Dear Doug;

This letter concerns the accompanying Stantec Engineering Limited (Stantec) report titled, Shaft
2 Trade-off Study for Rope and Skip Changing, prepared for Potash Corporation of
Saskatchewan’s Allan Mine (PCSA).

This report presents results of scoping level studies performed to determine preferred means for
the changing, and in certain cases installing, of the following Shaft 2 hoisting plant equipment:

1. Head ropes,
2. Tail ropes,
3. Guide Ropes, and
4. Skips

Having reviewed this report in January 2010, PCSA directed Stantec on 14 January as follows:

1. The inclusion of a clamping and lifting device (CLD) and friction winch have been internally
recommended;
2. The acquisition and installation of the CLD and friction winch are not expected to be carried
out until 2015, earliest;
3. Stantec is to configure engineering and designs for the Underground Expansion Project for
inclusion of the CLD and friction winch. The Project facilities thus expected to be affected are
a. Site layout,
b. Headframe, and
c. Collar house
4. Stantec is to state how to get the necessary equipment information to carry out immediately
the associated required civil / structural designs such that future CLD and friction winch rope
changing features will be accommodated; and
5. Stantec is to assume use of the single winch option for 2011 hoisting plant changeover and
subsequent rope and skip changing and maintenance requirements until the CLD, friction
winch and associated infrastructure are acquired and installed.

1.0 INTRODUCTION

1.1 Background

Beginning from 20 May 2009, and continuing intermittently to present, representatives of


Potash Corporation of Saskatchewan’s, Allan Mine (PCSA) and Stantec Engineering
Limited (Stantec) have discussed options for changing of ropes and skips at Shaft 2. By
e-mail, dated 14 August 2008, PCSA requested “…better clarification on rope changing
without the clamping and lifting device (CLD) and friction winches”.

1.2 Option Identification

In this trade-off study, the application of sinking-type single rope winches in the rope and
skip changing process is referred to as the Single Winch Option. The multi-rope friction
winch, together with the clamping and lifting device (CLD), in the application of rope and
skip changing, is referred to as the Friction Winch Option. This option includes the CLD
as an essential accessory for multi- rope friction winch operation. The CLD would also
be useful in conjunction with the Single Winch Option, but was not included as it not a
“must have” for this option.

1.3 Trade-off Study Content

This Shaft 2 trade-off study documents a scoping level presentation on the subjects of
rope and skips changing. The presentation includes a Conclusion, Section 2.0; Filtering
Criteria, Section 5.0; Estimates of Capital Costs, Section 6.0; Schedules, Section 7.0;
Logic for Selecting Preferred Roping Options, Appendix A; and sketches and narratives
describing rope changing methods, Appendix F.
This study presents Single and Friction Winch options as follows:
1. Initial head rope, tail rope and skip removal during surface change-over;
2. Installation of head ropes, tail ropes and skips following surface change-over;
3. Removal and re-installation of guide ropes;
4. Future head and tail rope changes; and
5. Changing of skips.
In this study, the practicality of the change method, the availability of infrastructure and
compliance with filtering criteria were considered.

1.4 Disposition of this Study

In the main section of this study immediately following, Single Winch and Friction Winch
Options are identified under the heading, Conclusion. In this study, no specific favor is
given to either Single Winch Option or Friction Winch Option. Favor is not given
because of the following:
1. The significance of “opportunity costs” (revenue lost as a result of production
stoppage estimated in December 2008 as $1 M per day) was not specifically
considered in this study.
2. Additionally, PCSA has stated its intention to consider “sharing” the Friction Winch
Option, specifically the friction winch itself, with other PCS potash operations. With
respect to this intention, Stantec notes that sharing of equipment also appears
practical for the Single Winch Option.
3. Also, some assumptions, based on ”Current Information” rather than Final
Conditions, have resulted in the Friction Winch Option being precluded from some
roping applications.
It is Stantec’s intention to not finalize this study until direction, respecting equipment
sharing and “opportunity costs” is given to Stantec by PCSA and also until more
certainty exists with regards to “Type of Tail Ropes” (flat vs. round) and “Infrastructure
Availability South of the Headframe” (Impact of conveyor gallery modifications on
available space).

1.5 Single Winch Option

The Single-Winch Option for the changing and maintenance of head ropes, tail ropes,
guide ropes and skips is equipped as follows:
1. Two single drum “round rope” winches at surface for rope removal prior to surface
change-over, changing of guide ropes, installation of new head ropes and for future
head rope changing;
2. One single drum “flat rope” winch at surface for lowering of tail ropes after surface
change-over and for future tail rope changing;
3. One “round rope” Reeler at Potash Level for pulling existing tail ropes and guide
ropes from the shaft;
4. One “flat rope” Reeler at Potash Level for pulling out of flat tail ropes being lowered
from surface; and
5. Ancillary equipment, such as deflection sheaves, clamping beams, secondary
winches/tuggers, rope clamps etc.

Note: As an alternative to the rope Reeler’s at Potash Level, retention of the current
method of pulling out ropes with a tractor / LHD is not favored, but could be considered
Typical equipment for the Single Winch Option is portrayed in Appendix D, Figure 1,
Figure 2, and Figure 3.
The Single Winch Option methods for removal, installation, and replacement of guide
ropes, head ropes, tail ropes, and skips are exhibited in Appendix F by the following
Sketches:

• 210ASK 50, 51 and 52 – Existing Head and Tail Rope Removal;

• 210ASK 60 and 61 – Installation of New Head and Tail Ropes;

• 210ASK 70 and 71 – Flat Tail Rope Changing;

• 210ASK 85 and 86 – Single Head Rope Changing; and

• 210ASK 90, 91 and 92 – Guide Rope Removal and Installation.


The estimated capital cost of the Single Winch Option is $6,603,000, which includes
provision for Saskatchewan Provincial Sales Tax (PST) and Contingencies (see
Appendix C – PCS Allan Rope Handling Scoping Study Estimate). This estimate
provides for all requirements of initial head, tail and guide rope removal, re-installation of
head, tail and guide ropes after the surface change over, as well as future head and tail
rope replacement.

1.6 Friction Winch Option

The Friction Winch Option for the changing of head ropes, tail ropes, guide ropes and
skips is equipped as follows:
1. One friction winch at surface for changing of head ropes;
2. One CLD device in headframe for rope clamping;
3. Four single-rope Reeler’s at surface for use in conjunction with friction winch;
4. One single drum “round rope” winch at surface for rope removal prior to surface
change-over, changing of guide ropes and installation of new head ropes after
surface change-over;
5. One single drum “flat tail rope” winch at surface for lowering of tail ropes;
6. One “round rope” Reeler at Potash Level for pulling out existing tail ropes and guide
ropes;
7. One “flat rope” Reeler at Potash Level for pulling out flat tail ropes being lowered
from surface; and

8. Ancillary equipment, such as deflection sheaves, clamping beams, secondary


winches / tuggers, rope clamps etc.
Typical Friction Winch, CLD and associated equipment are illustrated in Appendix E,
Figure 1, Figure 2, Figure 3 and Figure 4.

The Friction Winch Option method of use for the changing of head ropes and skips is
presented Appendix G through the following sketches:

• 210ASK80, 81 and 82
The estimated capital cost of the Friction Winch Option is $ 16,270,000, which includes
provision for PST and Contingencies (see Appendix C – PCS Allan Rope Handling
Scoping Study Estimate). This estimate provides for all requirements of initial head, tail
and guide rope removal; installation of head, tail and guide ropes after the surface
change over; and future head and tail rope changes.

2.0 CONCLUSIONS

Suitability of “Single Winch” and “Friction Winch” options for various roping applications,
as summarized at high level in the Logic for Selecting Preferred Roping Option,
Appendix A, are shown below.
Single Winch Option
Suitable for:

• Initial Removal of Head and Tail Ropes, as well as Skips, prior to Surface Change-
Over;

• Initial Installation of Head and Tail Ropes, as well as Skips, following Surface
Change Over;

• Removal and Re-Installation of Guide Ropes;

• Future Head Rope Changing; and

• Future Tail Rope Changing.


Note: A second winch configured and located specifically for installation / changing of
flat tail ropes is necessary.

Friction Winch Option


Suitable for:

• Future Head Rope Changing


Trade study findings presently indicate that the Friction Winch Option is precluded
from activities other than head rope changing because of
(a) Uncertainties of infrastructure availability for the equipment (permanent location
at North Collar house not yet available and temporary space, south of
headframe not confirmed due to pending conveyor gallery modifications).
(b) For changing of Flat Tail Ropes dedicated “Flat Rope Winches” are required.
Tail ropes generally have a longer life and are not changed as frequently as
head ropes. In addition tail ropes are not necessarily changed as a complete
set. A dedicated multi-rope tail rope changing facility (cost difference $ 4M)
might therefore not be warranted.
More certainty as to infrastructure availability, as well as a change to round tail ropes
would expand application of this option to rope re-installation after the surface
change-over and also to future tail rope changing.

3.0 ASSUMPTIONS

1. Power source
Power source requirements have not been fully established. At this stage it is
anticipated that larger winches will be electrically driven, whereas smaller auxiliary
winches could be either electric, hydraulic or compressed air driven.
It is understood that, regardless of the power source, the primary power will be from
the electric grid. (air compressors and hydraulic power packs all consume electric
power). The production hoist will be used for certain roping activities, but will not be
running under full load. Electric power for the operation of roping equipment should
therefore not be a concern.
2. Operating Costs
Operating costs such as Labour and Electric Power were excluded, since, at scoping
study level, they are considered materially smaller costs relative to capital equipment
costs.
3. Equipment Installation Costs
Initial installation costs for roping equipment were excluded. (Verify per RJS)
4. Rope Selection
Roping Equipment Requirements and Roping Procedures are based on the following
ropes:
Head Ropes: 4 x 56 mm dia. - 15.12 kg / m
Tail Ropes: 3 x Flat Ropes 178 mm x 35 mm – 20 kg / m
Alternatively 61 mm diameter stranded ropes – 15.3 kg / m
(not considered in this study)
Guide ropes: 8 x 52 mm dia. – 14.74 kg / m
5. Skip weight:
Empty skip (including bail and rope attachments): 79,344 lbs
(Verify per RJS)
Skip bail: 44,432 lbs
6. Winch rope pull requirements are based on the above rope and skip specifications.
7. Guide rope tensioning: Cheese weights at shaft bottom
Note: Guide rope tensioning requires further investigation
as the length of new cheese weights is a concern.

8. Equipment Locations (Temporary and Permanent)


It is assumed that the permanent locations for rope changing equipment (North
Collar House) will not be available at the time of rope removal, prior to the surface
shut-down, nor will this site be complete for initial roping up, following the surface
shut-down. This assumption is dictated by the current plan to start construction of
the North Collar House after the surface shutdown commences (the existing HVAC
unit is required to operate until use of the present production hoist is stopped).
9. Single Winch Equipment
For options requiring the “Round Rope” Winch, two winches are included in the
estimate. Two winches will reduce time loss associated with reeling and unreeling.
10. Estimated Cost for Friction Winch
The two friction winch suppliers considered are SIEMAG GmbH (SIEMAG) and
OLKO – Maschinentechnik GmbH (OLKO). Figures used in the cost estimate are
based on the SIEMAG unit at a cost of $5,250,000. An alternative budget price,
obtained from OLKO quotes approximately $ 3,336,000 ex Works Germany, shipping
and transport cost still to be added. The OLKO quote requires further investigation.

4.0 EXCLUSIONS

The following considerations are excluded from this study:


1. Use of the friction winch and CLD to remove existing hoist ropes because the current
production hoist is in the way.
2. Change-over, demolition and modifications to the existing Shaft 2 headframe and
removal of the friction hoist.
3. Any provision of equipment, means and methods to mitigate the fact that, when Shaft
2 is “down” for rope and skip changing, Allan will not have two independent exits
from the underground.
4. Major renovation of the Shaft 2 collar and sub collar for conversion to rope clamping
at sub collar elevation (minus 8 ft - 8 in) was not fully investigated. Provision for
certain modifications was, however, included in the estimate.
5. Skip removal and installation methods, although included in the scope of this Trade-
Off Study, have not been fully investigated. Further work is required.
6. Provision for separate lifting device(s) for removing and installation of skips was
excluded from this estimate.
7. Roping methods as shown in Appendix F are indicative only. These methods require
further review and development.

5.0 FILTERING CRITERIA

The criteria listed below were generated and then used to “filter” the total of 19 original
Single and Friction Winch Options and focus on preferred options.
Fixed Issues prevail upon all rope and skip changing options without regard to
equipment used in that option or the configuration in which such equipment is used.
“Must Haves” are criteria that PCSA and Stantec consider representative of
methodology, equipment, equipment configurations and other factors and features that
will characterize the changing options.
“Nice to Haves” are criteria “good to get” to improve safety for a changing option.

5.1 Fixed Issues

1. Safety First
2. Options for rope and skip changing comply with regulations and standards of the
Province of Saskatchewan.
3. The opportunity cost associated with lost production is approximately $1 M / day.
4. For sharing of equipment with other PCS mines, rope changing must be scheduled
and coordinated. All mines cannot use changing equipment at the same time.
5. The heating, ventilation and air conditioning unit (HVAC) for the existing production
hoist will stay in operation until Shaft 2 hoisting plant change-over commences.
6. On the assumption that the North Collar House will not be available at the time of
initial changeover, all initial rope changing will be accomplished from the South.
7. The existing warm water tank associated with shaft washing must be relocated.
8. Existing collar “brown field” configurations and conditions will dictate construction in
association with foundations and utility ducts.
9. All surface change-over related removal of existing guide ropes, head ropes, tail
ropes and conveyances will be undertaken with roping equipment as shown in the
equipment list.
10. Roping activities for hoisting plant change-over, as well as future rope changes are
to be untaken from surface where practical. Removal of old ropes from underground
should only be considered in cases where significant time savings are achieved
without compromising safety.
11. The anticipated size and configuration of the current and future south conveyor
transfer galleries presently appear to preclude placement of wheel–bogey-mounted-

type SIEMAG and OLKO friction winches at the south side of the headframe. Due to
shorter length and overall size, a skid- mounted unit may be accommodated. More
detail of the conveyor gallery, to be provided by AMEC will clarify this matter.

5.2 Must Haves

1. Tail rope clamping from removable beams across shaft below collar elevation
(positioned at freeze collar or suspended from collar).
2. All winch foundation positions (frames), without exception, will be “permanent”.
Winches may be removable to storage or transfer to another mine.
3. A CLD, at an approximate cost of $1.6 M, is a “must have” with a friction (multi-rope)
winch regardless of SIEMAG or OLKO model.
4. A CLD is not required with the Single Winch Option; however, it would be of great
benefit in single winch roping activities, as well in future attachment and skip change
outs.
5. Equipment will be enclosed in either permanent or temporary buildings to protect
persons from climatic elements during rope changing operations.
6. Minimal collar and headgear modifications (condition of existing collar concrete must
be restored). Note: It is understood that PCSA may remove and replace the collar
rails and this would be an opportune time to carry out sub collar modifications.
7. The production hoist will be used at reduced power for certain single rope changes.
8. Full power must however be available at the hoist house.
9. A separate lifting device (additional to single or friction winch) is necessary to assist
in skip installation and removal.

5.3 Nice to Haves

1. Friction winch and CLD.


2. (Permanent) tail rope clamping facility with moveable beams across shaft at sub
collar elevation, made possible through modifications to freeze collar.
3. Ability to share roping equipment and crews among mines.
4. “Permanent” as opposed to a temporary or “fit-for-purpose” building enclosure.
5. Maximum efficiency in use.
6. Maximum flexibility in scheduling.

6.0 COST ESTIMATES

6.1 Estimate Basis

The Control Budget/Baseline Cost Basis Statement July 2009 has been referenced for
preparation of this trade-off study.

6.2 Estimate Accuracy

Stantec considers the accuracy of the capital and operating cost estimates for the Single
Winch and Friction Winch Options to be -10 to +40%.

6.3 Capital Cost

The following Capital Cost Summary applies:

• Figures under “All Roping Activities” relate to equipment required for Initial Head, Tail
and Guide Rope Removal, prior to surface shutdown, Reinstallation of Head, Tail
and Guide Ropes, after the surface shutdown, as well as future Head and Tail Rope
Replacement,

• Figures under “Future Rope Changing only” relate to equipment required for Future
Head and Tail Rope Replacement.

Chair south skip at collar, detach head ropes and reel rest of head ropes

Exchange old / new rope reels, feed new ropes over hoist drum into south

Unchair south skip and install new head ropes using friction winch
