The following email, from Whatcom County Executive Pete Kremen, is in response to
Lori’s recent email to the Whatcom County Council, the County Executive and other
elected and appointed officials in Whatcom County.
The purpose of the email was to communicate her point of view of Bill Elfo’s actions
with them, a letter she wrote to Bill Elfo and to advise them of where to find further
information. The central point of the communication, I think, was to advise them of
ethically corrupt actions within the WCSO, hopefully to inform them of things that they
would not otherwise not likely hear from Elfo himself. At least that’s my take on it.
Lori is right when she stated that they might already be familiar with me and that I
might already be a thorn in their side (lol). I’ve been hammering the topic of Whatcom
County’s involvement with the United Nations affiliated NGO’s (non-governmental
organizations) known as ICLEI and ICLEIUSA for some time now and the links and
goals are stunning, frankly.
Having said that, the response from Kremen is baffling and incoherent. The entire
context of Lori’s communication is about her well founded concerns about Elfo’s
leadership and over ethical matters within the WCSO, which is still a Whatcom County
government department of the County Executive branch that Pete Kremen is
responsible for overseeing last time I checked. The ICLEI comment was essentially
Lori’s written shrug and “What can I say…” defense of me and a detached sideline
characterization of yours truly.
By the way Pete, I hear ya… *wink*. ICLEI and ICLEI USA are about as detached and
removed from the United Nations as a local Chevy dealership is from General Motors.
They are BOTH selling a product in the US, and the product terms of use are legally
binding when you sign that contract, which you did. So the word games, non-profit
NGO’s, Public Private Partnerships (PPP’s) and corporate shell game canards are
interesting, but irrelevant to the discussion.
The fact is that they are BOTH promoting and urging the implementation of a United
Nations agenda, which is very well documented, in the United States and bypassing
constitutional mechanisms, all of which is occurring without a vote or any say by We
The People, and wholly unaccountable to any traditional American processes and
bypasses the United States Congress and the Washington State Legislature entirely!
I can understand not wanting to respond directly to the allegations without getting
more information, or further review, but to ignore it completely? Wow. Not so much as
an “I was unaware. Let me check into it and get back to you.”? On top of that, to go off
on a completely unrelated ICLEI tangent? Double wow.
This is a serious matter that has affected us personally and the life of at least one
young girl that I’m aware of. It’s disturbing to me that it was completely ignored by the
one person that should’ve been there to offer, at the very least, a message of support,
ideally stepping up and showing true leadership.
Pete, can we get a comment about the information Lori provided to you, the County
Executive of Whatcom County and defacto supervisor of all county departments,
including the WCSO?

Thank you for your email. I just wanted to clarify your comment regarding ICLEI.
Whatcom County is a member of ICLEI USA, which is a separate non-profit
organization from ICLEI Global. Here are the different mission statements according to
their websites:
At ICLEI USA our mission is to build, serve, and drive a movement of local
governments to advance deep reductions in greenhouse gas emissions and achieve
tangible improvements in local sustainability."
ICLEI USA is not a United Nations agency or controlled by the U.N. in any way. It is an
independent nonprofit association.

I’m sending you an e-mail that I’ll be sending to Sheriff Elfo. He’s up for re-
election and there are things that have happened under his charge that need to have
the light of day shed on them. There’s a reason that two of his own deputies are
running against him.
Some of you are familiar with my husband, Paul Murphy. He may in fact be
a thorn in your side as he is adamantly opposed to the county’s agreement with ICLEI,
a sub-organization of the United Nations. What can I say; he’s a fierce researcher and
not shy about letting his opinions be known. He is also honorable and trustworthy. If
you were ever the victim of a crime, you could count on him to do his utmost to help
you, regardless of where you stand politically. I have written a couple of letters
explaining in depth the situation regarding Steve Cooley and have posted them on

the letters I’ve posted the documents that support my allegations. As public servants

It flies in the face of reason that you promoted Steve Cooley merely because
he was remorseful for his actions. In your capacity as Sheriff, you fired Andy Koch for
making a lewd, crude remark in public to a woman who was not his wife. Somehow,
that seems rather minor in comparison to what Deputy Cooley did and yet, Andy got
fired. It’s not relevant that the firing was contested and that your office settled out of
court for wrongful firing. It’s an example of a blatant application of different standards
to different individuals. Lt. Ferry was fired for alleged sexual harassment of an intern
but Sgt. Cooley doesn’t get fired for his misdeeds? Chief Moyes got demoted all the
way down to sergeant for misappropriating a water cooler bottle (that’s what I’ve
heard) but Sgt. Cooley didn’t get demoted back to patrol deputy?
