Opportunity Description:
PROJECT OVERVIEW

Introduction

Alberta Justice and Attorney General (“JAG”) is a department of the Government of Alberta that
provides justice services to Albertans, other Government of Alberta Ministries, and external
organizations. JAG is comprised of seven divisions:

• Client and Corporate Services


• Communications
• Court Services
• Criminal Justice
• Human Resource Services
• Legal Services
• Safe Communities and Strategic Policy

Within the Client and Corporate Services Division resides the Business Services Branch (BSB). The
BSB requires consultants to perform Privacy Impact Assessments (“PIAs”).
PIA is a process that assists public bodies in reviewing the impact that a new program,
administrative process or practice, information system or legislation may have on individual
privacy. The process is designed to ensure that the public body evaluates the project or initiative
for technical compliance with FOIP and also assesses the broader privacy implications for
individuals. A PIA is both a due diligence exercise and a risk management tool. The PIA process
requires a thorough analysis of the potential impact of the initiative on privacy and a consideration
of measures to mitigate or eliminate any negative impact. The PIA is an exercise in which the
public body identifies and addresses potential privacy risks that may occur in the course of its
operations

These activities may be affiliated with aspects of Information and Technology Management (ITM)
projects, or be associated with manual data management procedures. The role of the Privacy
Impact Assessment Consultant is further described in Section 3.1.4, Services Scope, of this PQR.

Alberta Justice will evaluate the responses and develop a list of pre-qualified Consultants and
enter into Agreements with the pre-qualified Consultants. The Agreements for this PQR will
conclude September 30, 2013. The Minister has the option to extend the agreement twice for up
to two years on each occasion, on the same terms and conditions of the PQR including pricing
indicated in Appendix E – Pricing Form, at the discretion of her Majesty.

The Minister reserves the right to update the list of pre-qualified Consultants at any time until
September 30, 2013 upon receipt of a Response from a consultant meeting the requirements of
this PQR.

Evaluation of Responses: Subsequent to receipt of Response
Consultants Pre-qualified: Upon signature of the Agreement by both parties
