"Colombia's Foreign Policy is a State Policy, guided by a commitment to protect and preserve the
national interest, and intends to seek a better inclusion of the country in the world.

Colombia's relations with the International Community, during the administration of the President
Mr. Álvaro Uribe Vélez, have been determined by such factors as: the policy of 'democratic security',
the global fight against terrorism and the dominance of security issues on the agenda world.

To this is added the Political process development and integration, which produced profound
changes in both regional and international stage and, consequently, have an impact on our Foreign
Policy.

It has been essential that the international community to understand the relationship between drug
trafficking, terrorism and groups outside the law operating in the country and its impact on regional
security.

In furtherance of this effort, the international community has supported the National Government's
efforts aimed at restoring peace, respond to threats to democracy, protecting the public and
effectively implement the Policy of Democratic Security, within a framework of respect Human
Rights, and Welfare and Security for all Colombians.

The result of these efforts can be seen, also, to the strengthening of International Cooperation
Programs to the Country, as well as increased Foreign Investment shows confidence in the National
Economy.

I believe that Foreign Policy is being driven aggressively by the Government of the day, has some
Entities that are working to strengthen the Foreign Policy and negotiations is achieving and / or
agreements with other countries to encourage the Colombian businessman.

Is not an easy task, but it is not impossible. It has appropriate human and material commitment to
strengthen our Economic Policy of Market Opening.

Cordially yours,

FERNANDO NOSSA PORTOCARRERO
