IFE always has its challenges, but
L the events of the last few weeks
have demonstrated strongly that,
despite being inundated with
information we have well and truly
entered the ‘unclear age’. In spite of
extensive news coverage, many people are
still not sure about the issues that recent
events have raised. Should we support
military intervention in Libya? Should we
be for or against nuclear power? Are we
being told the truth? We have all been
affected by the events in north Africa and
the Middle East and, of course, Japan. So
we are covering them in more detail in this
issue while also remaining focused on
Trident replacement.
Of course these issues are not
unconnected. One common theme
linking them is how we must learn from
the past, understand the present and
work towards a safe, secure and
sustainable future. As always, whether it be
from the consequences of the earthquake
and tsunami, the nuclear disaster or the
violence and killing of civilians, our
thoughts and actions are influenced by
sympathy for the victims, admiration for
the survivors and those working to
improve the situation and anger and

disbelief at the behaviour of those who
either take callous advantage of a situation
or are responsible for it. However, these
experiences should also reinforce our
resolve to build a better future.
The terrible scenes of devastation in
Japan recall images of Hiroshima and
Nagasaki, while the fight to control the
nuclear reactors remind us of Three Mile
Island, Sellafield (Windscale) and
Chernobyl. The deaths and destruction in
Libya (also Bahrain, Yemen, Syria) are
echoes of so many times when violence
and war have been used to try and
resolve a difficult situation. Even
though we cannot do much to prevent
natural disasters, by understanding the
causes and underlying mechanisms and
employing intelligent and thoughtful
planning we can do so much to lessen
their impact.
We must learn from the
past, understand the
present and work
towards a safe, secure
and sustainable future

experiences we should recognise that

problems – we need to understand the
causes of conflict and stop feeding the
world with weapons as if that is the

only fair way to settle differences. We
have seen numerous times how
situations change when the military
takes over. It is civilians who suffer
most. Kosovo, Iraq, Afghanistan and
now Libya demonstrate the willingness
of military blocks such as NATO to use
new sophisticated weapons even against
defenceless people.
And then there are nuclear weapons
– including Trident and its possible
replacement. We need to question how
a supposedly civilised society can justify
possession of such a destructive force.
Nuclear weapons can indiscriminately
kill millions, even billions of people.
They represent the ultimate insult to
human intelligence and ingenuity
because although you need intelligence
and understanding to build them you
have to forget those things and also
reject normal human feelings of
empathy and compassion when
threatening to use them.
The arguments being made for
‘humanitarian intervention’ by western
governments focus on bombing and
killing, but they will not only kill the
people they were selling weapons to just
a short while ago. They will also kill
many civilians who get in the way
because they happen to live near targets.
For over 65 years now the Hibakusha
(survivors of Hiroshima and Nagasaki)
have been demanding another type of
humanitarian intervention – ridding the
world of nuclear weapons.
The UK can make a constructive
contribution to their demands by deciding
not to replace Trident and scrapping
nuclear weapons altogether. Such a

decisive and positive step in such difficult
times would be a fantastic way of sending
the people of north Africa and Japan a
humanitarian message of hope for the
future they so desperately need.

Learning the lessons of Fukushima

The human and environmental nuclear tragedy at the stricken Fukushima site continues to unfold. As
radioactive pollution is dispersed, contaminating air, land and water, there seems little can be done to
mitigate the long-term effects of this disaster, but there is still time for the UK and the world to learn
fundamental lessons, writes Dr Paul Dorfman.

ECENT EVENTS may prove
R challenging to potential investors in
nuclear capacity in the Middle East. More-
over, of the 350 new reactors proposed
world-wide, 100 are planned for the active
seismic Pacific ‘ring of fire’ region. And it’s
worth remembering that until recently the
French nuclear utility company EDF and
the French government were considering
nuclear expansion in Libya.
In Europe, political responses have
been mixed: Germany is looking for a
‘measured exit’ from nuclear power, other
EU countries have announced a temporary
hold. EDF’s Chief Executive takes the
view that new UK reactors will ‘have to go
ahead’ – maybe because of the £12.4
billion EDF has already invested in British
Energy’s UK nuclear sites.
In the UK, Energy Minister Chris
Huhne has called for Dr. Mike Weightman,
the Health and Safety Executive (HSE)
Chief Nuclear Inspector, to produce a
‘thorough report on the implications of the
situation in Japan and the lessons to be
learned’. But there’s a catch – in his letter
to the HSE, Huhne says he ‘wants to
ensure that any lessons learned from Mike
Weightman’s report are applied to the
UK’s new build programme’. Here, Huhne
seems to be pre-empting the HSE review;
despite the core concerns raised by Japan’s
nuclear disaster, there will still be a new
UK nuclear build programme. It remains
there remain fundamental questions that
still need to be answered on ‘what if’ issues
such as nuclear fuel supply and
manufacture, vulnerability to attack, rad-
waste, radiation risk, decommissioning,
coastal siting, costs and accident liabilities.
So far, nuclear construction in France
and Finland has gone dramatically wrong,
with huge costs and time overruns.
Additionally, our current rad-waste liability
has gone from £50 billion in the mid
2000s to £70-80 billion and rising. Add to
this £10+ billion liability for British
Energy’s plants, which are now owned by
EDF, and their decommissioning liability,
which still falls on the public.
There are also important safety issues
regarding the Generation III reactor
designs planned for the UK. To gain an
economic competitive edge, these reactors
would use ‘super-charged’ high burn-up
fuel that is significantly more radioactive
than conventional spent fuel and performs
very poorly when subject to abnormal
conditions so is liable to release a much
higher content of its fission product
inventory than earlier generation nuclear
designs. All this means that the proposed
reactors will be operating within a much

located on coasts vulnerable to sea-level

‘nuclear islanding’. In contrast, renewable
energy supply does not present the kind of
high-impact threat that nuclear does, and a
coherent renewable energy policy future is
more than possible.
For people to trust in the governance of
nuclear risk, the HSE NII review should be
required to take all evidence in public,
involve and include a legitimately broad
range of experts, and seek out a diverse set
of views about the viability of new nuclear
build in the UK. If the government is
serious about ‘learning the lessons’ from
Fukushima, and weighing their impact on
plans for new nuclear build in the UK, the
Nuclear Consultation Group welcomes the
opportunity to work with the HSE review
in an open and transparent way.

Although Trident is only occasionally at the very top of the news agenda, it is very much an ongoing
issue, with anti-nuclear campaigners – both inside and outside parliament – being a real thorn in the

any old small parts – they included vast
amounts of steel for making the submarine
hull! Since then, anti-nuclear MPs have
been making the point loud and clear that
this planned spending would be without
any parliamentary authorisation.

The time-line
The process of replacing Britain’s nuclear
weapons system is a long one, and the
current debate focuses primarily around
whether or not Britain should build new
submarines to carry the weapons system.
In March 2007, the MoD got the go-ahead
from Parliament to start the design process
off – but not authorisation to carry it on to
build stage. Since 2007, the process has with the so-called Initial Gate, when the work. Initial Gate was supposed to happen

In the original time plan, Main Gate –
which is when a decision is taken to
actually go ahead with making the subs –
was scheduled for between 2012 and 2014.
But now, as announced by the govern-
ment last autumn, this has been put off
until 2016 – after the next general election.
The reason for this delay is much
debated. Some people insist it makes no
difference – that everything is going
according to plan, and that Trident
replacement is unchallenged.
Others see the hand of the Lib Dems

But whatever the ostensible reason,
we can be sure that pressure from CND
members has made an impact: two and
a half thousand of us wrote to Liam
Fox using CND’s online email lobby
tool asking for Trident to be included in
the Strategic Security and Defence
Review. Although the overall position
wasn’t reviewed, this was the point
where a real cut was made in warheads
(see table opposite) and the Main Gate
delay was announced.
Much of our recent campaigning
against Trident has focused on the cost,
especially in the context of government
spending cuts and building for the recent
massive TUC March for the Alternative.
Together we gave out 40,000 Cut Trident
leaflets prior to the demo, and thousands
more on the demo itself, urging trade
union branches to affiliate to CND.

Why I voted against the attacks on Libya

parliament voted to
deploy British forces
in Iraq. Whilst the
hysteria of the
Murdoch press was broadly the same, the
atmosphere was very different and much
more restrained. Despite the government
winning by 550 – 15, many of those in the
majority had deep reservations,
particularly about the way in which
parliament had been corralled into
endorsing a decision that had already
been made. Britain desperately needs a
War Making Powers Act to give
parliament the authority and final say in
the deployment of British troops.

far there are no details about cost or

under the sea – perhaps in the English
Channel. French anti-nuclear
campaigners are worried that a serious
accident with such a reactor could
cause a ‘massive thermal shock that
will destroy sea life’. Concerns are
already being noted that the
seriousness of security, waste and

outcome is – sadly – the partition of
Libya into a client state in the East and a
pariah state in the West, with all of the
injustice and instability that will bring.
Once again the western nations see
solutions to everything in terms of arms
sales and bombing campaigns rather than
the real security of social justice and
respect for human rights.
The democratic revolutions sweeping
north Africa and the Middle East affect
all countries and no leader of an Arab
nation feels confident or secure. The
first uprising in Tunisia was of
predominantly young and poor people
from the south of the country, who’d
simply had enough of seeing their lives
wasted in unemployment and poverty,
whilst the leaders of their government
creamed off the nation’s assets. The
cost issues will not decrease in line
with the size.
Chernobyl birds have smaller
brains
Wildlife continues to be affected by
radiation contamination at Chernobyl.
Last year, BBC News described how a
detailed study showed a decline in
mammal species in the exclusion zone;
according to one of the scientists, ‘The
truth is that these radiation
contamination effects were so large as
to be overwhelming.’. This year, the
same scientists reported that the birds
living in that area have 5% smaller
brains than usual.

civilians – is not going to bring peace
and justice to Libya or help meet and
sustain the aspirations of the Libyan
people for freedom and democracy.
The fundamental issues require
political solutions. Yes, they take time,
but there is no quick military fix.

highly-radioactive fuel could result in
fallout over Norway many times
greater than that resulting from the
Chernobyl disaster. Minister Solheim

reprocessing at Sellafield.
Wind cheaper than nuclear
The EU’s climate change commissioner
has confirmed what anti-nuclear
campaigners have been repeating for
years: that wind power is cheaper than
nuclear power. In particular, the
Guardian reported her belief that the
costs of offshore wind power will
continue to decrease.

The census and Lockheed Martin
The world’s largest weapons manufacturer...
now collecting data for the UK 2011 census

census that is recording a wide range of
information on every person in every
household in the United Kingdom.
Many readers will also know that the
contract to gather the data for this
census was won by the Lockheed
Martin Corporation of Maryland, US,
who helped with the 2001 census.
Lockheed Martin is the world’s largest
weapons manufacturer: they make Trident
nuclear missiles and own a one-third share
in the management of the UK’s Atomic
Weapons Establishment, where they are
helping to develop the next generation of
Britain’s nuclear weapons. Currently, the
greatest area of growth for Lockheed
Martin is in ‘Intelligence and
Surveillance’, and as part of this work
the company has been moving into data
collection. Their Vice-President is on
record as saying, ‘We want to know
what’s going on anytime, any place on
the planet’.
Neither the UK nor US governments
will make clear whether information
gathered by the census falls under the
American Patriot Act if gathered in part
by a US-owned company, even though
US companies are legally obliged to pass
on to their government any data held by
them. Additionally, all information
outsourced to the US may be made

to private entities. So we have no legal
precedent as to whether, under the
pretext of national security, this census
information can be acquired by the US
government. The UK Office of
National Statistics claims that our data
will be safe but the UK government has
demonstrated on several occasions that

digital data containing personal records.
The data gathered by the ten-yearly
census is easily the most comprehensive
data set in the UK, and it is used
extensively for various socio-economic
purposes. Following the 2001 census,
6% of households in the UK failed to
comply over submitting their household
information. This meant that about
three million people were ‘uncounted’.
An investigation into this established
that the largest group of people who did
not comply came from minority
communities, some of whom may have
reason to mistrust the state, especially
the US, its government and
corporations.
Having Lockheed Martin gather
census information is hardly likely to
encourage compliance and this will
result in increasingly unreliable census
data. And one wonders whether the US
would be happy for a British weapons
manufacturer and surveillance company
to be collecting their census data!
By contracting Lockheed Martin to
do this work, what is a perfectly
respectable and useful socio-economic
activity may now be perceived as part of
the security world of intelligence and
surveillance. There will be a range of
ethical reasons as to why people may not
wish to comply; there is a strong
movement in the UK for investing in
ethical companies, and many people here
will not wish to boost the profits of a
weapon’s manufacturing company through
participating in this business venture.
