C. The Respondents:

There were two (2) sets of respondents; 1) the Elementary Teacher 1 to Master Teacher III
(K to 6), and the Secondary Teacher I to Master Teacher III (G7 to G12).

There are 635 K to 6 teachers and 348 G7 to 12 teachers in the Schools Division of Dapitan
City. Based on submissions as of January 20, 2021; 361 out of 635 Elementary Teachers or
56.85%, and 295 out of 348 Secondary Teachers or 84.77% submitted ANSWERS to MODULES
EXERCISES). The turn out of the Secondary Teacher at 84.77% is higher than that of the
Elementary with 56.85%. The breakdowns are in the succeeding slides.

INITIAL COMPARISON
between LEARNERS’ and
TEACHERS’ PERFORMANCE
Puzzling Trend: “The Pupils and
Students have better passing
percentages than their Teachers
since Year 2000 to Present.”
Based on the reported Learners” Assessment Results and Teachers Answers to
Modules Exercises in Week 7 Q-1 in the Schools Division of Dapitan City utilizing the
quartiles for the National Achievement Test in DepEd Order No. 72, s. 2011, and
available TEPT-PSTSM Results from 3 schools divisions, namely; Zamboanga Sibugay,
Pagadian City and Zamboanga City indicating passing and failing percentages, some
reflections shall be done.

First: From 11,325 out of 21,083 K to 12 pupils and students in Dapitan City, or
53.72% with reported assessment, there were 11,072 or a very high 97.77% with
passing percentages, 75% or higher, with reference to DepEd Order No. 72, s. 2011 first
quartile, while the teachers respondents from K to 12, had only 63.26% or 477 out of
754 with 75% or higher ratings. The pupils and students have better passing
percentages than the teachers.

It looks awkward, and puzzling for the pupils and students are supposed to be
learning from their teachers.
It does not look good, but unfortunately, this image/reality/trend had been true
since year 2000, wherein the learners had better passing percentages than the
teachers. Though, not a direct comparison, the average passing percentages of the
pupils and students were increasing from only 0.64% in 2004, to 15.3% in 2006, to
36.28% in 2011. But the teachers passing MPSs had deteriorated very badly from 19%
in 2004, to 1.09% for EQuALLS2 divisions in 2008, and 1.92% for Zamboanga Sibugay
in 2012.

Second: From 2012 to 2018, the 3 schools divisions with data of the TEPT-
PSTSM, namely; Zamboanga Sibugay, Pagadian City and Zamboanga City, the pupils
and the students had an average rating of 51.83% in the National Achievement Test
(NAT), while the teachers had only 229 passers out of 4,767, or 4.80%, with 75% ratings
and above in the Teacher English Proficiency Test - Process Skills for Teachers in
Science and Mathematics (TEPT-PSTSM) in the same 3 schools divisions.

Passing Percentages: Pupils and Students 51.83%; Teachers 4.80%!


The image/reality/trend is disturbing, bizarre, illogical for the teachers who are facilitators to the
sources of knowledge, and are presumed to be more knowledgeable than the learners had lower ratings
than the learners themselves, the pupils and the students. Of course, there are sources of knowledge
regardless of the teachers, in which access is open to all. This image/reality/trend necessitates
reflections, inquiries theorizing. As for me, the teachers may have not performed well in the proficiency
tests in English, Science and Mathematics (ESM) and in other subject areas either by sampling in early
2000 and before, and by population in 2012 to 2014 for TEPT-PSTSM, and in comparison to pupils and
students’ performance, had lower ratings because THEY ARE SIGNIFICANTLY DISTRACTED,
OCCUPIED, EXHAUSTED by the additional non-teaching (ancillary) tasks such as feeding, 4 Ps activities,
Health concerns and others.
With reference to the above situation, the Schools Division of Dapitan City requested on February
10, 2020 from DepEd Central office 49 non-teaching personnel (SG-08) to handle the added ancillary
tasks to URBURDEN THE TEACHERS for THEM TO FOCUS and CONCENTRATE on TEACHING!
The request was acknowledged by DepEd Central Office, and the response was dated March 5,
2020 which was received by DepEd Dapitan City on February 2, 2021, stating, among others, that the
requested 49 items cannot be considered at this time.
Thirdly: There was an specific situation in the Schools Division of Zamboanga
Sibugay. In 2008, there was a sample of 84 elementary teachers and 7 secondary
teachers from the Schools Division of Zamboanga Sibugay who were tested for English
Proficiency, specifically on Sentence Structure, Written Expression and Reading
Comprehension. None from the 84 passed. One from the 7 secondary had 77.78%
(Edria Pacana).

Of the 84, 3 had been promoted to Principals, and they were doing good as
school heads. Of course English Proficiency is not a hindrance to good management.

Tracking the 84 teachers, 29 of them took the same TEPT-PSTSM test last
February 26, 2012. Eleven (11) had improved their MPSs with an average increase of
7.57%. Seventeen (17) had decreased MPSs, with an average decrease of 8.98%.
One (1) had exactly the same MPS 53.33%. More with decreased MPSs, hence there
was a net decrease of 1.41%.

Implications:
a) It can mean that after 4 years, as a whole, the teachers had not exerted
enough efforts to improve their competencies in the English Language / Communication
Skills.
b) It can also mean that the teachers are too pre-occupied with so many other
things, the ancillary tasks in feeding, 4Ps, health concerns and other added tasks to their
mandate as teachers in the classrooms.

Between the two implications, I am inclined to theorize that what prevented them
from improving is their pre-occupation with ancillary tasks causing exhaustion on their
parts, significantly distracting them from performing their mandate as teachers in the
classroom. Hence, to find out whether this is true or not, it was proposed on February
10, 2020 to DepEd Central Office that 49 non-teaching personnel be created for the
Schools Division of Dapitan City to handle the ancillary tasks such as feeding, 4Ps,
health concerns and others. Fortunately, after almost a year, on February 2, 2021 an
answer by Undersecretary Jesus LR Mateo was received by the office, but unfortunately,
it cannot be considered at this time, and unfortunately, it may be considered during the
mass creation of items – which Dapitan City had always the least share/allocation being
a small schools division based on the usual EBEIS. It is hoped that the follow up letter
shall be considered beyond the usual criteria.

… Hopefully, the basis of distribution of items


shall shift from the USUAL SIZES, EBEIS (though
Dapitan City rose to No. 3 among 223 schools
divisions LESF) to NEED as explained, PROPOSAL
PROPONENTS, PROMPTNESS IN FILLING UP THE
IMMEDIATE PRECEEDING ALLOCATION (not the
average for many years as recently summarized by
DepEd-CO).
