Explanatory Notes to Record of Approved Ship Safety Equipment (F410)


Section 2.1 Shipborne Navigational Equipment

Adressed to surveyors performing the “ Safety Equipment” -Survey to offer some further guidance and
background information, in addition to those given in the Instructions to Surveyors Part I Chapter 2 & 3:

• Section 2 A 3 CARGO SHIP SAFETY EQUIPMENT SURVEYS


• Section 2 A 6 PASSENGER SHIP SAFETY SURVEYS

General remark:

On the 1st July 2002 the “ 2000 Amendments to SOLAS 74” entered into force.
Chapter V “ Safety of Navigation” has been revised, numbering of regulations completely re-arranged.
In addition new requirements have been established and existing ones modified, this will affect the
shipborne navigational equipment of new and existing ships as follows:

- New ships, constructed on or after 1st July 2002:

• Carriage requirements for “ Shipborne Navigational Equipment” are specified in 2000 SOLAS Amendments
new Chapter V Regulation 19 and 20.

- Existing ships, with keel laying date before 1st July 2002:

• In general may continue to be fitted with equipment which fulfills the requirements prescribed in regulation
V/11, V/12 and V/20 of SOLAS 1974 in force prior to 1st July 2002
• however in addition the following equipment has to be installed:
o automatic position indicator (e.g. GPS) not later than the first survey on or after 1 st July 2002
(2000 SOLAS Amendments Chapter V Regulation 19.2.6)
o automatic identification system (AIS) will be mandatory for certain ships
between 1st July 2002 and 1st July 2008
(2000 SOLAS Amendments Chapter V Regulation 19.2.4.2 & 19.2.4.3)
o voyage data recorder (VDR) will be mandatory for certain ships
between 1st July 2002 and 1st January 2004
(2000 SOLAS Amendments Chapter V Regulation 20)

- Electronic chart display and information system (ECDIS), with adequate back -up arrangements, may be
accepted as complying with the up-to-date charts, (2000 SOLAS Amendments Chapter V Regulation 19.2.1.4).

- Navigational systems and equipment installed on or after 1 st July 2002 have to comply with the relevant IMO
Performance Standards, which are listed in the “ footnote” of 2000 SOLAS Amendments Chapter V Reg.18.

- For all navigational systems and equipment installed on ships of EC states, Iceland or Norway “ MED-Approval”
of a Notified Body (wheelmarking) is required, if Directive 96/98/EC (MED) Annex A.1/4 “ Navigational
Equipment” applies.

Record of Approved Ship Safety Equipment (F410) Section 2.1 “ Shipborne Navigational Equipment” :
For easier handling the item-numbering has been revised, now the second part of the Item-No. used in the F410 is identical
with the Item-No. of the relevant “Equipment Record for the Safety Equipment Certificate” (Form E, C + P).
E.g.: F410 Item-No. 2.1.1.1 “Standard Magnetic Compass” refers to Item-No. 1.1 “Standard Magnetic Compass” of Form E, C and P.

2.1.1.1 Standard magnetic compass Directive 96/98/EC (MED) Annex A.1/4.1

Properly adjusted standard magnetic compass, or other means, independent of any power supply, to determine the ship’s heading and
display the reading at the main steering position.

Survey acc. to Res.A.948(23)*:


- Checking that the magnetic compass is in working order
- Examining the siting, movement, illumination and a pelorus or compass bearing device
- Checking that the minimum safe distances from the standard magnetic compasses for all electrical equipment are complied with
- Confirming that a table or curve of residual deviations for the magnetic compass is displayed.

Remarks:
(1) When the heading information provided by the standard magnetic compass is not readable by the helmsman at the main steering
position, then e.g. a separate “steering magnetic compass” should be provided at the main steering position.
(2) Means of communication between standard magnetic compass position and normal navigational control position has been required for
vessels with keel laying date before 1st July 2002 according to SOLAS Ch.V/Reg.12(b)(i)(3) e.g. voice tube.
In the 2000 SOLAS Amendments such kind of equipment is no longer mentioned.

2.1.1.2 Spare magnetic compass Directive 96/98/EC (MED) Annex A.1 = a.m. above

For ships with a keel laying date before 1st July 2002: A spare magnetic compass, interchangeable with the standard magnetic compass,
shall be carried, if a steering compass or a gyro compass is not fitted.
For ships with a keel laying date on or after 1st July 2002 a spare magnetic compass for replacement shall be provided or a duplicate
equipment to perform the function of a standard compass to be fitted. A “second” gyro compass can be accepted as duplicate equipment, if
independence of the main power supply is safeguarded (emergency power source).

2.1.1.3 Gyro compass Directive 96/98/EC (MED) Annex A.1/4.3

Gyro compass or other means, to determine and display their heading by shipborne non-magnetic means and to transmit heading
information for input to radar, AIS and automatic tracking aid.

2.1.1.4 Gyro-compass heading repeater (at emergency steering positions) Directive 96/98/EC (MED) Annex A.1 = N.A.

A gyro compass heading repeater, or other means, to supply heading information visually at the emergency steering position, if provided.

Remarks:
(1) For new ships IACS Recommendation No.16 should be observed:
- Gyro-compass repeater shall be positioned to be easily readable when reading the rudder angle on the stock from emergency
steering positions.
- A gyro repeater with digital readout may be preferable for this purpose.

(2) In general additional gyro compass heading repeaters, e.g. at main steering position or at bridge wings (docking workstation), are
provided, however they are not explicit required by SOLAS Reg.V/19.
(3) The indicated heading information of each installed heading repeater shall comply with the heading information provided by master gyro
compass (+/- 0.5°).

2.1.1.5 Gyro-compass bearing repeater Directive 96/98/EC (MED) Annex A.1 = N.A.

A gyro compass bearing repeater, or other means, placed for taking bearings as nearly as practicable over an arc of the horizon of 360°,
using the gyro compass (or other means, to determine and display heading by shipborne non-magnetic means, compare 2.1.1.3).

Remark:
(1) A transmitting heading device (THD) is an electronic device that provides information about ship’s true heading; if a gyro compass is
not provided it could be a device based on geo-magnetic or GNSS principles.
(2) MSC.116(73): “In accordance with the revised chapter V of the SOLAS Convention ships of 300 GT and upwards and less than
500 GT, which do not carry a gyro compass, are required to carry a THD, or other means to transmit heading information”.
(3) A separate THD is not required, if a gyro-compass is fitted, because the complete equipment includes both the gyro-compass as
heading sensor and the associated heading transmission system.
(4) Please note that “Transmitting magnetic heading device” (previously electro-magnetic compass) requires also MED-Approval
according to Directive 96/98/EC (MED) Annex A.1/4.2, if installed on ships of EC states, Iceland or Norway.

2.1.2.1 Nautical charts / Electronic chart display and information system (ECDIS)
Nautical charts to plan and display the ship’s route for the intended voyage and to plot and monitor positions throughout the voyage.
An electronic chart display and information system (ECDIS) may be accepted as meeting the chart carriage requirements.

• ECDIS Directive 96/98/EC (MED) Annex A.1/4.30


Electronic chart display and information system (ECDIS) means a navigation information system which, with adequate back-up
arrangements, can be accepted as complying with the up-to-date chart required by 2000 SOLAS Amendments Reg. V/27, by displaying
selected information from a system electronic navigational chart with positional information from navigation sensors to assist the mariner in
route planning and route monitoring, and by displaying additional navigation-related information if required.
ECDIS must be type approved by a recognised authority, certifying compliance with the IMO ECDIS Performance Standards.

Remarks: (continuation)

The ECDIS (Hardware) is capable of operating in the ECDIS-Mode and in the RCDS-Mode.
(1) ECDIS-Mode can only be used if Electronic Navigational Charts (ENC) are available (“Electronic Vector Charts”).
ECDIS can only be a substitute for paper charts, if the ECDIS-Mode will be used and if a back-up-arrangement is provided.
At the time being a coverage with the required ENC data is limited to some coastal areas only.
(2) Raster Chart Diplay System (RCDS) – Mode can be used with Raster Navigational Charts (RNC) when ENC data are not available,
however the RCDS-Mode does not have the full functionality of ECDIS, and is permitted to be used only together with an appropriate
portfolio of up-to-date paper charts.
(For further details refer to SN/Circ.207: Differences between RCDS and ECDIS)

2.1.2.2 Back-up arrangements for ECDIS


As a back-up arrangement for ECDIS an appropriate folio of paper nautical charts or second independent ECDIS may be used.

2.1.2.3 Nautical publications

Terrestrial radionavigation systems, e.g.:
• LORAN-C receiver Directive 96/98/EC (MED) Annex A.1/4.11
LORAN-C network controlled by the United States is still in operation
• CHAYKA receiver Directive 96/98/EC (MED) Annex A.1/4.12
CHAYKA network controlled by the Russian Federation will not be considered for phasing out until at least the year 2010
Remark: Civil-controlled LORAN-C and LORAN-C/CHAYKA networks are in operation in the Far East, North-West Europe and other
parts of the world, with plans for extension in some other areas.
DECCA is phased out in many countries and OMEGA was phased out in 1997.

2.1.3.2 First 9 GHz radar (3cm or X-Band)


- Radar equipment with Automatic Radar Plotting Aid (ARPA) Directive 96/98/EC (MED) Annex A.1/4.34
- Radar equipment with Automatic Tracking Aid (ATA) Directive 96/98/EC (MED) Annex A.1/4.35

A 9 GHz radar, or other means to determine and display the range and bearing of radar transponders and of other surface craft,
obstructions, buoys, shorelines and navigational marks to assist in navigation and in collision avoidance.

2.1.3.3 Second radar Directive 96/98/EC (MED) = a.m. above

A 3 GHz radar (10 cm or S-Band) or, where considered appropriate by the Administration, a second 9 GHz (3cm or X-Band) radar.

2.1.3.4 Automatic radar plotting aid (ARPA) Directive 96/98/EC (MED) Annex A.1/4.5
Automatic radar plotting aid to plot automatically the range and bearing of at least 20 other targets, to determine collision risks and
simulate a trial manoeuvre. Therefore ARPA has to be connected to a speed measuring device, capable of providing the ship’s speed over
the ground and ship’s speed through the water in the fore and aft direction.

(1) ARPA includes all functions of an automatic tracking aid and/or electronic plotting aid.
(2) Acquisition: Target acquisition may be manual or automatic for relative speeds up to 100 knots.
(3) Tracking: The ARPA should be able automatically to track, process, simultaneously display and continuosly update the information
on at least 20 targets, whether automatically or manually acquired.
(4) Trial manoeuvre: ARPA should be capable of simulating the effect on all tracked targets of an own-ship manoeuvre with or without
time delay before manoeuvre (without interrupting the updating of target tracking and display of actual target alphanumeric data.
(5) Display: Ships of 10,000 GT and more should be fitted with ARPAs with a minimum effective diameter of 340 mm.
(6) The ground stabilised input may be provided from the log, from an electronic position-fixing system or from tracked stationary targets.
(7) For radar equipment installed on or after 1st January 1999 it has to be observed that acc. to Res.A.477(XII) as amended by Res.
MSC.64(67), Annex 4, Sec. 7.3: the second radar should be fitted with at least an “Automatic Tracking Aid (ATA)”, if a second ARPA
is not provided.

- Checking that the automatic radar plotting aid is in working order
- Examining the performance by using the appropriate test facilities.

2.1.3.5 Automatic tracking aid (ATA) Directive 96/98/EC (MED) Annex A.1/4.25
An automatic tracking aid, or other means, to plot automatically range and bearing of other targets to determine collision risk.
Therefore ATA shall be connected to a speed measuring device, capable of providing the ship’s speed through the water in the fore and aft
direction.

Remarks:
(1) ATA includes all functions of an electronic plotting aid. (ATA is replacing the requirement for an EPA)
(2) Acquisition: Manual target acquisition and cancellation for relative speeds up to 100 knots.
(3) Tracking: The ATA should be able automatically to track, process, simultaneously display and continuosly update the information on
at least 10 targets.
(4) Display: Course and speed information for acquired targets should be displayed in a vector or graphic form which clearly indicates
the target’s predicted motion (Selection of true and relative data should be provided).

2.1.3.6 Second automatic tracking aid (ATA) Directive 96/98/EC (MED) = a.m. above
Second automatic tracking aid, or other means, to plot automatically range and bearing of other targets to determine collision risk, which
are functionally independent of the other tracking aid.

Remark:
For radar equipment installed on or after 1st January 1999 it has to be observed that acc. to Res.A.477(XII) as amended by resolution
MSC.64(67), Annex 4, Sec. 7.3: the second radar should be fitted with at least an “ATA”, if a “second ARPA” is not provided..

2.1.3.7 Electronic plotting aid (EPA) Directive 96/98/EC (MED) Annex A.1/4.27
An electronic plotting aid, or other means, to plot electronically the range and bearing of targets to determine collision risk. Therefore
manual plotting equipment is no longer acceptable except for existing vessels still comply with SOLAS 74

(2) A “tanker” as defined in SOLAS Reg.I/2 is a cargo ship constructed or adapted for the carriage in bulk of liquid cargoes of an
inflammable nature (Oil tanker, chemical tanker, gas carrier). GL regards SOLAS V/19.2.4.2.2 as applicable for all cargo vessels
constructed or equipped for the transportation of oil, chemicals or liquefied gases having a flashpoint ≤ 60°C; other liquids with a
flashpoint ≥ 60°C, vegetable oils or non-flammable cargoes should not be included.
(3) For compliance with Panama Canal- and St. Lawrence Seaway Regulations vessels fitted with AIS shall have in addition an “AIS-Pilot-
Plug” close to pilots conning position. An AIS Pilot Plug allows the pilot to use the AIS infrastructure to send and receive AIS mes-
sages and present other AIS targets on his screen (notebook).

"Establishing a Community vessel traffic monitoring and information system".
On the 05.August 2002 the Directive 2002/59/EC of the European Parliament and of the Council of the European Union entered into force.
- In future: Ships calling at a port of a Member State of the Community shall be fitted with AIS**.
- Member States shall adopt the laws, regulations and administrative provisions necessary to comply with
this Directive by the 05.February 2004.
- As soon as a Member State has adopted the a.m. laws, regulations and administrative provisions
Annex II/I will apply and ships calling at a port of these Member State shall be fitted with AIS as follows*: (see next page)
Passenger ships irrespective of size and all ships of 300 gross tons or more shall be fitted with AIS according to a timetable, which is
regarding categories and size of ships equal to the above mentioned timetable referring to SOLAS 2000 Amendments Chapter V Reg.19"
Member States may exempt passenger ships below 300 gross tons engaged in domestic trade from the application of the requirements
concerning AIS.
**This Directive shall apply to any sea-going vessel or craft, regardless of their flag and irrespective of the trading area.
However this Directive shall not apply to fishing vessels, traditional ships and recreational crafts with a length of less than 45 metres, and
warships or governmental vessels.

Voyage data recorder to assist in casualty investigations.
The purpose of a VDR is to maintain a store, in a secure and retrievable form, of information concerning the position, movement, physical
status, command and control of a vessel over the period leading up to and following an incident having an impact thereon.

Reg.V/18 the VDR shall be subject to an annual performance test. (For further details please refer to GL Circular 45a/02.)

"Ro-Ro passenger ferries" and "High speed passenger crafts" operating in EC waters (regardless of their flag) have been adressed by the
European Community Directive 1999/35/EC to install a V.D.R. until 01.February 2003 !

Member States may exempt passenger ships engaged only in domestic voyages from the application of the requirements concerning VDR,
provided they are at no time more than 20 miles from the line of coast !
