Basic Responsibilities
The Department of Education (DepED) pursued a package of policy
reforms for school heads through the Basic Education Reform
Agenda (BESRA) that aims to empower them to lead their teachers
and learners by bringing out a fundamental change in how education is
delivered across the basic education sector. The BESRA objectives
can be achieved through the five key reform thrusts (KRT)
SCHOOL-BASED MANAGEMENT (SBM)
"Geared toward improving educational outcomes
through an enabling policy, BESRA focuses on one
key reform thrust (KRT) which is School-Based
Management (SBM). This thrust carries the concepts
and principles of School Leadership. Effective school
leadership propels schools to succeed and fulfill
their mandate to serve the youth and the nation."

Assumes leadership and
supervises teachers on the
improvement of instructional
programs specifically the teaching
learning process.
Motivates and supports teachers
to attain peak performance.
Assists teachers in identifying
strengths and growth areas
through monitoring and evaluation.
INSTRUCTIONAL SUPPORT FOR TEACHER
EFFECTIVENESS AND EFFICIENCY
Provides professional, technical and
instructional assistance to teachers
and school heads.
Promotes DepEd programs and
projects to improve teaching and
learning.
Promotes the efficiency of teaching
and learning in all classes through
observation and visitations.
Evaluates performance of teachers.
TEACHER CAPABILITY BUILDING
Organizes seminars, workshops, and
other in – service training programs.
Conduct seminars, workshops and
other services training programs.
Serves as consultant and/ or
resource person in INSET’S.
Initiates action research designed to
improve instruction and academic
performance.
Conducts action research designed
to improve instruction and academic
performance.
CURRICULAR ENHANCEMENT
An implement, monitors,
supervise, and assesses the
school curriculum to assure
higher learning outcomes.
Evaluates learning outcomes vis-
a vis he curriculum.
Recommends changes in policies
affecting curriculum and
instruction.
Localizes/ indigenizes curriculum.
CURRICULAR ENHANCEMENT
Develops and promotes innovative
and effective teaching – learning,
approaches, strategies and
techniques.
Proposes innovations to improve
instruction.
Implements innovative and
alternative delivery schemes in
teaching and learning.
Acts as consultants for all
publications.
ASSESSMENT OF LEARNING OUTCOMES
Undertakes periodic evaluation
of learner’s achievement as
basis for INSET and curriculum
adaptation.
Assist, ensures utilization of a
range of assessment processes
of learners performance.
Leads in the evaluation of
learner’s achievement and
utilizes results to improve
learning.

Is It More Important to Be
Efficient or Effective?
Peter Drucker, management consultant, once said:

“Efficiency is doing things


right; effectiveness is
doing the right things.”
"You can spend a lot of time developing your
efficiency in a certain skill or in performing a
particular task. But is this the best use of your
time?
Before investing time and energy in a
particular task, remember Peter Drucker and ask
yourself whether you are doing The Right Thing,
or if your energies are better spent elsewhere."
