Background:
The Approval Authority has requested a status update of all of the Interoperable
Communications Projects being worked on with the scope of the UASI Interoperability
Initiative. These include projects funded with Urban Area Security Initiative (UASI) FY
06-09, Public Safety Interoperable Communications (PSIC) 2007 Grant, and the COPS
Technology 2007 Grant.

San Jose and Santa Clara County were funded a total of $11,175,045 (20.6%) from PSIC and
UASI grants to build the regional SVRIA 41 site Microwave System providing connectivity
between all 15 dispatch centers and 41 radio sites (dispatch centers are also radio sites). The
final $700,000 allocation will be completed the summer of 2011. In the future ECOMM will be
connected to BAYLOOP, MBAMS, and additional radio sites within the County in support of the
regional “voice” communication system (SVRCS). The project also received two grants outside
of the UASI management in support of ECOMM “Phase I”.

Alameda and Contra Costa County formed a JPA called EBRCSA. The two counties have
received funding totaling $11,847,285 (21.9%) from PSIC, UASI and COPS Tech grants. Two
simulcast cells both with 4 radio sites, 10 channels each; Dispatch Consoles for 6 Dispatch
Centers, a Logging Recorder and some additional Microwave Equipment has been purchased.
The West Contra Costa County Cell serving the cities of Richmond, San Pablo, El Cerrito, El
Sobrante, Pinole, Kensington, Hercules, Rodeo and Crockett is installed and will be operational
during the summer of 2011. The East Alameda County Cell serving the cities of Dublin,
Pleasanton and Livermore as well as a large unincorporated area in the East Alameda County
Region will be operational by the end of 2011. When the entire system is complete it will total
30 radio sites and 23 dispatch centers. The two counties plan to provide the last $27.5M from
General Funds to complete the build out of the infrastructure. Completion is scheduled during
the summer of 2012.

San Mateo County has begun building a P25 trunked Public Safety network. The network when
completed will consist of 20 radio sites configured in a 12 site simulcast cell and 8 repeater
sites. The County was funded $7,052,444 (13%) from PSIC, UASI and COPS Tech Grants to build
out an 6 site, 10 channel simulcast cell, 2 stand alone sites (6 channels) and an upgrade to their
Master Site and Console Interface. San Mateo County will complete their first phase of their
P25 700 MHz trunked system by 2nd Quarter 2011. The system will provide radio coverage
along the I-101 and I-280 corridors providing coverage to 19 cities as well as a large area that is
unincorporated. This first phase will also allow Public Safety users from San Mateo County and
the City of San Francisco to directly communicate in the field. Discussions have begun between
these agencies to develop tactical West Bay talk groups. The highlighted sites have been built
with grant funding shown in the above chart.

San Francisco was funded $5,556,884 (10.3%) from PSIC, UASI and COPS Tech Grants to build
out a P25 700 MHz 4 site, 6 channel Trunked Radio System for the primary purpose of
Interoperability for incidents requiring Mutual Aid from outside the City and a HPD (High
Performance Data) System. The P25 700 MHz Trunked Voice Interoperable System will be
operational by mid 2011 and the HPD was operational in 2010.

Oakland was funded $5,256,479 (9.7%) from PSIC, UASI and COPS Tech Grants to build out a
P25 800 MHz 2 site, 7 channel Trunked Radio System, 1 site Receive Only, 1 site, 3 channel
Stand-Alone P25 800 MHz Overlay and a 9 site Microwave Network to support their Wireless
Communication Systems. The City of Oakland will complete their P25 800 MHz trunked system
by mid 2011.

Marin County will begin the build out of a P25 700 MHz Conventional Overlay on National
Mutual Aid Channels with the first investment being completed by mid 2011. UASI 10 funding
will be used by Solano County who plans to install 3 Mutual Aid Channels on 4 sites and 2 Call
Channels at one centrally located site. Sonoma County plans to purchase 2 Gateways and
repeaters in the 45 MHz, 155 MHZ, 450 MHz and 800 MHZ Bands operating on National Mutual
Aid Channels. They will be used for day to day interoperability between Sonoma County public

safety agencies and could easily be used by agencies responding to mutual aid requests into
Sonoma County, not just from the Bay Area. The remaining UASI 10 funding will go towards the
Marin P25 700 MHz Conventional Overlay.

Bay Area Rapid Transit should complete their P25 800 MHz Interoperable Trunked System
providing coverage within their 31 miles of track located underground by mid 2011. This
system will consist of two sites, Colma and the Oakland Shop providing 6 channels. This system
is being funded by UASI 09 ($1.5M) (2.8%)
