Determining Instructional Purposes Evaluation Proposal

Ozobsmk Evaluation Corporation hereby submits this evaluation proposal to

Far West Laboratory (FWL) for the purpose of gaining the contract for an external

evaluation of FWL’s Determining Instructional Purposes training package. Outlined

in this evaluation proposal are a brief description of the program to be evaluated,

description of the evaluation method(s) that will be utilized, a comprehensive task

schedule, a listing of project personnel, in addition to an outline of the budget

needed to undertake this evaluation.

According to the information provided by FWL, the Determining Instructional

Purposes training package was created to provide school administrators and

graduate students in educational administration training in skills related to planning

effective school programs. This training program consists of a Coordinator’s

Handbook and three training units which consist of setting goals, analyzing

problems, and deriving objectives. One unit or a combination of units can be

utilized by a group of trainees so that administration in a school district can

concentrate on one or more areas dealing with their preferred area of emphasis.

Cost of this training package is $129.95 for the set of all three units, or $49.95 for

individual units. The Coordinator’s Handbook, which contains directions for

coordinating all three units, is priced at $24.95 a copy.

Our purpose in undertaking this evaluation will be to determine whether or

not FWL should continue to print and market the training units or to stop

distributing the training units. The results of our proposed summative evaluation

will be presented to the board of directors at FWL. In this evaluation Ozobsmk

Corporation will come to a recommendation on the training packages based on

information such as how many of each units has been sold, testimonies from school

administration who have purchased these training units, observable impact that the

training units have had on each school, testimonies from personnel who have

undertaken this training program, and feedback from a panel of four school

administrators hired by Ozobsmk Corporation to help determine the educational

impact of the Determining Instructional Purposes training units.

Information for our final recommendation will be gathered using a varied set

of evaluation instruments. School administrators who have purchased the training

materials will be interviewed in order to gauge which training materials did they

purchase, why they bought the training materials, how have they been

implementing the materials into their school district, and has there been any

noticeable impact of the training on school personnel. In addition, questionnaires

will be given to school personnel who have undertaken this training program in

order to find out how effective they thought the training was, how effective the

coordinator was during the whole process, what areas of the training program

needs improvement, and would they be willing to undergo another training package

made by FWL. Furthermore, observations will be made of the training programs

being implemented during the training sessions.

Ozobsmk Corporation will also conduct training sessions on “test groups” at

our headquarters. Our corporation will bring in a few school administrators to

become the coordinators of the training session, in addition to bringing in groups of

school personnel that will undergo the training session. After the session is

completed we will have exit interviews with the coordinators to gain an

understanding of their thoughts on the training program. Finally, we will give all of

the school personnel a comprehensive test over the training in addition to exit

interviews as to their opinions on the effectiveness of the training program.

Finally, Ozobsmk Corporation will hire four experienced school administrators

review the training materials, write testimonies on the quality of the training

programs, suggest areas that need improvement, provide opinions on how they

would be able to handle implementing the training session(s) in their own school

district, and recommend whether they feel that these materials could be effectively

utilized in a school district. Also, these school administrators will collaborate to

create a final test for each unit. Consequently, we will now have a testing

instrument that will determine how well each person in our “test group” understood

the training.

The task schedule for this evaluation project should be conducted in the

following order (time needed for each task conducted will be in parenthesis):

1. Find out which schools who have purchased training materials (1 days)

2. Interviews with school administrators who have purchased training materials

(1 week)

3. School personnel who have undergone training fill out questionnaires about

the training program. (1 week)

4. Observation of training sessions at schools that have purchased training

materials. (2 weeks)

5. Panel of four experienced administrators look over materials and write their

written recommendations. (1 week)

6. Panel of four experienced administrators collaborate to create a final test for

each training unit. (1 week)

As stated above, Ozobsmk Corporation will be hiring five experienced school

administrators to help out with the evaluation project. Each of these administrators

has at least 25-30 years of experience in school administration. Dr. Larry Jones,

Dean of the University of Georgia, spent 25 years as a high school administrator

before accepting the position of Dean at the University of Georgia. Dr. Garret

Anderson, is the principal of Marietta High School, Seattle Washington, has been the

principal of Marietta High School for 27 years and will be retiring after this school

year. Mr. Derek Lowe is the principal of Ocarina Middle School, of Provo Utah. Mr.

Lowe is currently going into his 25th year at Ocarina Middle School, and was recently

one of the final three candidates for the position of Dean of Brigham Young

University. Finally, Dr. John Smoltz, Dean of the University of Boston, spent 23

years as principal of Atlanta South High School before being accepted as dean of

the University of Boston. Each of these school administrators has expansive

experience in the field of education and administration.
