— TREN tRE gt Eee Once a i ee GEORGIA See eo HIGH SCHOOL ASSOCIATION ‘April §, 2021 Dr. William Todd Cason, Superintendent via Email ‘Valdosta City Schools RE: Violations of GHSA Rules and By-laws as set forth in charging leter of Merch 17,2021 Dear Dr. Cason: have reviewed the evidence in this mater including the taped conversations of Valdosta Football Coach, Rush Propst and Valdosta Touchdown Club Director, Michael (Nub) Nelson, the deposition of “Michael Nelson taken in the case of Rodemaker v. City of Valdosta Board of Education, etal, all documentary evidence provided by you in your submissions dated March 23, 2021 and April 2, 2021, conversations with school officials, andthe internal records af the GHSA pertaining to Valdosta High ‘School and its student athlotes, Based upon that review, iti clear that Valdosta High School Coach Rush Propst and other Valdosta High School boosters recruited and used undue influence in connection with the transfers of the following studem athletes to Valdosta High School Jacob Garcia Jamad Willis ‘Tabj Sanders Ty'Li Lewis, ‘Amari Jones: In addition, the evidence is clear that this is not an isolated instance and that Coach Probst and members ofthe Valdosta Touchdown Club have on ather occtsions contacted other student athletes or their families and provided gifts of money, payment of utilities and housing incentives in an attempt to persuade those student athletes to transfer to Valdoste High School Finally, itis clear that Coach Propst and certain members of the Valdosta Touchdown Club or other boosters have acted outside the direct and complete control of the administrative head of ‘Valdosta High School. Due to the school administration's failure to monitor those school representatives, they conspired to and di intentionally violate numerous By-Laws of the GHSA, Based upon this evidence, I find that Valdosta High School has violated the following provisions of GHSA By-Laws: 2), GHSA By-LaWs:1.71 and 1.73 relating to recrlting/undue iivence; and 1b) GHSA By-Laws 222, 2.24 and 2.26 relating to lack of adminietrative control NBER OF THENATEHAL FEDERATIW OF STATE HO SOME ASHORE ‘Asa result ofthese violations, the following penalties are assessed: ‘Jacob Garcia, Tahj Sanders, Amari Jones, Jamad Willis and Ty'Li Lewis are declared Ineligible to participate in any GHSA sponsored activity for a period of one calendar year beginning on the date of this letter. Valdosta High School shall forfeit any interscholastic event or activity in which any of the above five (5) students participated and shall promptly notify the participating schools of ‘such forfeiture Valdosta High school i fined $1,000 for each of the above referenced recruiting violations under GHSA By-Laws 1.71 and 1.73, for a total of $5,000, Valdosta High School Laws 2.22, 2.24 and 2.26 fined $2,500 for lack of institutional control under GHSA By- The Valdosta High School football team is placed on probation for the 2021 football season which, under GHSA Constitution Article IV, Section 13, D. bars Valdosta High School from competing in any championship during the period of suspension, Valdosta High Schoo! is entitled to an appeal of this decision under GHSA Constitution ‘Anicle IV, Section 9 und appeal may be made to the State Appeal Board by filing a written notice of appeal to the State Appeal Board through the State Executive Director within seven (7) calendar days of the date of the decision, which notice of appeal shall clearly state the
