MEPL was declared the highest bidder in July 2009 for collecting and paying MSRDC
(Maharashtra State Road Development Corporation) Rs. 74 crore for 52 weeks. The sea-link
project being a Greenfield project did not have any past traffic record which is essential in any
toll management contract. The traffic data provided in the bid document had projected 65000
vehicles would use the Sea link.

The sea link was inaugurated in July 2009 and was toll operations started from July 5, 2009. In
the initial period only the south- bound carriageway of the sea link was opened to traffic which
was then doubled by adding the north- bound carriageway a few months back.

Since the company did not have any past traffic records, the anticipated diversion of traffic did
not meet up to our expectations as there is an existing parallel non toll road which commuters
use. We feel that once the Worli-Haji Ali sea link is established the traffic may go up thereby
increasing the revenues and bridging the gap between the projected and actual.
