BACKGROUND
 Volunteers who express interest to be Bukit
Batok East (BBE) Grassroots Leaders come
from all walks of life

 Mainly
 Residents in the neighbourhood
 New Citizens
 Permanent Residents
 Students
 Foreigners on work permit

BACKGROUND
 Difficulty in engagement during events as
environment is not conducive for in-depth
discussion

 New volunteers lose interest as their needs are


not met and they are uncertain of expectations
of them

<50% stay on to volunteer for more events after


1st exposure

 Sub-committee was formed to look into the
matter

Train and Retain new volunteers

INITIATIVES BY CLC
 CLC came up with the Volunteer Induction Programme,
comprising a theory and practical workshop where
volunteers are trained by BBE‟s committed Grassroots
Leaders

 In the workshop, they learn about BBE Division‟s


grassroots organisations, history, structure, and more
importantly, PA‟s mission and objectives in building and
bridging communities in achieving One People, One
Singapore

HOW DID WE ACTUALLY DO IT?
 Approach and recruit potential volunteers during events
and house visits and through recommendations

 Record all the particulars of volunteers

 Plan and organise in-house Induction Programme every


3-4 months

 With approval of the Adviser, CCC Chairman and CCMC


Chairman, the Programme was named VIP in recognition
of the importance of volunteers who lend their helping
hands to grassroots work in BBE

HOW DID WE ACTUALLY DO IT?
 VIP led by committed Grassroots Leaders with the
support of the Constituency Office

 Programme conducted on weekends and we „KISS‟

 Allow volunteers to share their areas of interest,


strengths and weaknesses

 Trainees involved in event attachment gain practical


experience in engaging residents and building social
capital

 10-15 minutes AAR after each event

CLC Initiatives:
Event Attachment
 By observing how experienced Grassroots Leaders plan
and execute events, new volunteers can learn the basic
skills

 While the new volunteers “learn on the job”, the


Chairmen and staff can identify potential Grassroots
Leaders

 It also offers a valuable opportunity to discover hidden


talents so that they can contribute to the various
committees with their special expertise and know-how

VIP – 1st Cohort
 20 and 28 November 2010
 3 hours per session
 24 volunteers registered for the programme
 5 Grassroots Leaders & 3 staff involved
 7 Foreigners, 4 PRs &13 Singaporeans
 19 Females & 5 Males
 Ages ranged from 14 to 60
 19 Chinese, 2 Indians & 3 Others

1st Successful Attachment
Family Airplane-Making Workshop cum Competition
 25 families participated with parents and their children to have fun and to
bond

 Residents interacted and new friendships were formed with neighbours

 Madam Halimah Yacob, MP for Jurong GRC and Adviser to Jurong GRC
GROs was very impressed with the hardworking VIPs and was delighted
with the success of the inaugural airplane workshop

 The VIPs were encouraged to help further develop and improve the system
with newer initiatives

Current Situation
 BBE volunteer pool has become more organised
 New volunteers are better managed and posted to their
desired committees
 Chairmen have the opportunity to identify suitable
candidates for their committees
 It has widened outreach and deepened engagement
 NOBODY gets left out
 EVERYBODY of diverse interests from different
backgrounds can come together on a common platform
to develop strong bonds and lasting friendships
