The Los Angeles Community College District’s Economic &

Workforce Development’s latest initiative:
The California Application Creation Worldwide project is a group comprised of educational, employment,
training, and economic development agencies. It is a sector-based collaboration that strives to unite resources
throughout the region - including unions, trade associations, & the non-profit sectors involved in the workforce
development systems. The aforementioned group will organize & respond to the recent round of Department
of Labor (DOL) funding - The Trade Adjustment Assistance Community College and Career Training
Program (TAACCCT) - totaling $2 Billion over the next four years.

The Los Angeles Community College District (LACCD) is the largest Community College system in the nation
with nine colleges and more than 240,000 students. LACCD’s Economic & Workforce Development
Department (EWD) procures local, state and federal funding to train & educate the workforce in Los Angeles
and throughout California. All organizations and businesses, in the private and/or public sector, benefit from
partnering with the LACCD because training is subsidized through grants and other resources.

Currently, LACCD’s EWD is working on a proposal focused on social media, in particular mobile application
development. As stated above, The California Application Creation Worldwide project is a group comprised of
educational, employment, training, and economic development agencies.

The concept involves two components:

1) Businesses, with the technical expertise, that develops mobile applications for other businesses.
2) Company’s and organizations, in the private and public sector, that could benefit from having a
mobile application created for their internal or external needs, from payroll organization to
communicating with consumers in their respective demographics.

Under a theme of collaboration, the California Application Creation Worldwide project seeks to be the next
generation in workforce app development solutions by:

- Creating and deploying a full array of mobile device app training and curriculum
- Building mobile apps for local businesses for in-house utilization for employees to access and/or to enhance
their customer service levels
- Providing mobile app companies with highly trained and skilled app developers to meet the needs of their
industry

LACCD invites the partnership of municipalities such as the City of Santa Cruz who share a vision of innovative
workforce development mechanisms to build small business growth by providing the skills to the underserviced
and unemployed.
