It is the Civil Administration’s mission to facilitate


transport projects in the West Bank. In 2010 the
Civil Administration received an unprecedented
number of road rehabilitation project applications
for Area C. The approval of a road rehabilitation
project requires output from various Civil Admin-
istration departments, who must collaborate effi-
ciently in order to complete the process.

Approving a transport-related project usually in-


volves: analysing land ownership issues, approving
building permits, ensuring that road safety stand-
ards are met, guaranteeing minimal damage to

During a USAID funded project of rehabilitating


two roads in the Jordan Valley in March 2010, sev-
eral Mekorot water pipelines (the Israeli National
Water Company, providing networks that serve
both Palestinian and Israeli communities) were
found to be obstructing the completion of the pro-
ject.

The Civil Administration financed the relocation


of these pipelines, contributing 500,000 NIS to-
wards this purpose.

Whilst rehabilitating the Dir Sharaf - Bazaria


Road, a graveyard dating from the Second Temple
period (516 BC - 70 AD) was excavated near the
town of Sebastia, obstructing the planned road-
works. The Archeology Department sent a team
to analyse the finds and excavate the site, after
which the project was successfully completed.

In one extraordinary case, the Civil Administra-


tion was called to assist in securing sections of a
