( Ministry of Defence )
a. This department will oversee all of the military affairs, primarily
in defence of it’s vassals. He will strategize any activities,
instruct other lords for mobilisation, and always inform Viceroy
of any action he wish to take. Given of his great powers, he
cannot at any cost execute any orders without approval of
Viceroy and concurrence of the Council.
b. All of the vassals that has military capability will follow the the
appointed one to the letter and absolutely cannot defy it.

 However, to ensure that his orders were legitimate, it is the
duty of each lord to verify this instructions as approved by
Viceroy and Council.
5. Finance and Treasury Department ( Ministry of Royal Treasury )
a. They will oversee the most liquid assets ( aka easily
transferable goods and efficiently sell to XXX ) to ensure that
the Vicekingdom has enough funds to subsidies any domains
they wish to develop very fast.
b. They will also be the one to maintain a fleet of carters to
deliver the liquid assets and the goods produced by Ministry of
Industries.
c. Since liquid assests are not quality dependent per se, except
for valuable stones, they will be the one to produce them (
currency producing department like mints etc. )
6. Ministry of Communication
a. They will be the one to write any official statements from the
Vicekingdom.
b. They should have several language proficiency, native tongue
preferably, to ensure that the communication will be effectively
understood.
c. It is also preferable if they have writing and communication
skills in real life :)
d. a party committee is desired, to announce, supervise and help
the vassals in the creation of an event.
this committee could take the form of a brotherhood

7. Council
a. This will be composed of the highest member and his deputy
of each ministry, both with equal voting weight. The seneschal,
the marshal and chancellor of the vice kingdom will be part of
this and have an equal voting weight.

 b. This will be the trusted advisors of Viceroy should he wish to
take some external inputs for resolving issues.
c. Votes can be used. A vote decision will be 50% of the total
number of council + 1.
d. They will also serve as a substitute for decision making in the
absence of Viceroy for high level matters.
e. Each council member has power to automatically call for an
election, regardless of the nature of the issue. In the absence
of quorum, it will only need the approval of remaining members
plus approval of Viceroy.
f. Each member of the council has the obligation to declare
himself “unable to take his responsibilities” if the circumstances
forces it, if a member is “unable to take his responsibilities”
without having declared so for more than 15 days, the overlord
just over him has any right to redistribute his domains
