According to the Labour Minister, "Any worker who has completed 18 years of age

but not sixty and has been engaged in the building or any other construction work for
not less than 90 days would be eligible for the registration". Workers registering
themselves in this board will have to pay a monthly sum of Rs 20 that will ensure
these benefits:

(1) Pension of Rs 150 to Rs 450 after attaining 60 years of age and Rs 100 as family
pension.

(2) Financial assistance of Rs50000, to the families or the nominee, of the workers in
case of death due to accident during work and Rs 15000 in case of death

(3) For cremation Rs1000

(4) Financial assistance of Rs 5000 to purchase tools.

(5) Medical allowance of Rs 1000.

(6) Financial assistance for marriage.

(7) Housing loan

(8) Payment of insurance premium.

(9) Educational benefits

(10) Disability pension and other benefits etc.

1. The Building & Other Construction Workers


(Regulation of Employment and Conditions of Service)
Act,1996; and
2. The Building & Other Construction Workers’
Welfare Cess Act, 1996 .

AIMS AND OBJECTIVES


The above law aims to provide for regulation of
employment & conditions of service of the building and other
construction workers as also their safety, health and welfare
measures in every establishment which employs or
employed during the preceding year ten or more workers.
The exception made is only in respect of residential houses
for own purpose constructed with a cost not exceeding Rs.
10 lakh and such other activities to which the provisions of
Factories Act, 1948 and Mines Act, 1952 apply. Some of the
other main provisions of the Main Act are given below:
1. Provision for an Advisory Committee at the
Central and the State levels with the function to
advise the Governments concerned on such
matters arising out of the administration of the Act
as may be referred to it.
2. Provision for registration of each establishment
within a period of sixty days from the
commencement of work to ensure that there are
no malpractices and to discourage non-compliance
of law by circumventing.
3. Provision for registration of building workers as
beneficiaries under this Act.
4. Provision for constitution a Building and Other
Construction Workers’ Welfare Board by every
State Government to exercise the powers
conferred on, and perform the functions assigned
to it, under the Act.
5. Provision for immediate assistance in case of
accidents, old age pension, loans for construction
of house, premia for group insurance, financial
assistance for education, to meet medical
expenses, maternity benefits etc.
6. Provision for health and safety measures for
the construction workers in conformity with ILO
convention No.167 concerning safety and health in
construction revising the Safety Provisions
(Building) Convention, 1937. For this purpose
comprehensive Central Rules i.e. Building and
other Construction Workers (Regulation of Service
and Conditions of Service) Central Rules, 1998
have been notified by the Central Government.
7. Provision for constitution of safety committees
in every establishment employing 500 or more
workers with equal representation from workers
and employers in addition to appointment of
safety officers qualified in the field.
8. Provision for Penalties of fine and imprisonment
for violation and contravention of the Act

Construction trades
• Bricklayer, a tradesman who lays bricks to and construct brickwork. The term
also refers to personnel who use blocks to construct blockwork walls and other
forms of masonry.[2]

• Carpenter, a skilled craftsman who performs carpentry - a wide range of


woodworking that includes constructing buildings, furniture, and other objects
Carpet Layer is a tradesmen who specializes in laying carpets and flooring.
• Concrete finisher, a tradesman who works with concrete, which includes
placing, finishing, protecting and repairing concrete in construction projects.[2]
• Dockworker, is a tradesman that works at docks by rivers

• A heavy equipment operator drives and operates heavy equipment used in


engineering and construction projects.[4]
• Heating and cooling, is a tradesmen that specializes in water pumps and
furnaces

• Electrician, a tradesman specializing in electrical wiring of buildings and


related equipment. Electricians may be employed in the construction of new
buildings or maintenance of existing electrical infrastructure.[5]

• Fencer, a tradsmen who builds fences.

• Janitor, specializes in cleaning areas

• Laborer, tradesman proficient with air tools, hand tools, blasting, small heavy
equipment and assisting other trades. [1]

• Landscaper, is a tradesmen that specializes in gardening

• Painter and decorator, a tradesman responsible for the painting and decorating
of buildings, and is also known as a decorator or house painter.[6]

• Plasterer, a tradesman who works with plaster, such as forming a layer of


plaster on an interior wall or plaster decorative moldings on ceilings or walls.

• Plumber, a tradesman who specialises in installing and maintaining systems


used for plumbing, heating, drainage, potable (drinking) water or small-sized
industrial process plant piping.[8]

• Pipefitter, (also called steamfitter) is someone who lays out, assembles,


fabricates, maintains and repairs large-sized piping systems for industrial
processes which are typically under high pressure and require metals such as
carbon steel, stainless steel, and other alloys fused together through welding.[9]

• Roofer

• Steel fixer, a tradesman who positions and secures reinforcing bars and mesh
used to reinforce concrete on construction projects.[10][11]

• Steel erector, a tradesman who installs structural steel frames of building and
engineering projects. The components would usually have been prefabricated,
including all welded joints. Structural steel installation is usually crane
assisted and utilizes mobile elevated work platforms or scissor lifts as the
structure progresses. The work is executed in team using powered and hand
tools to bolt the steelwork together.[12][13]
• Tiler, a tradesmen who works on tile in peoples home.

• Welder is a tradesman who specialises in welding materials together.[14][15]

[Hazards to construction workers

The construction industry is the most dangerous land based civilian work sector. In
the European Union, the fatal accident rate is nearly 13 workers per 100,000 as
against 5 per 100,000 for the all sector average.[16][17]

The problem is not that the hazards and risks are unknown, it is that they are very
difficult to control in a constantly changing work environment. The two biggest safety
hazards on site are falls from height and vehicles, but there are many more (electricity
and being buried while working in excavations being two more examples). Some of
the main health hazards on site are asbestos, solvents, noise, cement dust, and manual
handling activities.
