Plaintiff, seeks a “Restraining Order” as I fear for my life.

I am being stalked, harassed, threatened, and tortured. Someone in the District Attorney’s Office is
falsifying records/court documents to prosecute me for offenses I did not commit. There are “No”
lawful verified complaints filed against me. I have won two cases (DOCKET NUMBER 31604JQ
and S95358). These two cases were dismissed. Copies of documents attached.

The attorney for the CITY OF STOCKTON aka dba STOCKTON POLICE DEPPARTMENT used
to be employed with the SAN JOAQUIN DISTRICT ATTORNEY’S OFFICE and now is
employed with the CITY OF STOCKTON representing the Defendants in the Civil Rights Action
in UNITED STATE DISTRICT COURT FOR THE EASTERN DISTRICT OF CALIFORNIA

I have not committed a crime. All incidents are remarkably similar.

I did not voluntarily sign a “Promise to Appear” in any court.

Mail delivery at the place I stay is being stolen; locked box being broken into regularly.

I have been arrested four times each time with out a Fourth Amendment Warrant. The first arrest
made by the STOCKTON POLICE DEPARTMENT; I went down to the department to claim my
truck and was arrested by the storage officer. Those arrest documents have since mysteriously
disappeared for the booking computers at the SAN JOAQUIN COUNTY JAIL. I am searching for
my copies of the booking records. The second arrest was CALIFORNIA HIGHWAY PATROL
traffic stop again without a Forth Amendment Warrant. The third arrest was again the
STOCKTON POLICE DEPARTMENT without a Forth Amendment Warrant. The forth arrest
traffic stop (3-14-2011) was made by the CALIFORNIA HIWAY PATROL. , this was all done
without my consent, over my objection, and against my will.

I have had the 1994 Jaguar taken three (3) times by the CALIFORNIA HIGHWAY PATROL;
without a Fourth Amendment Warrant.

The 1998 Dodge Diesel Truck taken twice, once by the SAN JOAQUIN COUNTY SHERIFF’S
DEPARTMENT, and once by the STOCKTON POLICE DEPARTMENT and sold by the
STOCKTON POLICE DEPARTMENT, all with out my consent, over my objection, and against
my will.

I am a Plaintiff in a COMPLAINT FOR DAMAGES CIVIL RIGHTS ACTION, TITLE 42 1983,

1985, 1986, & 1988, against the Defendants, STOCKTON POLICE DEPARTMENT aka dba
CITY OF STOCKTON, Officers and the Tow Truck Company.

Latest Facts,

1) On Monday evening, March 14, 2011, about 7:30 pm, I was returning home when the
CALIFORNIA HIGHWAY PATROL stopped me.

2) I was arrested and booked in the county jail; I believe for 1). driving without a Driver’s License,
(I am not a Driver) I do not have one, 2) not having registration on the car, (car is not a motor
vehicle) the car is property of a trust. I was never given any paper work or told what it was about.
3) I tried to bail, but the bail amounts were increasing until they reached one hundred thousand
dollars ($100,000.00). NO ONE HAS ANY PAPERWORK STATING THE $100,000.00 BAIL
AMOUNT, except Bill’s Bail Bonds Company.

4) Bill’s Bail Bonds (209) 982-0427, was writing bonds and the amounts kept increasing.
In nineteen years he had never experienced what was happening to me.

5) A criminal attorney was assisting. In nineteen years he had never experienced what was
happening to me.

6) Someone in the SAN JOAQUIN DISTRICT ATTORNEY’S OFFICE was increasing the bail
amounts by fraudulently adding/changing charges to keep me from bailing out of jail.
7) This was done to prevent me from being present in court on Thursday morning March 17, 2011.

7) I had to be in UNITED STATE DISTRICT COURT EASTERN DISTRICT OF CALIFORNIA

at 10:00 am, March 17, 2011, for a CMC.

8) IF I DID NOT APPEAR IN COURT ON Thursday morning, my case would have been
dismissed. The attorney for the Defendant was counting on this.

This is what happened to me while incarcerated in the SAN JOAQUIN COUTY JAIL.
1) I was classified as “Special.” I’m still not sure what that exactly meant.
2) I was housed in “cold” solitary confinement.
3) The lights were on all the time.
4) My bed consisted of a stainless steel slab with a thin cover, see through sheets, no pillow,
and thin blanket.
5) I was cold all the time.
6) I was never allowed to be with the general population.
7) I was allowed out of the cell only when everyone else was locked up.
8) When I was transported out of the housing unit, I was transported in leg chains and
handcuffs
9) The food is not fit to feed pigs. I did not eat; it made me sick.
10) At about 8:00 pm, Bills Bail Bonds was trying to make bail but it kept increasing when
someone was making entries prevent me from bail out.
11) I was finally bailed at 1:30 am Thursday morning March 17, 2011, because the computer
had not updated.
12) Computer minutes later updated to NO BAIL-REMANDED.
13) Minutes later the bail was posted-- remand with NO bail.
14) Someone in the SAN JOAQUIN DISTRICT ATTORNEY’S OFFICE did not want me out
of jail.
15) I am suffering physical pain from the unlawful incarceration and I am seeing a doctor for
relief.

Additional Facts;

1) I do not have a CALIFORNIA DRIVER’S LICENSE.

2) I SURRENDERED it in May 2007 with a DL 142.
3) I do not have one in any other state.
 4) I have a lawful “Bill of Sale” for my property; trucks.
5) I have a “contract” to use the 1994 Jaguar from the trustee of the trust.
6) My property (1994 Jaguar and 1998 Dodge Diesel Truck, and 2006 Ford Diesel Truck) is
not registered with the CALIFORNIA DEPARTMENT OF MOTOR VEHICLE.
7) The property (car/trucks) is not registered in another state.
