INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS OFFSHORE DRILLING

& COMPLETION SUPPORT SERVICES DRILLING CAMPAIGN ON JV BLOCKS 2009 - 2011

1. Introduction
Total E&P Nigeria Limited invites interested and reputable companies with suitable equipment and
relevant experience to apply for pre-qualification for consideration to tender on the under mentioned
Drilling and Completion support services. It is planned that the services will be carried out as from Q2, 2009
for a drilling campaign of up to two (2) years with a possible extension.
2. Description of Services
A) Directional Drilling and FEWD Services
Contractor shall be able to provide following services for drilling deviated and/or horizontal wells:
- complete set of equipment for Bottom Hole Assembly to perform directional drilling (mud motors,
Rotary Steerable Systems, stabilisers, etc.) to drill to requested inclination and azimuth
- qualified directional drillers.
- software and hardware for survey data management, well planning, anti-collision scanning, BHA
behaviour prediction, torque and drag calculations and hydraulics calculations.
Contractor shall also be able to provide following services for drilling deviated and/or horizontal wells:
- down-hole while drilling directional drilling measurement monitoring (inclination, azimuth, tool
face).
- down-hole while drilling resistivity, gamma ray real-time measurements.
- down-hole while drilling density-neutron real-time measurements.
- qualified LWD Engineers.
B) Downhole Tools and Fishing Services
Contractor shall be able to provide following services for deviated and/or horizontal wells:
- complete set of downhole fishing equipment for drilling and completion operations (jars, overshots,
etc.).
- qualified fishing personnel.
C) Gyro Services
Contractor shall be able to provide following services for deviated wells:
- complete set of North seeking gyro equipment.
- qualified gyro surveyors.
D) Casing/Tubing Running
Contractor shall be able to supply equipment and services to handle, clean, drift and perform controlled
make up of casing and tubing connections for tubing and casing pipes ranging from 2” to 30”. Special
tubing like Chrome Tubing would be involved.
E) Filtration Services
Contractor shall provide surface filtration equipment, consumables and services (experienced and qualified
personel, logistic Base and workshop facilities in Port Harcourt).
F) Cementing And Pumping Services
Contractor should be able to provide Cementing and pumping services in an offshore rig environment with
related services including:
- Cementing, pumping, squeeze and acidification services
- Engineering, cement design and lab testing services
- Experienced and qualified personnel
- Cement and pumping equipment, accessories and products
- Provision of cementing programs and recommendations
- Warehousing and Logistics
- Base and workshop facilities in Port Harcourt
G) Offshore Bulk Cuttings Recovery And Transfer Services
Contractor should be able to provide equipment and services for Offshore Bulk Cutting Recovery and
Transfer in an offshore Jack Up rig environment with related services including:
- Recovery and transfer of non-aqueous base mud cuttings from the rig drilling solids control
equipment to skips on a dedicated vessel, via pneumatic means
- Provision of bulk cuttings storage tanks on the rig
- Experienced and qualified personnel
- Logistics support
- Base and workshop facilities in Port Harcourt
H) Electrical Logging
Contractor shall provide latest-generation technology and high calibre personnel (engineers and
operators) able to run any types of log requested ; most particularly (a) Magnetic Resonance Imaging, (b)
Formation Tester with multi-sampler, fluid analyser and pump-out modules, (c) High Resolution Imaging
tools applicable to water-based, and oil-based mud systems. Tools maintenance record must be given.
Contractor should be able to process some of the acquired data as may be requested, within 48 hours.
HSE considerations on site, and throughout the campaign are part of Contractor's responsibility.
I) Mud Logging
Contractor should provide Computerised-Advanced Data Unit Mud Logging and Geological Services,
including the personnel, the necessary consumables and the surface equipment required for measuring
while drilling or/and tripping the drilling and geological parameters, to be able to conduct in a safe manner
drilling operations and to be able to determine lithology and hydrocarbon potential zones.
J) BIT SUPPLY SERVICES
Contractor shall provide both rock bit and monoblock bits for application in the drilling of loosely
consolidated shale and sand stone intervals in both water based and non-aqueous based drilling fluid.
Drilling bit performance benchmarking and end of section reports shall be issued by contractor. Contractor
must be able to provide bits suitable for rotary steerable application and must be able to provide bit
engineering softwares for optimization of bit operating parameters. Supply shall be on a consignment
basis.
K) Surface Well testing and Surface Sampling
Contractor shall provide equipment, personnel and services for surface well testing operations, including
burner booms, surface production monitoring, surface fluid sampling and PVT analysis and surface data
Acquisition for gas and oil wells.
L) Coiled Tubing and Nitrogen Services
Contractor shall supply equipment, personnel and services to perform coiled tubing operations in live gas
and oil well (including Nitrogen pumping operations).
M) Sand Control Hardware and Sand Control Pumping Services
Contractor shall supply equipment, engineering, personnel and services to perform sand control
operations. This will include the delivery of hardware and engineering, pumping equipment, etc. in order to
complete :
- High Rate Water Pack services for 7”, 9-5/8”, 10-3/4” casing including service tools, wireline related
completion services and tools etc.
- Frac Pack services for 7 in, 9-5/8 in and 10-3/4 in casing, including wireline related completion
services and tools etc. High Pressure sand control pumping operations with the use of some
skid Mounted equipment, associated personnel and consumables (gels, proppant, etc).
- Matrix acidizing and stimulation services (sandstone Acids, HCL, etc…), equipment (skid Mounted
and /or Stimulation vessel), - associated personnel and consumables.
N) Perforation Services
Contractor shall supply equipment, engineering, hardware and personnel for Services to perform
Perforations Operations. This will include tubing conveyed perforations and wireline conveyed
Perforations.
O) DST Services
Contractor shall supply DST equipment, engineering, hardware and personnel for DST Services. This will
include full down hole tools to perform DST operations.
P) Down Hole Gauges Services
Contractor shall supply engineering, hardware, equipment and personnel for down hole gauges services
during testing operations.
Q) Sand Control Completion Services
Contractor shall supply engineering, hardware, equipment and personnel for sand control completion
including service tools and services for sand control lower completions.
R) Completion Services
Contractor shall supply engineering, hardware, sub assemblies preparation and equipment and
personnel for running and hole and setting of Upper Completions including Service Tools and Services.
S) Slick line Services
Contractor shall supply Equipment and services for slick line operations related to completions and DST's
including engineering, equipment and personnel for completion assistance and slick line fishing services.
3. Pre-qualification documents
To qualify for consideration, contractors are required to supply the undermentioned documentation (in the
event pre-qualification is requested for more than one service, then separate sets of documentation shall
be provided clearly indicating each service for which pre-qualification is being applied. For each service for
which prequalification is requested, two (2) sets of the following documentation, with the specific chapters,
separated by dividers, in the same order as set out here below (a) to (o), in addition two (2) electronic
copies CD ROM of the prequalification documents shall be furnished:
A) A separate section summarizing the contents chapter by chapter of the pre-qualification document.
B) Evidence of contractor's registration in Nigeria (Certificate of Incorporation), Nigerian company's legal
status, copies of Corporate Affairs Commission's forms C02 and C07 showing Contractor's
shareholding profile.
C) Contractor's general structure and organisation, including the branch dedicated to such activities.
D)In case of joint venture with, attach copy of the joint venture agreement, and details of the interest of
each of the joint venture partners and the role of each party shall be clearly indicated.
E) Details of Contractor's Health, Safety and Environmental Policy and Programme together with HSE
Management System. HSE considerations on site and throughout the requirement are part of
Contractor's responsibility and Contractor must have proven methods for eliminating risks associated
with its own scope of services and all interfaces with others. These methods must be clearly indicated.
F) Safety records with summarised description of accidents, equipment damage, near-misses, LTI as well
LTIF TRIR per million manhours over the past three (3) years.
G)Details of Contractor's Community Affairs Policy & Programme and records for the past three (3) years.
H) Quality Assurance System certified ISO 9000 or equivalent.
I) Copy of relevant Department of Petroleum Resources (DPR) Certificate of Registration for year 2008.
J) Details of relevant verifiable experience of similar services that Contractor has undertaken as main
Contractor in the last five (5) years, inside or outside Nigeria. This is mandatory.
K) Reference of three (3) major customers that can be contacted for information/reference.
L) Description and specifications of equipment currently owned by Contractor together with proof of
ownership and safety standards that will be utilised in the execution of the work. Proof of available
office, resources, warehouse, equipment, facilities, spares, base camp, trucks etc. to support your
operations.
M)Resume of key personnel to be involved in the services.
N) Qualifier's audited accounts and tax clearance certificate for the past three (3) years.
O)All relevant information concerning contacts, telephone, fax, e-mail address of the representatives.
4. Nigerian content
Total E&P Nigeria Limited and its Joint Venture Partner are committed to maximise the Nigerian Content of
this project. Companies are to note that evidence of a Nigerian Content strategy/plan is a compulsory
prerequisite. In line with this, companies are required to ensure that information on the following is
included in their submission, to show their level of compliance with Federal Government Directives on
Nigerian Content Development.
? Interested foreign companies must partner with Nigerian companies to undertake this project.
? Provide training plans for the Nigerian workforce on this project.
? Provide details of the percentage of your key management positions held by Nigerians and what
percentage of total workforce is Nigerian.
? Proposed utilization of Nigerian resources (manpower services through subcontracting where
applicable, equipment and materials, etc.) in order to achieve the Federal Government target of
70% by 2010 in terms of the value of the relevant contract.
? Provide evidence of significant growth capacity building (human/infrastructure) in Nigeria existing
over the next three (3) years.
? Location and address of Project Management Team and Procurement centre in Nigeria
? In case of a joint venture, attach a copy of the joint venture agreement, and details of the interest of
each of the joint venture partners. The role of each party should be clearly indicated.
Note non-compliance with Nigerian Content Directives is “fatal flaw” and which shall result in
disqualification from bidding on this project
Failure to provide any of the listed documents will affect or reduce the score relevant to that item.
Notwithstanding, the submission of this documentation, Total E&P Nigeria Limited is neither committed
nor obliged to include any contractor on the tender list or award any form of contract to any contractor
and/or associated companies, subcontractor or agent. Please note that this is not an invitation to tender.
Full tendering procedure will be provided only to Contractors that have been successfully pre-qualified
through this advertisement and this may consist of safety / technical audit of facilities/equipment to

5. Submission of pre-qualification documents

A separate document shall be submitted for each service for which prequalification is requested. The pre-qualification documents should be sealed and marked
“Pre-qualification for Offshore Drilling and Completion Support Services Drilling Campaign JV Offshore 2009 - 2011”
