Services Description
This document describe the Scope of Work required to be taken by the SM Creative
to maintain a best-in-class GSM/CDMA Radio Access Network according to the SLA
and network/service performance as required by OPERATOR.

The Field First Line Maintenance Services refer to maintenance service of Active
telecom Equipment on a BTS/TXN site (also including the BTS Repeater sites and
MW Repeater sites if any). SM Creative aims for further improvement of network
quality, optimizing the structure of the maintenance team and the maintenance cost,
improving the work efficiency, to ensure secure, stable and efficient network
operations.

SM Creative has expertise and skills while managing the network operations
properly.

The Vendor’s resources shall be well organized and allocated based in the field
and/or circles/regions, acting as an extension of the OPERATOR’s NOC (Network
Operation Center) and Second Line Network Engineering teams. The Vendor shall
also carry out all Corrective Maintenance procedures on these sites under the
direction of the NOC, and the Preventive/Routine Maintenance according to the
scheduled plans. The Vendor shall be responsible for the Field/Regional Spare Parts
Handling, Management and all related Logistics co-ordination.

Qualification of the personnel: -

All the personnel shall be fluent in Hindi and English in both writing and speaking.

FLM Engineer shall be minimum B.E. (Electronics, Telecom / Electrical / Computer


Science) passed in first class in an institute recognized by Government with 2~5
years of experience preferably in Telecom field.

Riggers shall be a 10+2 / Diploma / ITI in Electrical Engineering passed in First class
from institute recognized by Government, with minimum of three years experience,
preferably in Telecom field.

1 Scope of work:
The vendor will be mainly responsible for preventive, corrective & planned
maintenance of Active and any other FLM related activates as specified below or as
required by OPERATOR.

A summary of the activities to be carried out by the Vendor’s First-Line Maintenance


(FLM) staff includes:
 Regular preventive Maintenance
 Corrective maintenance(at the time of outage using trouble ticket)
 Planned Work (as desired by OPERATOR using work orders)
 Spares Parts Management co-ordination
 Regular and ah-hoc reports in relation to all the FLM activities in the format as
required by OPERATOR.
 Any other task related to FLM requested by OPERATOR within SOW.

The Vendor shall provide by itself the service inclusive of all overheads required to
perform an end-to-end service, including but not limited to:
 Appropriate transportation, including vehicles
 Communication
 Regional/Cluster (field) operations office, office facilities
 Sufficient O&M Tools, etc.
 Any travelling expense and accommodation in relation to FLM by Vendor

In-scope Equipment
The following are the network equipment under the FLM Services taken by the
Vendor.
 GSM/CDMA Equipment
i. BTS
ii. And all related connections, IF and RF cables, Optical fibers, TMA,
antenna, etc.
 Microwave Transmission Network
 IP Network, including MPLS and Leased Line, etc.
 SDH/MUX Equipment and DDF/ODF in both BTS/TXN and Core Sites

The vendor shall conduct network equipment and site acceptance when entering into
the FLM Services. The vendor shall perform periodical inspection, cleaning and
maintenance of all items listed above, the generic scope of work is described as
below.

1.1 Services Description
1.1.1 Preventive Maintenance:
The vendor shall perform periodical inspection, cleaning and maintenance of all items
listed above, the generic scope of work is described as below but not limited,

(A) Preventive Maintenance on BTS/TXN Sites

a) BTS Equipment:
Inspect BTS equipment monthly, including:
• Inspect the BTS and the termination to transmission, power and grounding
• Check the running status and whether any alarm is raised
• Check the cabling. labeling and connections
• Test the grounding of the system
• Check the VSWR and take immediate action if abnormal.
• Check the antenna system
• Replace the faulty units in case of failures or under the request of
OPERATOR.
• Test with the tools and equipment for trouble shooting.
• Perform modification of the equipment as per request of OPERATOR MS
team. e.g. antenna modification like azimuth or down tilt etc.
• On-site Call Quality Test (CQT) Clean Equipment rack, fan, filter,
cable etc
• Check the issues caused by third party equipment and/or
facilities, report and escalate to OPERATOR NOC and the relevant third party
as per SLA for the fault rectification, co-ordinate and monitor third party
performance/SLA until resolution.
• Check the circumstance and ensure to meet the equipment
running environmental requirement according to the product manual, like the
temperature, humidity, dust limit, AC/DC voltage, site security related
(potential) issues. If any abnormality, report to OPERATOR and escalate to the
3rd parties.

b) Transmission equipment:
Inspect the transmission equipment monthly, including:
• Check the running status of Microwave transmission and SDH/MUX
equipment, ensure it runs normally as per planning parameter and there is no
active alarm on the system.
• Check alarms on indoor and outdoor units.
• Check alarm history using Local Maintenance Terminal.
• Check levels and settings correspond to link path budget / initial engineering /
commissioning test results using LMT, e.g. Rx signal level indication,
Baseband BER, Tx output power setting etc.

• Perform local and remote loop back tests on the base band as supported by
the equipment.
• Check interface cables and connectors between IDU and ODU.
• Check the traffic cable and connector of transmission part (include E1 cable &
IF cable)
• swap out any defective parts
• Verify antenna LOS to far end site is unobstructed by anything newly erected
in the vicinity and also that antennas are aligned as per original specification.
• Pan link if Receive signal level low or dish disturbed or replaced.
• Perform internal electronic fade margin test (if equipment supports this)
• Commission link if necessary.
• Check the IP network equipment, including MPLS and Leased Lines, etc.
• Inspection of the DDF and ODF, ensure the POIs and cabling / labeling /
connections properly in place.
• Clean transmission equipment, DDF, ODF, equipment fan, equipment filter etc.
• Test grounding of all the transmission equipment.
• Check the issues caused by third party equipment and/or facilities, report and
escalate to OPERATOR NOC and the relevant third party as per SLA for the
fault rectification, co-ordinate and monitor third party performance/SLA until
resolution.
• Check the circumstance and ensure to meet the equipment running
environmental requirement according to the product manual, like the
temperature, humidity, dust limit, AC/DC voltage, site security related
(potential) issues. If any abnormality, report to OPERATOR and escalate to the
3rd parties.

c) Antenna/Feeder/Cables/TMA:
Inspect the following items monthly:
• Check whether the antenna & feeder cable is damaged or broken (blown down by
wind) or stolen. Check whether the iron tower involves pitfalls, e.g., whether the
supportive rod or horizontal bar is sturdy, whether it is broken or bent, whether
the anchor nut is lost. Make correction in time if any problem is detected.
• Check whether the labels are affixed sturdily and printed correctly. Make
correction in time if any problem is detected.
• Orientation of cables (data, power, grounding, feeder, IF ect) shall be done in
such a manner that over all quality of workmanship is visible, EIA/TIA standard
for cable lying shall be followed.
• Check whether the surroundings have changed, whether large obstacles exist.
Keep records and report the information.
Inspect the following items semiyearly:
• Check antenna, TMA & feeder cables, water prevention, lightning protection and
grounding of the BTS antenna & feeder system. Make correction if any problem is
detected.

• Test the antenna, TMA & feeder cables. Measure the VSWR and isolation of the
cable through an instrument (not required for the bipolarized antenna). Save the
original data in the computer.
In case of special weather such as typhoon and storm and rainy season, perform the
safety inspections for the tower, antenna & feeder cables and lightning ground in
time after elapse of such weather conditions.

1.1.2 Corrective Maintenance:

The goal of the corrective Maintenance is to identify, evaluate, fix and report any
fault(s) that may appear on OPERATOR sites as per industry standards in minimum
time. OPERATOR will evaluate the performance of the vendor based on mean time to
restore (MTTR) value calculated for that site on per event basis and averaged on
monthly basis by OPERATOR; details of such calculations is presented in Chapter 5.
The vendor shall try to restore any fault before the targeted value of restoration time
assigned as priority of the site as mentioned in Annex 2 – Service Level Agreement.

General:
The vendor shall collaborate with OPERATOR to perform simple fault handling for the
equipment mentioned in “scope of work” earlier in this document.

The vendor shall keep on duty throughout 24 hours, 7 days a week, and shall arrive
at the fault site to support the fault handling immediately after receiving a trouble
ticket.

The vendor shall identify and resolve fault under his assigned scope (FLM), during
such work he will keep OPERATOR field operations/OMC staff updated, at completion
the vendor will present a comprehensive root cause analysis along with steps taken
to solve the fault (for future references).

Since spare management is in scope of the vendor therefore collection from


OPERATOR warehouse, transportation to fault location, use and return (if not
used/faulty part) to OPERATOR designated warehouse shall be under responsibility of
the vendor. All related costs shall be borne by the vendor. Spare parts for BTS,
Transmission will be identified by the vendor before start of each quarter; these will
be purchased by OPERATOR and managed by the vendor.

Vendor shall keep a record of used spares, this information should be


sufficient to calculate mean time between failure (MTBF) for any part.
Spares shall be provided by OPERATOR, housed by the vendor for
telco and non-telco equipment.
All tools shall be purchased by the vendor at its own expense. All the
consumables for the FLM shall be under the responsibility of Vendor.

Trouble ticket will be issued by OPERATOR for any fault on site, upon
receiving, the vendor shall use its resources to resolve the trouble
and close trouble ticket. Time in both cases shall be noted by
OPERATOR and this time will be considered final for calculation of

MTTR or any other KPI as desired by OPERATOR. During the course
of failure the vendor will keep OPERATOR updated on steps taken to
resolve the failure condition.

1.1.3 Site ATP to FLM


FLM Vendor shall participate to do site handover test and acceptance
process with the project team of OPERATOR when the site on-air and
entering into FLM. The Vendor shall ensure the scope of works for the
site ATP done in a smooth and efficient manner, the adequate
personnel and related resource shall be also ensured to handle those
activities.

Resource Assumption

1.2 Introduction:
Resources required to meet MTTR & KPI for the ‘scope of work’ shall be arranged by
the vendor at its own cost, these resources include skilled human resource, vehicles,
offices, tools and consumables. Resource calculations shall be shared with
OPERATOR.

1.3 General Requirements:


These requirements shall be taken as a guideline, assumptions are taken on lower
side, and however the vendor can plan resources such that it meets minimum
assumptions and are sufficient to meet the KPIs.

Team Configuration: Each 45 Sites should have 1 dedicated FLM Engineer


and 1 dedicated Rigger with one dedicated tool kit with them and a motorbike for
movements. For one cluster one dedicated Car for spares movement, one
dedicated Site Master (VSWR + Power meter) and other mentioned tools
whenever required. If site quantity is less than 40 No.s then dedicated car need
not be provided.
