Fish export criteria met

the EU requirements to export fish. Seven
other vessels have also qualified.
TWO Fiji companies have met the
requirements set by the European Union to
export fish.
In addition to this, seven vessels have also
qualified.
The Health Ministry’s Food Unit, which
is monitoring the compliance level for the
EU, prepares its establishment list.
Food Unit head Jope Tamani, said the
EU had one of the most challenging
requirements but those would improve and
ensure high-quality export products.

He said everything from vessels to
transport, ice plants, factories and
processing was assessed.
“It’s not a piece of cake,” he said. “We
deserve our place there. We are going
through the final formalities - a list of the
approved establishment.
“Once that is done, the first consignment
can leave our shores.
“This is very important for Fiji because it
will open up a market and with the tsunami
and earthquake in Japan, it would slow
down the market there.
“But the EU is the single biggest market
and one of the most stable in terms of
money.
“This will work well for Fiji, especially in
terms of employment.”
Mr Tamani said monitoring and verifying
by his unit was a huge responsibility.
“We are in charge of monitoring, verifying
and all the approval from Fiji is the
responsibility of the food unit,” he said.
“It’s a huge responsibility which requires a
lot of manpower and skills.”
Earlier this week, the European Parliament
approved a trade agreement between the
EU, Fiji and Papua New Guinea.
Fiji was de-listed at the outcome of the EU
audit back in 2007 while PNG remained on
the list.
Mr Tamani said the whole chain was
basically out of control and Fiji had to earn
its place on the list.

President of Fiji offers Japan

President of Fiji, Ratu Epeli Nailatikau signs the
condolence book at the Japanese Embassy
PRESIDENT Ratu Epeli Nailatikau has
extended his condolences to the Japanese
Embassy for the loss of lives caused by the
recent earthquake and tsunami disaster in
northern Japan.
Ratu Epeli was accompanied by First Lady
Adi Koila Nailatikau at the signing of the
condolence book at the Embassy of Japan
in Suva.
Earlier in the day, Prime Minister
Commodore Voreqe Bainimarama also
signed the condolence book.
The earthquake and tsunami caused
widespread devastation. At least 8000
people are believed to have died and
another 12,000 remain missing.
In addition, the disaster also caused damage
to a nuclear power plant. There are now
fears of a radiation leak from the plant.

Fiji signs joint UN statement
Fiji and 84 other countries recently
released a joint statement at the United
Nations Human Rights Council in Geneva
on “Ending Acts on Violence and Related
Human Rights Violations Based on Sexual
Orientation and Gender Identity”.
Local non-government organisation,
Women’s Action for Change director Peni
Moore said her organisation was pleased
with the action taken by the Government.
“For those of us who’ve been working in
this area for a long time, it gave us great
pride to see what the Government has
done,” said Mrs. Moore.
She said she was honored to be a member
of one of the first Pacific island countries
that were a signatory to the statement.
A statement released by the American
Embassy confirmed the statement included
expressions of concern on the continued
evidence in every region on human rights
violations based on sexual orientation and
gender identity.
The US Secretary of State, Hillary Clinton,
said the event stressed a commitment by
the US to human rights through dialogue,
open discussion and frank conversation,
according to a statement.
“Gay rights are human rights and human
rights are gay rights,” Mrs. Clinton said.
This week the resort hosted a group
of American tourists who all had one
thing in common each member of
the 40-strong touring party are avid
listeners of KMJ NOW’s News Talk
Radio Show which is hosted by Roy
Appleton.
The show has an extensive following
throughout the United States and
belongs to the talkback genre of
broadcasting.
Founded in 1922, the show is the 38th
oldest licensed continuously operated
radio station. It broadcasts in Oregon,
Nevada, and 45 other states in America
the world over and we will definitely
be coming back.”
Mr Appleton could not remember the
name of the local radio stations he had
visited but was impressed with what he
saw.
“Broadcasting is the same the world
over; keep the listeners entertained and
engaged in dialogue and Fiji’s radio is
definitely holding their own,” he said.
As Mr Appleton and his party left
the country their only regret being,
as Mr Appleton put it, “... Having to
miss Nadroga’s (rugby) game against
Tavua.”

FIJI will import a total 10,000 tonnes of
sugar from Thailand to complement low
supply consumers face right now.

year’s total sugar production of 313,506
tonnes crushed from 1.7m tonnes of cane.
Director sugar in the Ministry of Provincial
Development Viliame Gucake said with
the importation of the 10,000 tonnes of
sugar, shortage of supply should be eased
until the next harvesting season.
He said the two shipments of 4000 tonnes
of sugar had already arrived this month and
another 6000 tonnes of sugar was to arrive
from Thailand next month.
“The first shipment of 2000 tonnes of sugar
arrived early this month and the second
shipment with another 2000 tonnes arrived
last week from Thailand,” Mr Gucake said.
“Next month we will receive 6000 tonnes

of sugar and that will total the 10,000
tonnes needed for local supply before we
start the next harvesting season.
Mr Gucake said the imported sugar
should sustain local consumption until the
crushing season.
The price of sugar in supermarket shelves
in Labasa Town has increased by more
than 50 cents for a kg.
Interviewed supermarket managers who
preferred to remain anonymous said
they could not do much but resort to the
increase.
A manager of a major supermarket in
Labasa said the limited supply of sugar in
Labasa had forced them to increase their
prices.
“The current prices have slightly changed
and we ask consumers to bear with us
because the supply is limited,” he said.

Commercial Banks to Cash prize money incentive for Fiji
disclose interest increases
COMMERCIAL banks will now be
required to publicly disclose any
increases in interest rate spreads beyond
the previously regulated limit of 4 per
cent a year.
Those banks will also be required to
disclose specific reasons, including
management’s stance and justifications
for the increase.
A statement from the Reserve Bank of Fiji
stated this disclosure was a requirement
under the recently released Banking
Supervision Policy on interest spread
disclosure, and was effected in December
last year.
“The objective of the policy guideline
is to ensure banks are transparent
and accountable for any increases in
the interest rate spreads beyond the
benchmark of 4 per cent,” the RBF said

“Promoting public disclosure of financial
and other relevant prudential information
to foster market discipline and strengthen
financial stability is important to the
Reserve Bank of Fiji.”
The RBF also clarified that interest spread
was defined in the policy as “the difference
between the yield on monetary assets and
cost of average funding liabilities”.
It said the definition was based on the
absolute figures earned and expensed
over the quarter with the balances utilized
to earn interest and funding provided by
depositors.
The RBF is expected to publish the
first disclosures this week and future
disclosures will be required to be
published within a month of the end of
quarter.

FIJI ginger is among the best in the world

To combat the rising demand, the Ministry
of Agriculture has increased the participation
of existing and interested farmers through
workshops and training on ginger farming.

“The overseas market is flooded by Asian
ginger but the ginger we export is becoming
popular and demand is increasing, so we
need to work towards meeting the demand.”

Processing Ltd stated that they were working
closely with Government in boosting export.
“Fiji ginger has a unique taste and the baby
ginger has very less fiber in it compared to
other countries especially Asia so this has
seen the demand grow every year,” said
company director, Kaiming Qiu.
“Right now our ginger supply is still less
compared to Asian markets and they currently
dominate the overseas market because it is
cheap whereas the Fiji ginger is expensive
because of the quality.”

Fiji’s seafood imports ban
lifted
The EU ambassador to the Pacific,
Wiepke van der Goot
The European Union (EU) recently re-
listed Fiji in its list of countries allowed
to export fish to its member states. EU
Ambassador to the Pacific, Wiepke Van
Der Goot, took the opportunity to advise
the country to continue upgrading its
exporting facilities and boost its fishing
fleet.
Van Der Goot noted that currently just
two of the country’s companies satisfy
the EU’s stringent standards and that,
if Fiji wants to improve its economic
development, it should work to achieve
more and help more firms meet EU
requirements. In terms of vessels, only
seven meet EU standards.
He reminded that the Union de-listed Fiji
in 2004 after it found that the country was
unable to meet EU standards. In that year,

mercury was found in some tuna loins and
three years later, in 2007, several people
in France fell seriously ill after consuming
fish imported from Fiji.
Fiji’s re-listing, Van Der Goot opined,
is a good omen and Fiji should take
it as encouragement to enhance its
development.
“This result should now encourage Fiji to
take full advantage of the possibilities of
global sourcing under the Market Access
Regulation or – even better – under the
interim EPA by notifying the EU about its
implementation,” he said.
Head of the Fiji Fish Company Graham
Southwick, however, doubts whether
meeting the EU’s imposed standards is a
worthwhile endeavor. He said the Union
has now cleared Fiji authorities to monitor
and sign off on exports – even though
just three years ago the EU had deemed
said authorities incompetent for the job,
reports the media.
Moreover, he told, the EU has not cleared
fisheries exporters themselves and has
requested that they fulfill a litany of
conditions.
“Now they’re talking about having to
upgrade not only the factories, they want
to upgrade the boats and then they want
to upgrade the trucks and they’re saying
you know where is the thing going to
end really, upgrading the airport or the
aircraft, where is this thing going to end
and we don’t have any finite list that we
can say, ’OK if we do these 10 things that
we can go to Europe’. At the moment the
list seems to be never-ending,” Southwick
complained.
Still, he said Fiji exporters have asked
for a final list of conditions so they can
determine the cost of the requested
upgrades.
MSG officials meeting private
THE Melanesian Spearhead Group trade
and economic officials meeting started at
the Vale ni Bose complex behind closed
doors but discussions are not expected to
include PACER Plus.
The Pacific Agreement on Closer Economic
Relations (PACER) Plus, which is still
negotiated, is a trade agreement between
Australia and New Zealand.
Instead, discussions are expected to centre
around trade agreements within the MSG
bloc of Vanuatu, Papua New Guinea, New
Caledonia (Front de Liberation Nationale
Kanak et Socialiste), Solomon Islands and
Fiji Islands. East Timor and Indonesia are
also part of the summit as observers.

Shark attack
A horrific shark attack at Udu in
Vanua Levu forced doctors at the
Labasa Hospital to remove the
victim’s left forearm, after most of
it was bitten off during the attack on
Monday.
Metereti Jeke, 30, survived the ordeal
and says he will not fear the sea, as
he lay in bed at the Labasa Hospital.
They were the only words the father
of two uttered as he fought back tears.

feed his family.

left their home at Nukudamu Village
in a boat to pick Metereti, an uncle

Vakasawaqa said.
“It is a popular spot because we
easily catch fish there. It was around
4pm when we decided to end the trip
but Metereti decided to make one last
dive.
“I went in with him and after a few
minutes, I heard screams and people
calling my name. I knew something

back into the water and hurried back
to the boat.”
The sight of her son shocked her.
“His left forearm had been ripped
with the flesh dangling from the
bone. He had two pieces of cloth
tied above the bite but the blood kept
oozing out.”
The victim’s father then tied a
rope to prevent further blood loss
and immediately took Metereti to
Nabouono Health Centre.
The nurses there wrapped a bandage
around the injury and referred him
to the Lagi Medical Centre where
he arrived around 6.30pm. After
receiving minor treatment from the
nurses, he was transferred to Labasa
Hospital. Mrs. Vakasawaqa said
they left Lagi, which is about 90
kilometers away from Labasa Town,
at about 11pm and reached Labasa
at about 1.30am on Tuesday. It was
a nightmare, Mrs. Vakasawaqa said.
“My son was in a lot of pain and we
feared losing him, but thanks to the
ambulance driver who transported us
so fast to Labasa. He had lost a lot
of blood and my family and I have

Ministry to launch bus fare
cards
A Deed of Agreement between
Government and the Fiji Bus Operators
Association was signed in January to
provide bus fare concessions to senior
citizens and disabled persons.
As the line ministry for the elderly and
disabled persons, the Ministry of Social
Welfare, Women and Poverty Alleviation
is the lead agency in the implementation
of the agreement.
As in the agreement, those falling in
the category of 60 years and above are
eligible for 50 per cent concession on bus
fares and disabled persons are eligible for
free bus fares.
All those eligible for this concession
must be certified and issued with the
identification cards. This will be done
through the district and divisional offices.

recommendations in the report that is
being fine tuned by the People’s Charter
National Advisory Council to be submitted

“We have the laws that are changing
even now, there are more changes in the
law now than what has happened in the
past so the Code of Conduct needs to also
fall in line with all these changes,” Mr
Serulagilagi said.

Two 7.0 magnitude quakes hit Burma

Two strong earthquakes of magnitude 7.0
have struck northeastern Burma, close to the
borders with Thailand and Laos.

When the three-year-old toddler from
China was born he weighed just 2.6kg,

“His appetite is so good that for a meal he

fraud have been strengthened following
the signing of a new information-sharing
initiative with New Zealand, Citizenship,
Immigration and Multiculturalism
Minister Jason Kenney, announced

immigration authorities detect foreign
criminals and previous deportees who
are trying to re-enter Canada without
permission,” said Minister Kenney.

on Monday to launch the province’s largest-
ever health-care project – the $512-million
expansion of Surrey Memorial Hospital.
Clark said the project will add a new

the existing facility. Construction on the
expansion actually began in January and is

stations do not have temperature
compensation at the pumps.
When you’re filling up do not squeeze
the trigger of the nozzle to a fast mode.
If you look you will see that the trigger
has three (3) stages: low, middle,
and high. In slow mode you should
be pumping on low speed, thereby
minimizing the vapors that are created
while you are pumping.

that normally settles on the bottom.

Preheat your oven to 350 F (175 Celsius).
Put the bananas and butter in a large
mixing bowl and mix them.
Then add the egg, sugar and vanilla.
Then mix in the salt and baking soda.
Finally, add the flour and mix.
The mixture should be poured into a
buttered loaf pan (4x8 inches), then
baked for about 1 hour.
After cooking, let it cool down, remove
from the pan, slice and serve!
10 chicken wings
Directions:
Heat oil in a deep fryer to 375 degrees F (190
degrees C). The oil should be just enough
to cover wings entirely, an inch or so deep.
Combine the butter, hot sauce, pepper and
garlic powder in a small saucepan over low
heat. Stir together and heat until butter is
melted and mixture is well blended. Remove
from heat and reserve for serving.
In a small bowl mix together the flour,
paprika, cayenne pepper and salt. Place
chicken wings in a large nonporous glass
dish or bowl and sprinkle flour mixture over
them until they are evenly coated. Cover dish
or bowl and refrigerate for 60 to 90 minutes.
Fry coated wings in hot oil for 10 to 15
minutes, or until parts of wings begin to turn
brown. Remove from heat, place wings in
serving bowl, add hot sauce mixture and stir
together. Serve.

Being overweight has a major impact on
women’s health. A weight loss of 10 to 20
pounds can improve your health drastically.
Numerous people have trouble obtaining a
body weight that is healthy for them.
Statistics are showing an ever increasing
number for this issue.
Previously there were approximately
65% of Americans over weight and 31%
suffering from obesity.
That percentage equaled about one-third of
adult Americans: 34.7 million of women
and 26.6 million of men.
For children the statistics for over-weight
was approximately 15% for children ages
6 through 11 and 15% for children ages 12
through 19 were.
Today those statistics have increased to:
- Over-weight: More than 9 million children
and adolescents between the ages of 6 and
19 years.
- Americans age 20 and older, 142.0 million
are over-weight or obese.
- Of that figure there are approximately 73
million and 69 million women.
- The obesity statistics show approximately
31 million men and 37 million women.
There are so many people in the world
today who are unhappy with their weight
and the way they look. Some people who
are at a healthy weight believe that they
need to lose a few pounds, but there is a
huge population out there of people who
are either over weight or clinically obese.
In order to be healthy, if you are overweight
or obese - you need to get down to the
weight that is right for your specific body
type, not the weight that the model on the
front of a popular magazine is. You need to
be at your ideal weight...

Overweight and Risk Factors
If you are above the healthy weight range
for your body type, you are considered to
be overweight. It is important even if you
are only slightly overweight to change
your lifestyle so you can get back to your
ideal weight. It can be just a matter of a
few pounds that puts you into the obese
category which has increased health risks.
Overweight is classified if your body mass
index (BMI) is between 25 and 29.9. There
are various factors that play a role in the
body mass index such as your physical
activity and muscle composition. You can
be in this range and not be over weight if
you are very physically active.
If you are over weight and have any of the
following risk factors, your health would
benefit greatly from weight loss.
• Family history of Heart Disease?
• Do you smoke?
• Is your lifestyle sedentary?
• Do you have high blood pressure?
• Do you have high LDL cholesterol or low
HDL cholesterol?
• Do you have diabetes?
Health Risks of Being Overweight
Research has proven that being over weight
or obese increases the risk of many health
problems. These can include:
• Diabetes
• High blood pressure
• Stroke
• Heart attack/heart failure
• Cancer
• Gallbladder problems
• Gout
• Osteoarthritis
• Sleep apnea
Health Risks of Being Obese
There are two classifications of obesity,
clinical obesity and morbid obesity.
If you are well above the healthy weight
range (between 18 and 24 BMI) and above
the overweight range (25 to 29 BMI) you
are considered to be clinically obese. If
you have a BMI of 40 and above you are
considered to be morbidly obese.
While being overweight has many health
risks, being clinically obese and even worse
morbidly obese have many more health
risks. If you are obese you should talk to
your doctor and devise a plan to get healthy
before developing any serious condition.
If you are considered obese, you can add
to the health risks above: increased risk of
premature death, Type 2 Diabetes, Chronic
Venous Insufficiency, Fatty Liver Disease,
Deep Vein Thrombosis, breathing problems
and arthritis.
Overweight versus Obesity
They are both labels for weight ranges
that exceed the considered healthy weight
for a given height. However, the biggest
difference is obesity has greater health risks
which can include premature death.
So both terms identify weight ranges and
the increase to various health problems and
diseases.
BMI is not always the best determining
factor for being overweight or being obese.
An athlete who is 5’9 and weighs 220
pounds would have a high BMI but it would
not be because of fat and therefore would
not be considered overweight or obese.
To ensure your in good health, if your
BMI shows you to be in either one of these
categories, you should see your doctor.
Terms and definitions regarding the
Body Mass Index.
There are three different types of fats in the
body along with lean body mass that make
up the body composition.
Body Composition: - this is the make up
of body fat and lean body mass.
Lean Body Mass: - this refers to the
muscles, tissues and bones in your body
that are not considered to be fatty tissues.
If you have a high lean body mass you will
have a high metabolism and a high rate of
losing calories. You can increase your lean
body mass by having a regular program of
strength training.
Body Fat: - this is a main component of
the body’s make up. It is used for storing
excess energy, keeping you warm and
protecting your organs from harm.
Essential Fat: - is very important to
maintaining a healthy body. This fat
is stored in your bone marrow, central
nervous system, muscles and organs. For
a man, the essential fat takes up about 3
percent of his weight. For a woman, the
essential fat takes up about 12 percent of
her weight. The major difference is gender
specific fat found in breasts, pelvis, thighs
and hips.
Storage Fat: - this fat builds up on the
inside of your body and is used to protect
you inner organs from injury. Most women
and men have close to the same amount of
storage fat. Storage fat is what increases
when you gain excess fat and weight.
Therefore if you are losing weight this is
the fat that you will want to get rid of but
you do not want to get rid of it all, it still has

an important role in protecting your organs.
Various issues can affect your weight such
as caloric intake, type of foods you eat,
your age and health condition, how you use
food, your physical fitness, your genetic
makeup and your physiologic makeup.
Being overweight and being obese can
cause some serious damage to your health...

Calculate Your BMI
• Multiply your weight (in pounds) times
704
• Divide that by your height in inches
• Divide that number by your height in
inches again
Example:
• You’re 5’4” (62 inches) and weigh 160
pounds
• 160 x 704 = 11264
• 11264 divided by 62 = 1816.77
• 1816.77 divided by 62 = 29.30
• the BMI would be 29.30
Find your results:
• 18.5 and under - Under weight, extremely
active or still growing
• 19 - 24.9 = Fit
• 25 - 29.9 = Overweight
• 30 + = Obese
Underweight is considered to be under a
healthy weight. Most consider individuals
under 18.5 to be underweight - although
some authorities use a higher value of 20.
It is important to note that the BMI is a
statistical estimate and some individuals
classified as underweight may be perfectly
healthy.
Overweight is defined as weighing more
than is normal, necessary, or allowed,
especially having more body weight than is
considered normal or healthy for one’s age
or build.
Obese is defined as well above ones
normal weight. A person has traditionally
been considered to be obese if they are
more than 20 percent over their ideal
weight.
The body mass index is very useful to
doctors in determining relative weight to
height and measures your total body fat.
The BMI is an accurate measurement of
body fat with the exception of people that
are very muscular or have lost a lot of
muscle.
You should consult your doctor before
starting a weight loss program.

Toronto MD’s alleged sex assault victims get payout
Anesthesiologist disputes allegations of
assaulting sedated women
Dr. George Doodnaught is accused
of assaulting 29 women while
they were under anesthesia for surgical
procedures. His lawyer has criticized North
York General Hospital’s position as an
unfair ‘rush to judgment.’
Toronto’s North York General Hospital
has struck a deal to pay compensation to
26 female patients who allege they were
sexually assaulted by an operating room
anesthesiologist.
That’s despite there being no finding of
Canada News
guilt, no court ruling and no medical license
suspension against the doctor.
Dr. George Doodnaught, 62, was charged
with sexually assaulting three of his patients
in March 2010. Police laid an additional 26
charges against the doctor after more women
came forward claiming they had been
assaulted while under sedation.
The incidents are alleged to have taken place
at North York General Hospital and another
smaller facility between 1992 and February
2010.
Neither the North York hospital nor the
women would disclose the amount of the
payments, which will be paid by the hospital’s
insurer, Healthcare Insurance Reciprocal of
Canada.
“The details are all confidential,” says Darcy
Merkur, a lawyer who represents 26 of the
29 women who accused Doodnaught of sex
assault. “But it does resolve all of the 26
claims that we advanced against the hospital
in a way that our clients believe is fair,
efficient, sensitive and respectful to them.”
Details of alleged attacks under wraps
Police investigators have refused to provide
details of the attacks alleged by the patients.
“They are in an anesthetic state and have
the ability to recall the sexual acts occurring
to them during their surgical procedures,”
Toronto police Det.-Const. Julie Stehlik said
at a news conference last year.
“I do not want to taint any potential victims
coming forward … and affect their ability to
recall their own incidents.”
Investigators refuse to say how the alleged
offences could have taken place in busy
operating rooms with other medical staff
present.
Accused doctor decries payouts
The lawyer for the doctor at the centre of
the allegations called the hospital’s position
“reprehensible.”
“Dr. Doodnaught denies any allegations of
wrongdoing,” Brian Greenspan said. “Their
rush to judgment is unfair and infuriating.”
Doodnaught has not even had a preliminary
hearing on the charges, which is set for
October 2011. He still is licensed to practice
medicine in Ontario.
“We don’t have the authority to impose
restrictions,” said Kathryn Clarke,

spokeswoman for the Ontario College of
Physicians and Surgeons. “Our investigation
is ongoing and until that is complete there
can be no disciplinary proceeding.”
No longer employed by the North York
hospital, Doodnaught was originally banned
from all work as an anesthesiologist in
Ontario due to bail restrictions.
But in January, he convinced a judge to lift
some of those restrictions and is now entitled
to resume work — only on male patients and
only under the visual supervision of another
physician.
Doodnaught is not currently working but “the
possibility should be open to him … to earn
an income and to keep up his qualifications,”
Greenspan said.
“This is a 30-year doctor with an impeccable
reputation,” he said. “That’s been ruined by
unproven allegations.”
He would not say whether Doodnaught
intends to look for a new job.
Shortly after he was charged in March 2010,
Doodnaught transferred title of his North
York home — assessed at $1.1 million — to
his wife.

Budget highlights
Finance Minister Jim Flaherty has
delivered a stay-the-course budget that
holds the line on taxes, while offering
a spate of tax credits to a wide range of
groups and keeping to the plan of getting
rid of the deficit by 2015-16.
Among the budget highlights:
On the economy:
•No tax hikes or cuts, no major new
spending programs and no substantial
spending cuts.
•Keeps government on track for a balanced
budget within six years through the
combination of economic growth and
spending restraints. The end of the federal
stimulus program, by itself, will cut the
2011-12 deficit to $27.6 billion from a
revised $40.5 billion in 2010-11.
•Economic growth (real gross domestic
product) of 2.9 per cent, based on
the average outlook of private sector
economists.
•Government acknowledging risk of global
uncertainty by downgrading predicted
growth in nominal GDP to $10 billion over
previous year, from economists’ projection
of $20 billion.
For families and seniors:
•A family caregiver tax credit of up to
$300 for people caring for infirm spouses,
common-law partners and children.
•A tax credit on children’s art programs,
amounting to $75 on $500 spent
•A top-up for the lowest third of seniors
receiving the Guaranteed Income
Supplement, up to $50 a month for singles
and $70 a month for couples
For communities and cities:
•Tax credit equal to $450 a year for
volunteer firefighters in rural areas
•Forgiveness of student loans of up to
$40,000 for new doctors and $20,000 for
nurses in remote and rural areas
•Legislation to enshrine as permanent
the annual $2 billion Gas Tax transfer for
municipal infrastructure
For business and workers:
•A hiring credit that provides a one-year
EI break of up to $1,000 for 525,000 small
businesses.
•Continuation of the temporary accelerated
capital cost allowance on machinery and
equipment
•A “Helmets to Hardhats” program to help
ex-military members to find work in the
construction industry.
•Elimination of mandatory retirement for
federally regulated employees
•Creation of 10 new Canada Excellence

Safeway warns of scams
Callers or emails pose as authentic, and try to steal
banking info
The Canada Safeway Ltd. grocery chain is warning
customers in Western Canada about a phone scam
that targets Safeway Club Card holders.
John Graham, Safeway’s director of public affairs,
said in a written statement that people in B.C. and
Alberta have been receiving calls from either
automated or live callers claiming to represent the
company.
The callers make reference to club cards and
reward points and claim that the target has won
•No change in plan to cut corporate taxes
to 15 per cent by 2012.

•Renewal of the $22-million Own the

Sri Rama Navami

Rama Navami celebrates the birth of Lord
Rama, son of King Dasharatha of Ayodhya.
Rama was an incarnation of Vishnu and the
hero of the Ramayana, the Sanskrit epic of
24,000 stanzas.
A continuous recital of the book takes place
for about a week prior to the celebration and
on the day itself, the highlights of the story
are read in the temple.
Rituals and ceremonies
The house is thoroughly cleaned on
Rama Navami and is also decorated.
Offerings of fruit and flowers are placed
on the family shrine and after an early
bath, prayers are recited.
The youngest female member of the
household leads the puja (prayers) by
applying a red tilak (mark) to all the other
members of the family before everyone
joins together in worship.
An image or picture of baby Rama is placed
in a covered cradle. At noon the covering is
removed and Prasad (special sacred food) is
offered to Rama, which may then be shared
amongst the congregation.
There is an element of fasting. Some people
don’t eat certain foods, particularly things
like onions, garlic, some spices and wheat
products.
The festival is a focal point for moral
reflection and being especially charitable to
others.
Why do we celebrate Rama Navami?
Story of Lord Rama
Lord Rama was born on the ninth day of
the month of Chitra, hence we celebrate
his birthday as a ‘Navami’. Indian
mathematicians and philosophers see nine
as a magical number. Planets in our solar
system are also nine, as are the main forms
of goddess Durga and the ways of bhakti -
devotion. Let us consider why we celebrate
Rama-Navami, by considering nine of Lord
Rama’s great characteristics / virtues.
“ Actions speak louder than Words “ was
Rama’s chief motto. He embodied all the
virtues by practising what he preached.
More than his divine powers, his glorious
heritage or his incredible prowess was his
unblemished, untarnished, irreproachable
character. His popularity, bravery, courage
in face of all adversities, kindness, sense
of justice, obedience, intelligence, limitless
patience, boundless compassion and
steadfast following of duty / “dharma” have
endeared him to countless generations of
Hindus and non-Hindus alike.
1) Popularity: To lay claim to the title of “
Idol / Hero “, one should be popular with
the people. Kings and politicians soon
loose their popular appeal with loss of
power. Popular idol/ hero rules in the hearts
and minds of the ordinary people. Rama
achieved this by his innate characteristics
of charm, kindness, openness, generosity
and a real willingness to listen to other’s
problem. Everyone in Ayodhya felt they
could approach Rama with their problems.
Rama was known to find swift, realistic
and just answers for every one. His aura,
charm and charisma made every one relax
and feel happy in his presence.
2) Bravery: It is essential for a “ Idol /
Hero “ to be brave. It is not enough to be
popular if you cannot achieve anything
concrete. Rama fought for his people in
the battle field as well as the Royal Court
of Ayodhya. He stood his ground in all
adversities and fought for the cause of
righteousness. Being adventurous, Rama
took his exile as a great challenge to
explore new frontiers. Even in the jungles
he fought for the rights of the oppressed.
To be brave means to face danger with
open eyes. Knowing his enemies strong
points aswell as the weaknesses, Rama
sought to rid the society of those who
threatened to undermine it.

is the same as people working to earn

Having a learning disability doesn’t mean
you can’t learn. But you’ll need some help
and you’ll need to work extra hard. If you
have a learning disability, such as dyslexia
or dyscalculia (serious trouble with math),
remember that you are not slow or dumb.
Learning disabilities happen because of the
way a person’s brain takes in and processes
information. As a result, people learn
differently. The trick will be figuring out
how you learn best.
There are people who know how to do just
that. Your parents and teachers can help you
and they can find you a learning specialist or
a school psychologist. These professionals
can help figure out what a kid’s learning
problem is — and come up with ideas for
how to make it better.
What Are Learning Disabilities?
Learning disabilities aren’t contagious, but
they can be genetic. That means they can
be passed down in families through the
genes, like many other traits we get from
our parents and grandparents. Someone
with a learning disability probably has
other family members who have had some
learning troubles, too.
Kids with learning problems are sometimes
surprised to find out that one of their parents
had similar troubles when he or she was in
school. But kids today have an advantage
over their parents. Learning experts now
know a lot more about the brain and how
learning works — and it’s easier for kids to
get the help they need.

Connect the dots. Count by 2’s
Step 7 Decide how often your child will
get paid. Once a week is a motivating time
frame. If your child has chores Monday-
Sunday, then she can get paid on the

a learning disability.
Attention deficit hyperactivity disorder
(ADHD) is sometimes thought of as a
learning disability but it’s not usually
considered one. Why? Because most kids
with ADHD can learn in school without
special assistance, even though they may
be easily distracted or have trouble sitting
still in class. Although ADHD itself isn’t a
learning disability, researchers believe kids
with ADHD may be more likely to have
learning disabilities.
How Do I Know if I Have a Learning
Disability?
It’s very hard for a kid to know if he or she
has a learning disability. But kids don’t have
to figure all this out on their own. What a kid
needs to do is tell someone. Start with your
teacher and your mom or dad.

Wheelchair picture a stir

The picture of two Fiji 7’s players in a
wheelchair has created quite a stir among
Fijian rugby fans on the lower mainland.
The Fiji Times received well over 200 calls
from local rugby enthusiasts calling the two
players’ actions inappropriate before leaving
for Happy Valley in Hong Kong.
Fiji Times sports editor Edwin Chand said
hours after the story head lined “Fiji jets
out for HK7s” was posted on line, Monday
(Tuesday) Canada time, the sports department
was flooded with calls.
He said that number rose to a staggering 300
by Thursday.
“Most online readers jumped on the band
wagon. This was pretty unusual resent,” Chand
said.
“Rugby fans went crazy over the wheelchair
picture. I guess the picture does tell a thousand
words.”

are needed with the Fijian Soccer’s governing body.
Sam Lal said when it comes to FSLGV’s prize

“We have come a long way, you would think
inflation brings about changes, but with this

Jon “Bones” Jones became the youngest UFC
Champion in history at 23 years old as he beat
Mauricio “Shogun” Rua by TKO by way of body
shots and knees in round three this past Saturday
at UFC 128.
Jones was proclaimed to be “The Future” and the
most hyped UFC fighter in history and he certainly
lived up to it all Saturday night. In Shogun, Jones
was supposed to be against the hardest challenge
in his MMA career as Shogun who is only 29
and considered a legend in the sport of MMA
was supposed to test all of Jones’s abilities. Jones
however was not tested at all as he dominated the
fight from start to finish. Jones was simply too fast
with too much of a reach for Shogun who had just
come off knee surgery. The end came at 2:37 into
the third round as Shogun who was already injured
early in the fight (as stated by his brother Murilo
“Ninja” Rua) took a hard left hook followed by a
knee to his body. Shogun who is a Brazilian Jiu-
Jitsu black belt couldn’t do anything on the ground
where the fight was for most of the time as Jones
was just too strong in his wrestling, while landing
vicious elbows.
Shogun attempted only one of his signature leg
kicks, which was countered by a takedown by
Jones. Jones also took the fight on 6 weeks’ notice
as his training partner Rashad “Suga” Evans pulled
out of his original fight with Shogun as he sustained
an injury during training. Following the fight Jones
proclaimed himself to be “God’s Champion” and
said “Believe in yourself, believe in your heart.
Once you get there, don’t slow down.” UFC
Light Heavyweight Champions have somewhat
of a curse arisen within their ranks as the last

Vancouver Whitecaps midfielder Davide
Chiumiento and striker Eric Hassli to their team
of the week.
The former Swiss Super League players made
their MLS debuts in grand fashion Saturday
by leading the Whitecaps to a memorable 4-2
victory over Canadian arch-rivals Toronto FC at
Empire Field. Chiumiento set up a pair of goals
while Hassli scored twice.
The duo combined when Hassli — the club’s
first Designated Player — scored the first MLS
goal in franchise history after a cross from
Chiumiento.
Chiumiento also engineered the team’s second
goal of the match, making a run up field before
playing a through ball to Terry Dunfield to take
a 2-1 lead into halftime.
Hassli put the game out of reach in the 72nd
minute when he raced down the field to finish
off a feed from Wes Knight.
Joining Hassli as the week’s best forwards are
Colorado Rapids striker Omar Cummings and
Sporting Kansas City forward Omar Bravo,
while Real Salt Lake’s Kyle Beckerman,
New York Red Bulls’ Teemu Tainio, and Los

The Vancouver Canucks’ 2-1 victory over
Detroit Wednesday all but secured first
place in the Western Conference, meaning
the team is all but certain to face the eighth
and final playoff qualifier out West.
And if they had their druthers, the Canucks
would just as soon avoid the Anaheim
Ducks.
Anaheim, which has won four straight,
is sitting on eighth after a 4-3 overtime
win over the Dallas Stars Wednesday. The
Ducks split four meetings with the Canucks
this year (not many opponents can say that),
and could have goaltender Jonas Hiller
(vertigo) back by next week.
Anaheim’s top-four forwards all have
some impressive career numbers against
Vancouver, and Ryan Getzlaf and Corey
Perry seem to forever get under the skin of
Canucks players. But Hiller, who like most
Swiss goalies is accustomed to playing the
equalizer when his team can’t match skating
talent, could also be a big factor if he regains
form in what remains of the regular season.

Question No. 1: What is Vancouver’s single
greatest strength: goaltending, defence,
scoring depth or special teams?
McKenzie: I will say scoring depth. When
you’ve got the Sedins, you’ve got a great
base to build on. You’ve got Kesler after that.
There are always question marks after Kesler
of who’s going to get goals: is it going to be
Mason Raymond? Is it going to be (Mikael)
Samuelsson? Will (Raffi) Torres score? But
between them all, they manage to get it done.

Peca: I’m going special teams. When you
talk about winning and losing hockey games,
special teams play a big part of that. I know
on their penalty kill, being the number one
faceoff team in the National Hockey League

Ward: Goaltending. You never hear about a
player standing on his head, stealing a game
or stealing a series. They have two bona fide
starters there, a 1A and a 1B.
Question No. 2: Six of the last seven
President’s Trophy winners have failed to
win the Stanley Cup: is it coincidence or
cause-and-effect?
Ward: Coincidence. Never a detriment or
fall back or something negative to be the best
team in the league whether in the playoffs or
the regular season. I think it’s purely a bad
question on the part of the Quiz Master – this
is the type of stuff you use to fill radio talk
shows with.
McKenzie: Cause-and-Effect. You get a first
place team and they go through and they
cruise and there’s no adversity, that sometimes
comes back to bite them. But in the Vancouver
Canucks case, the reason they can overcome
it, is because they have had adversity and
the fans of Vancouver know that. Two times
against Chicago, Dallas … lots of adversity,
they’ll overcome that.
Peca: I’m going coincidence also. I can go
back to ‘06 when we beat the Detroit Red
Wings who were the President’s Cup team.
It becomes about matchups: yes, they’re the
best team in the regular season, but too many
teams are good enough and smart enough and
coached well enough that when they get in the
postseason, they know it’s a clean slate.
Question No. 3: If you were the Vancouver
Canucks, who would you fear the most in
the first round: Anaheim, Chicago, LA or
Nashville?
McKenzie: I’ll take the Chicago Blackhawks
and the psychological factor. Yes, the
Blackhawks, they’re not the same team that
they have been in the past. But they still
have Jonathan Toews, they’ve still got lots of
players that can elevate their game, and the
Vancouver Canucks, just the psychology of it.
I think that would be a bugaboo.
Ward: I gotta go with Anaheim. I feel like,
answer the question in nets about where
they’re going to go with it, what direction and
I feel most solid about that decision. They’re
durable, they’re rugged, they’re built for the
grind, they have experience in the locker
room when it comes to the Stanley Cup. And
Lubomir Visnovsky is the guy that answers the
questions when it comes down to: who fulfills
the role of Scott Niedermayer in the playoffs?
Peca: I’m going with Chicago. Until
Vancouver can show they can overcome the
mental hurdle of the Chicago Blackhawks, I
think it’s going to be tough for them to move
on. Yes, they can believe in themselves,
they’ve had a great regular season, but once
you get in a series – if they end up facing the
Chicago Blackhawks it’s hard to eliminate
those doubts in their mind.
Question No. 4: Henrik and Daniel Sedin
are the best pitch-and-catch combination in
sports since a) Joe Montana / Jerry Rice, b)
Steve Carlton / Tim McCarver or c) John
Stockton and Karl Malone?
Peca: I’m going with Stockton and Malone.
When you think of the success of the Utah
Jazz, they went as Stockton and Malone went.
And much like the Vancouver Canucks, their
success is predicated on the twins, Henrik and
Daniel. If they’re not going, if they’re not at
the top of their game, the team isn’t successful.
McKenzie: I’ll say Montana and Rice, and I’ll
say this is a dumb question. Because you don’t
ask somebody who’s as one-dimensional,
knows only a little bit about hockey and
nothing else about anything else to answer the
question. But I just looked at it and said, well,
Jerry Rice seems like a nice guy.
Ward: Malone and Stockton. They have
symbiotic relationships. Both guys had
passers and both had finishers. They both
can find each other no matter where they
are on the floor or the ice. They seem to
have that innate ability to understand each
other’s game.

Canucks centre Manny Malhotra out

for the season
Manny Malhotra will miss the remainder
of the regular season and the playoffs after
suffering a serious eye injury last week, the
Vancouver Canucks announced on Monday.
The Canucks made the decision in
consultation with team doctors and specialists
and declined further comment on the status of
the centre’s eye or his vision.
Malhotra, 30, was struck by a puck that
deflected off a stick last Wednesday against
Colorado. He immediately clutched near his
left eye and skated to the locker room, leaving
a trail of blood.
The Mississauga, Ont., native didn’t break
any orbital bones according to the team, but
his vision was affected. He underwent surgery
in the aftermath of the injury, but visited his
teammates on Saturday.
Malhotra does not wear a visor. While it’s
quite possible his injury would have occurred
even with one, several Canucks spoke publicly
about considering the extra protection in the
wake of the scary incident.
The veteran of over nine NHL seasons has
been an integral piece for the Canucks since
signing a three-year contract worth $7.5
million US last summer, contributing 11 goals
and 19 assists while enhancing his reputation
as one of the NHL’s best face-off men.

After an exhilarating performance in
their Major League Soccer (MLS)
debut, Vancouver Whitecaps FC
has been receiving some increased
attention.
For many Whitecaps FC players, being
recognized around town is a new
experience. “I’ve been here three years
and it’s probably happened more in the
last week then it has in three years,”
noticed goalkeeper Jay Nolly.
The media have picked up on the
enthusiasm - Saturday’s match was
televised nationally on TSN and was
the top story for many prominent
Vancouver media outlets. The magic of
opening day was particularly exciting
for Vancouver-born Terry Dunfield.
The midfielder played a key role in the
match, scoring the second goal in front
of dozens of family and friends.
“The soccer community is quite close-
knit in Vancouver and they’ve been
crying out for something like this,”
said Dunfield. “There are some very
knowledgeable soccer fans here and
it’s great that at the end of the week,
they can now have something to look
forward to and watch, and they’re going

that protects against feline calicivirus,
rhinotracheitis and panleukopenia, as well
as a rabies vaccination. Ask your vet if
vaccinations for feline leukemia, chlamydia,
feline infectious peritonitis and ringworm
are recommended for your kitty. Dogs
should receive a five-in-one vaccine against
several infectious diseases, including
distemper, leptospirosis and parvovirus, as
well as a rabies vaccination. Ask the vet if
vaccinations for kennel cough and Lyme
disease are recommended for your dog.
3. See Your Vet!
You go to the doctor regularly—and so
should your pet. Annual checkups give
your veterinarian the chance to notice any
developing illness and take care of it right
away. Your vet will want to know about
your pet’s behavior, eating and exercise
habits, and will check her temperature, pulse
and respiratory rate. The doctor will also
inspect her gums and teeth, heart and lungs,
and assess the health of her internal organs.

There are many products available to help
you control the fleas on your pet and in
your home, but it’s of utmost importance
that whatever you use is approved for
use on your pet’s species. In other words,
don’t use products for dogs on your
cat, and vice versa. Cats especially are
extremely sensitive to insecticides, and
many pets die annually from improper
use of flea control products. Ask your vet
for a recommendation, and don’t forget—
when fighting fleas, you’ll need to treat
ALL the pets in the household, not just
those who are obviously infested.

What Are Fleas?
Fleas are the most common external
parasite to plague companion animals.
They are wingless insects that feed on
blood, can jump up to two feet high and
make a very comfortable home in your
pet’s fur. They can live for as few as
13 days or as long as 12 months—and
during that time, can produce millions of
offspring. Though there are many species
of fleas, the one that most often affects
both dogs and cats in North America is
the cat flea, Ctenocephalides felis.
How Do I Know if My Cat Has Fleas?
If you see your cat scratching often and
persistently, it’s time for a spot check.
Invest in a fine tooth comb and run it
through your cat’s fur, especially around
the neck and at the base of the tail. If you
see small, fast-moving brown shapes
about the size of a pinhead in her fur, your
cat has fleas. Also check for black spots in
between the teeth of the comb. The black
spots are called “flea dirt”—dried blood
excreted by fleas. And if you see tiny
white grains, these may be flea eggs.

Blood pressure, angina pills
recalled
Health Canada announced a recall of
two high blood pressure and angina
medications and an antibiotic because
some supplies have been mislabeled.
The prescription drugs are Mylan-
Minocycline, a generic version of an
antibiotic used to treat various types
of infections, and Mylan-Amlodipine,
which is used to treat hypertension and
chest pain.
“The risk to a patient, who is sensitive or
allergic to tetracyclines or minocycline,
and is taking Mylan-Minocycline to treat
their high blood pressure or angina, but
is now using Mylan-Amlodipine due to
a labeling error, can be life-threatening,”
Health Canada said in a statement.
A pharmacist complained to the
company that one bottle out of an order of
four was labeled as Mylan-Amlodipine
5 mg tablets, but contained 100 Mylan-
Minocycline 50 mg capsules.

investigation revealed the labeling error
and mix of capsules for tablets.
The company is advising pharmacists
and wholesalers to return all quantities
of the lot (1037180) to Mylan
Pharmaceuticals.
The 250-count bottles that were
distributed to wholesalers and
pharmacies with the same lot number
are not part of this recall, the company
said.
Mylan is contacting pharmacists who
may have received product from this lot
and is advising them to contact patients
who had an Amlodipine prescription
filled on or after Sept. 13, 2010, the date
when this Minocycline lot was released
to the Canadian market, to ensure that
they did not receive mislabeled product.

Remembering
Naveen Nischol
The 65- year- old veteran passed
away on Saturday in Mumbai after
a massive cardiac arrest. Nischol
had left for Pune from his home
in the Mumbai suburban area of
Khar along with actor and friend
Randhir Kapoor around 10.30 am
on Saturday.
Their car had reached central
Mumbai when he suffered a heart
attack. He was declared dead on
his way to the hospital.
The fans know Naveen Nischol
as Imran Khan’s dad in Break
Ke Baad, and the affable theatre
addict Bapu in Dibakar Banerjee’s
crossover comedy hit, Khosla
Ka Ghosla. To film buffs of the
seventies, however, he was the
dapper hero who looked most
suited to rival reigning superstar
Rajesh Khanna’s charms as
Bollywood’s resident lover boy.
Many critics of the era also
predicted Nischol would be the
closest competitor of Amitabh
Bachchan, the emerging superstar
of the times.
Despite early hits such as Dhund
, Victoria No. 203, Chhalia,
Parwana and Buddha Mil Gaya ,
that was not to be. Somehow, the
talented actor’s CV missed out on
that one blockbuster which would
catapult him to the top league.
An FTII gold medalist, Nischol
made his debut with Rekha in
Mohan Segal’s 1970 hit, Sawan
Bhadon . After the initial hits,
Nischol saw a period of lull marked
by second- string releases such
as Zorro, Mere Sajna, Kulvadhu,
Aafat, Do Ladke Dono Kadke and
Khanjar . By the eighties, he started
accepting strong character roles in
films such as The Burning Train,
Desh Premee, Dil Hi Dil Mein and
Jawaani . The advent of national
television saw a turnaround in fate.
Nischol rediscovered his career
with the DD Metro sitcom, Dekh
Bhai Dekh , which went on air in
1993. His role of Balraj Deewan,
the mild- mannered head of an
urban joint family who bore the
eccentric antics of his kin with an
amused smile, was an instant hit.
By the nineties, Nischol had fully
graduated to supporting roles.

the past two decades were seen

to The Lincoln Lawyer, the latest
legal drama from E1One Films and
Lionsgate now pleading its case at
the Fifth Avenue Cinemas, Empire
Studio 12, and Silver City arenas
all over B.C.
Something different is in the air
when you first encounter Mick
Haller. Handsome Matthew
McConaughey (The Newton Boys)
is perfectly cast as the hip legal
beagle who works out of his car.
Ford Motor Company executives
must be thrilled to see their luxury
model on screen for much of this
time as our Mick wheels and deals
his way in and out of countless
confrontations. Working the
system is what this member of
the bar is all about and it’s quite
impressive seeing McConaughey
do his thing. Quite a while
back the same actor got an early
start playing the system in the
underrated A Time To Kill. Now
it’s good to see him given lots of
leeway and breathing space in this
119 minute drama.

Director Brad Furman fills the
screen with a bunch of talented
actors giving The Lincoln Lawyer
a great sense of intrigue. Just
maybe Mick has met his match
when he runs into new client Lous
Roulet. Born into money Ryan
Philippe (Crash) suitably displays
all the arrogance and hip attitude
as the client who may be turn out
to be just as smart as his counsel.
Other key members in this tale of
crime and punishment are a group
of prosecutors defenders led by
Marisa Tomei (My Cousin Vinny)
and Josh Lucas (Glory Road). If
you like great courtroom exchanges
you’ll find ample encounters hear.
And the back story showing the
actual investigations into some
stirring crimes are also well
executed. Along the way you
really do identify with all the
unique people that filter into this
one case that has tentacles going
off in a whole bunch of different
directions.
Action, some violence and a dashing
display of cockiness and a go attitude
all contribute to make The Lincoln
Lawyer a lot of fun to witness. Even
veteran character actor William H.
Macy (Fargo) joins in on the fun
as an investigator who’s not your
traditional kind.
Today loads of legal and police
stories are on television on
constantly. To make it as a feature
film the story and acting must be a
cut above the rest. Thanks to the
vibrancy of McConaughey you’ll
be hooked right from the start as
you watch this fast talker work the
system to achieve his goals. Little
does his character realize that he may
have gotten himself into one jam too
many. Sorting out the problems
along the way is part of the fun in
this well-scripted story that truly
keeps you guessing until the very
end. Consider this to be the mark
of a top notch suspense story set in
the courts and The Lincoln Lawyer
returns with thumbs up verdict.

Climate in Fiji
Often referred to as the ‘crossroads of the
Pacific,’ Fiji is the ultimate tropical paradise

for many, with its incredible beaches, azure
lagoons and glorious weather. Home to a
wealth of natural beauty on land as well
as underwater, this island nation is a great
place to kick back and relax, or to have the
adventure of a lifetime. The best time to
visit Fiji is between the months of March
and November, when the weather is dry
and the temperature ranges between 26°C
to 30°C.
Unlike the seasonal weather in North
America or Europe, Fiji’s has a mild tropical
climate throughout the year with cool trade
winds blowing from the east southeast
keeping the temperatures nice and pleasant.
The average day temperature in Fiji is a
balmy 25°C, with temperatures much cooler
in the mountainous regions of the bigger
islands. The water temperature here tends to
average from 25°C to 28°C throughout the
year, making snorkeling and diving in Fiji
superb at any time.
It gets quite hot and humid from November
to April, while from May to October, the
weather in Fiji is much cooler and drier. The
rainfall here is highly erratic and is usually
characterized by brief but heavy downpours.
Hurricanes or tropical cyclones are most
likely to take place between November
and April and usually originate from low
pressure centers near the equator. However,
it should be noted that strong destructive
hurricanes rarely hit Fiji.
One thing to keep in mind about Fiji
weather is that the climate here varies across
the different islands. While the smaller isles
tend to be dry and sunny most of the time,
places like Suva on the other hand, tend get
quite wet and cloudy. The southwestern
region of Viti Levu and the Mamanucas for
example are blessed with copious amounts
of sunshine.

When to call an ambulance
... CONTINUED FROM LAST WEEK
•You will be asked to give the phone
number you are calling from and the
address where the injured or sick person
is. If you are located on a country
property, you will need to know your
property fire map reference.
•You will be asked to describe the
problem. You will be asked about the
nature of the emergency, the number
of people involved, the injured or ill
person’s gender and age, and whether
or not they are conscious or breathing.
This information helps to determine the
seriousness of the problem and what
resources are required.
•While you are answering questions,
an ambulance dispatcher will send out
an emergency ambulance. You will
not hear the dispatcher doing this, but
don’t be concerned, continue to answer
the questions. All the information you
provide is relayed to the ambulance
paramedics on their way to the
emergency. This allows them to prepare
before they arrive.
•The call taker may give you first aid
instructions over the phone.
•Please do not hang up until the call
taker tells you that you can.
•If possible, have someone waiting
outside to flag down the ambulance. If it
is dark, put on an outside light.
You can ask for an interpreter
If you do not speak English or prefer
to speak in your native language, you
can ask for an interpreter. When the
call taker starts asking you questions

Facts on Flossing
The type of floss you choose depends
on how much space you have between
your teeth. Dentists usually recommend
unwaxed floss because it’s thinner and
easier to slide through small spaces.
However, studies have shown that
there is no major difference in the
effectiveness based on the type of floss
used.
With any floss, you should be careful to
avoid injuring your gums. Follow these
instructions:
•Carefully insert the floss between two
teeth, using a back and forth motion.
Gently bring the floss to the gumline,
but don’t force it under the gums. Curve
the floss around the edge of your tooth
in the shape of the letter “C” and slide
it up and down the side of each tooth.
•Repeat this process between all your
teeth, and remember to floss the back
sides of your back teeth.
Tooth-Whitening Products
Some toothpastes claim to whiten teeth.
There’s nothing wrong with using
whitening toothpastes as long as they
also contain fluoride and ingredients
that fight plaque and tartar. But these
toothpastes alone don’t contain much
in the way of whitening ingredients and
probably won’t noticeably change the
color of your teeth.
It’s easy to be lured by ads telling
people they need gleaming white teeth.
But these ads are really targeted to older

The Nutrition Connection
Eating sugar, as you probably already
know, is a major cause of tooth decay.
But it’s not just how much sugar you eat
— when and how you eat it can be just
as important to keeping teeth healthy.
When you eat sugary foods or drink
sodas frequently throughout the day,
the enamel that protects your teeth
is constantly exposed to acids. Hard
candies, cough drops, and breath
mints that contain sugar are especially
harmful because they dissolve slowly in
your mouth. Many experts suggest that
you take a 3-hour break between eating
foods containing sugar.
Sugary or starchy foods eaten with
a meal are less harmful to your teeth
than when they’re eaten alone, possibly
because the production of saliva, which
washes away the sugar and bacteria, is
increased. Eating sugary foods before
you go to bed can be the most damaging
(especially if you don’t brush your teeth
afterward) because you don’t produce
as much saliva when you sleep.
For most people, it’s hard to cut out
sweets completely, so try to follow
these more realistic guidelines:
•Eat carbohydrates (sugars and starches)
with a meal.
•If you can’t brush your teeth after
eating, rinse your mouth with water or
mouthwash, or chew sugarless gum.
•Don’t eat sugary foods between meals.
•If you snack, eat nonsugary foods,
such as cheese, popcorn, raw veggies,
or yogurt.
Going to the Dentist
The main reason for going to the dentist
regularly — every 6 months — is
prevention. The goal is to prevent tooth
decay, gum disease, and other disorders
that put the health of your teeth and
mouth at risk.

Safflower oil intake for
16 weeks good for heart
Daily intake of a common cooking
medium like safflower oil for 16 weeks
is a safe way to protect your heart
from risks.
These new findings also suggest that
safflower oil can improve levels of
good cholesterol, blood sugar, insulin
sensitivity in obese post-menopausal
women with Type 2 diabetes.
This finding comes about 18 months
after the researchers discovered that
safflower oil reduced abdominal fat and
increased muscle tissue in this group of
women after 16 weeks of use, the journal
reports.
“The women in the study didn’t replace
what was in their diet with safflower oil.
They added it to what they were already
doing,” said Martha Belury, professor of

University examined 358 patients and
found that stroke patients in their 50s
and 60s had significantly fewer teeth
than patients in the same age groups

AUSTRALIA’S $4.5 billion foreign aid
program is plagued by record levels
of fraud, with millions of dollars being
stolen by corrupt officials and overseas
agencies.
AusAID has 175 cases of fraud under
investigation - stretching across 27 countries
and totaling millions of dollars.
Documents released under Freedom of
Information expose a criminal trial in
some of the world’s poorest countries, with
widespread theft of money and forging of
receipts.
They also show how food and other
supplies are being diverted from dirt-poor
communities and sold on the black market
at inflated prices.
While AusAID insists it is improving fraud
control, the documents also reveal police
are often reluctant to intervene and charge
local criminals - frustrating the agency’s
attempts to recover missing aid money.
In one extraordinary case, the Eritrean
Government in 2006 seized food and
other supplies from the UN’s World Food
Program, saddling Australian taxpayers
with a probable loss of $1.25 million.
The revelations will do little to boost public
confidence in a foreign aid program that is
forecast to nearly double to $8 billion a year
by 2015.
PNG emerged as corruption central with
71 cases of identified fraud - 40 per cent
of the AusAID total - involving millions in
missing funds.

biggest aid donors in the world, focusing on
the Asia-Pacific although the Government
wants to expand its aid funding into Africa
over the coming years.
The FOI documents reveal the difficulties
of trying to manage a $4.5 billion budget
while dealing with some of the most corrupt
nations in the world. One investigation in
Fiji, involving fraud of $37,670, has been
closed with AusAID declining to report the
matter to police “due to the highly sensitive
political environment” in the Pacific island
nation.
Other times, AusAID has struggled to
establish fraud “because of the lack of
a paper trail” while on other occasions
businesses were paid money but then closed
their offices.
An unknown amount of AusAID funds
were caught up in a major scandal involving
the African country of Mali with health
workers allegedly embezzling hundreds of
thousands of dollars.
The fraud involved “managing contractors”
paid hundreds of millions to manage
aid projects - including Cardno Limited,
involved in 40-odd cases of fraud.

Better set the alarm clock a little earlier if
you have a big lawn. Metro Vancouver is
banning evening-time lawn sprinkling.
Starting in June, people with lawns will
only be allowed to sprinkle them in the
mornings, between 4 a.m. and 9 a.m.
Tim Stevenson, who heads Metro’s water
committee, says during the summer the
water in local reservoirs gets drained
quickly. “There’s a lot of wasted water,
particularly in the summer. People water
their lawns continually when it’s simply
