Dear Community Member:

I would like to share with you a report of Chevron’s 2010 voluntary community investments in
Richmond and West Contra Costa County. Last year, Chevron contributed more than $3.7
million to nonprofit and civic organizations.

We focus our investments on programs that contribute to public safety by addressing the needs
of at-risk youth; improve the quality of K-12 education in the West Contra Costa Unified School
District; and help create economic opportunities for families by emphasizing workforce skills
and job creation. We also help contribute to Richmond’s rich community culture by supporting
festivals such as Juneteenth and Cinco de Mayo.

As we work to improve the quality of life for our neighbors, our goal is to try to support
programs that have a real and lasting impact. Measuring that impact is an important part of our
investment. For example, as a result of our Economic Development grant program, 550 West
County residents received training in work-force development skills and micro-enterprise
creation in 2010. One-hundred and seventy-one local residents to-date have secured jobs thanks
to this program.

Chevron Richmond employees also demonstrated their own personal commitment to the
community throughout the year. They volunteered 9,319 hours of personal time in 2010. In
addition, they contributed over $650,000 of their own money to area nonprofits. Thanks to the
Chevron Humankind program, a great majority of our employees’ personal donations were
matched by the Company as well.

2011 brings more opportunities for Chevron to engage with our community. We encourage your
feedback on how we are doing and suggest you take a look at some of the results of our grants.
Details can be found on our website or by writing us an email and as always information can be
found on our Twitter, Facebook or YouTube sites.

Sincerely,

Mike Coyle
General Manager
