Change Expert
BACKGROUND
Practical Action Consulting (PAC) – is the consulting arm of the International NGO Practical
Action. PAC annually works in over 40 countries and provides sustainable development
solutions to Governments, International NGO’s, the private sector and development
development
funders. The majority of our work falls within the broad thematic areas of sustainable
energy, markets for the poor, agriculture and livelihoods, knowledge brokering and
increasingly climate change.
JOB PURPOSE
To work as part of the International PAC team, supporting and driving the PAC climate
change activities within Asia, Africa and Latin America.
To define the target areas and strategic thinking on climate change issues, forming the
PAC position on climate change that feeds into the position of the Practical Action group.
To become embedded in the Practical Action policy team on climateclimate change issues through
regular, strategic liaison with the relevant Practical Action policy advisors.
To guide the development of proposals and expressions of interest for climate change
opportunities, providing advice and technical inputs on approach,
ch, methodology, team
composition etc.
To be actively involved in raising PAC’s profile in climate change issues amongst
government bodies, relevant organisations (think tanks, NGOs). While this role is biased for
Asia, the International Climate Change Expert will be expected to find methods of engaging
with these actors in Africa and South America.
To undertake fee-paying consultancy work as part of PAC International project teams for
climate change related projects. This could be in the capacity of team leader, project
manager, expert advisor, and/or technical backstopping.
• Climate change and adaptation policy analysis; review of energy sector studies and
adaptation plans; studies into low-carbon economy; engagement at senior government
level on climate change issues;
• Analysing the macroeconomics of climate change; engaging in the ‘language’ of
cost-benefit analysis of climate change policy and associated adaptation options, and
basic understanding of economic modelling concepts.
• Climate change impact analysis; climate impact assessment and monitoring activities;
analysing the sectoral (water, ecosystems, agriculture, energy, DRR impacts) of varying
climate change scenarios;
• Climate change adaptation planning with substantial knowledge of country/regional
vulnerability assessments and associated adaptation options; and identifying financing
modalities for intervention;
• Capacity development advisory services for government agencies; and negotiation
with government agencies on climate change policy
• Low carbon development approaches and programmes;
