1) Do you think Hun Manet is being groomed to replace his father in the future, as
many are saying? If so, do you think there would be resistance to the plan from
within the Cambodian People’s Party (CPP)?
ANSWER: It is clear Hun Manet has been and is being groomed for a military career
to provide Hun Sen with assurance that the army will remain loyal. Hun Manet is
deputy commander of his father’s personal bodyguard, among other duties. Every
time a rumor emerges that Hun Manet will become the next Defence Minister there
are also reports of resistance by other factions in the Cambodian People’s Party. But
age and military experience are on Hun Manet’s side. It is too early to speculate
about Manet replacing his father because there is no evidence Hun Sen wants to
relinquish power any time soon. Rather, in political systems dominated by personal
rule, the ruler is always concerned about the loyalty of subordinates. In this case
“blood is thicker than water” and Hun Sen can count on Hun Manet protecting his
flank from factions within the military.
2) Hun Manet commanded troops at the Thai border during last month's hostilities
near Preah Vihear temple and was present at the signing of various ceasefires. Do
you think this was intended to send a signal of some sort regarding his increased
prominence on the Cambodian political scene?
ANSWER: Certainly Hun Sen made much of his son’s role. This was designed more for
a domestic audience to burnish Hun Sen’s anti‐Thai nationalist credentials. The
extent of Hun Manet’s military role may be debated but he did take part in
discussions leading to the ceasefire. This was one of the first times Hun Manet has
come out in the limelight. I see his emergence as part of a process of taking
responsibility for defence matters first, demonstrating competence, and then
embarking on a political career all the while under the tutelage of his father who will
remain as prime minister.
3) Is there any indication to you that Hun Manet's connections in the US ‐‐ especially
his links to West Point Military Academy ‐‐ could lead to a tilt towards the US as he
becomes more prominent in Cambodia? Do you think it could lead to a move
towards political liberalization in Cambodia?

ANSWER: Cambodia has embraced a step up in defence contacts with the United
States and these can be expected to firm up in coming years. Hun Manet’s West
Point education will serve as a conduit for the development of a more robust
military‐to‐military relationship. But I would caution about drawing too strong a
linkage between his West Point experience and political liberalization. West Point
teaches civilian control over the military which is not the case in Cambodia. Too close
an association to the US could lead Hun Manet exposed if bilateral relations
experienced tensions. Manet also has a PhD in economics from the University of
Bristol. He is likely to be a more professional military commander but Cambodia’s
political culture and existing political system will mitigate against rapid political
liberalization.
