philosophy of life. Sadguru Ranbir Jingga died in 2008 at age 62 due to cancer . He was the

THE STRATEGIC INTENT OF 1 MALAYSIA PARADIGM.

“We have a dream”

From the steps of Lincoln Memorial on 28th August 1963, Martin Luther King Jr. delivered
the “ I have a Dream” speech. He spoke of a One Nation with One Destiny where blacks and
whites among others would coexist harmoniously as equals with a guarantee of unalienable
rights of life, social justice, economic equality, liberty and the pursuit of happiness with clarity
and certainty. That day became the defining moment for all peace loving Americans and
unborn generations.

He envisioned a beautiful fabric of brotherhood where man of all colors and believes would
join hand in a symphony of racial justice, economic prosperity an a matrix of unity in diversity.
That insurmountable mountain of envy spiced discords evaporated when African American
Barrack Obama became the 44 President of the United States of America.

On 3rd April, 2009 when Datuk Seri Najib Tun Razak received the Rod of Power as the 6th
Prime Minister of Malaysia, he delivered “ Malaysia has a Dream” speech of reshaping the
destiny of the nation with 1 MALAYSIA- One Vision of Unity in Diversity, economic equality,
social justice with security, poverty eradication and a just system of prosperity and meritocracy
; devoid of political games of confusion, deceit and showmanship extravaganza .

Datuk Seri Najib Tun Razak „s mission to travel into the future as a Commander in Chief
rests on the three dimensions : One United Malaysia, People As First Priority and
Performance based Balanced Scorecards. His missions for the nation encapsulates the
challenges faced by this young nation.

Let us look at the pathway of a vision with starts with a “Strategic Intent” at concept to
execution.

At the beginning of this vision, there would be a romantic swells and ripples of energetic
enthusiasms. Everything would appear spring like and the smells of the fresh fragrance of the
flower would be pulsating in the air. As the essential work begins to grind in and forest of
frozen stigmas has to be unfrozen, it is easy to be caught in the turbulence of discontent.

Now it is no longer a 100 meter dash but a long grueling marathon race and perhaps a
decathlon. The gladiators with the second wind, the inner power to last the winds of the harsh
dry desserts has to be found, tamed, trained and put in the commander‟s seat to become the
centers of influence. Running the decathlon, passing over the summits and crossing the
finishing lines of each events require an extraordinary faith, discipline, dedication and
determination in oneself.

Where is the magic button for the direct connection with the power house within to keep
running through all the mirages at a sizzling heat momentum to finish the journey and receive
the rewards of the accomplishments? Where is the starting point for the formation of the Ivy
League? Even with the best of intentions, we can still get derailed or experience a mid air crash.

Chapter 2
THE STRATEGIC ARCHITECTURE OF 1 MALAYSIA.

In reshaping the destiny of the Nation, Prime Minister Datuk Seri Najib Tun Razak has
crafted the vision of One Vision for United Malaysia. The nation is now in extreme
hunger for the strategic architecture of One United Malaysia for the “Map is not the
territory”. There has to be specific timeline, deadlines and hook points for strategic
implementation of quantifiable integrated nation building management solutions.

His maiden speech as the Prime Minister sold the concept of a dream. Now the nation is
waiting for the “Constructive Reframing Model and Process Strategy” with the systems,
structure, objectives, goals, targets, self auditing and damage control consoles. It is time
to connect the dots based on trust, connectivity, affinity and communalities.

The best political speech would fail to leave a foot print in the sand, if the right tools
and resources in terms of training, education, information and technology and time are
not given to the people in a bite size that the can chew, swallow digest and assimilate
within the priorities of their daily living.

Before that we need to decide on the starting point of this mind navigator. The empire
of the future is the empire of the mind. The intellectual, emotional, spiritual, religious
and divinity quotient of the people is changing at a dramatic, fast and furious pace.

There has to be an outside the box, approach to creativity and innovative thinking . The
solutions to these challenges has to be so diverse and no longer could be in packaged
“one size fits all” canned solutions.

The strategic architecture needs to look at three stages, each stage is very fluid and
dynamic and should not be seen as a frozen, static milestone that needs to be crossed
over on a turbo speed high gear. The three stage evolution would be :

a. Collision : Emotional build up to 1969 racial conflict


b. Coexistence : The present era
c. Collaboration : The 1 Malaysia era

We have to accept, admit and recognize the cultural and evolutionary difference of the races
and this would bring the nation into a collective stage of coexistence where the people live in
harmony in tolerance to the other races in the country.

The collaboration stage is the United Malaysia phase where everything is negotiated
through social justice and economic equality parameters devoid of discriminatory race based
policies in the administration of the country.

ORGANIC NEED FOR WHOLESOME CLARITY AROUND THE CONCEPT

Too many people are claiming to be members of Najib‟s “Think Tanks on 1 Malaysia
Concept” whose number is greater that the army tanks of the nation‟s military
armament. Consulting firms are cruising in like hungry sharks for the first bite at the
lucrative outsourcing business. Idea hijackers are walking tall in sheep‟s clothing and
prayer mats pretending to be honest and pious negotiators for the new administration.
Some political speech writers are still infested with obsolete dogmas . The opposition is
quick to aim its war machinery at the first 100 days of achievements. Then there is the
infamous master illusionist predicting the change of government within months that
would eclipse the 1 Malaysia concept. Why shouldn‟t the people be stressed over the
flavor of the lofty slogans.

In the midst of all these excitement, confusion, aspirations and anxiety, Najib
Administration needs to be focused with clarity and certainty as they shift their
administration higher gears in tandem with the surge of responsibility crystallizing
before their eyes.

For now, let us look at the One Vision, 1 Malaysia dimension.

In the minds of a common man, this is a herculean task. What is that we can do now
that was not done in the past? Where exactly is the seed capital for this dimension?
How can Najib Administration reshape the destiny of this young nation in the light of
past experiences, current options and future potentials? Achieving this vertical is crucial
for the sustainable future. How can the new administration place their finger on the
pulse beats and the heart rhythms of the 26 million strong plural population?

Where is the point of convergence or The Kiblat for the strategic intent : One Vision, One
United Malaysia ? Where is the Najib Administration compass pointed to ? How should it
ascertain the way to calibrate the milestones, identify the hurdles, set the bearings, label the
instruments of transformation, read the vital signs of the demographics, upgrade the priorities
and master the destiny.? Here is what V.I.S.I.O.N would mean for the common man.

HOW DO WE MOVE BEYOND CONCEPT TO EXECUTION WITHOUT
KILLING THE STRATEGY ?

The Map is Not the Territory. The 1 MALAYSIA concept is beginning to attract an ever
expanding ripples of popularity, energy and resources in the media, by the public officials
and in the prominent social sectors. The concept holds such high promise.

How do we take the big steps forward to harvest the fruits sooner? How do we move
forward and grow with the new paradigm. Knowing the even well executed time sensitive
strategy does not evolve on its own.

The administration needs a very well thought out rigorous plan to encapsulate all the
great buy-in from the various segments of the community. The people should feel the
emotional and harmonious benefits and rewards of achieving the objectives, now tomorrow
and foreseeable future.

Where is the game plan to win the hearts and minds of the rakyat at all levels of the
society? How do we connect the paradigm with the dreams of the people. How can be the
paradigm shift from communal based politics to 1 Malaysia be personally satisfying? The
political party needs rebranding, the government needs rebranding and the mind nation
needs to be rebranded into 1 Malaysia – Unity in Diversity.

What are the steps that need to be taken so that what is in the Prime Minister‟s mind is
delivered? How do we get the people to buy-in and own up to the commitments? Isn‟t the
process just as important as the results? Where is the carrot and where is the stick?

One size does not fit all. What is the best course of action for us as we take the small
steps in the direction of examining the principles and strategies that will enable the
paradigm shift principles could be translated in all the communities? Our path to victory
requires us to understand the strengths, weakness, opportunities and threats ( SWOT ) that
will help us to act in a strategic way.

STATE OF BEING BE MANIFESTED?

It is time for a more rigorous definition and a clear cut identifiable scope of human
activity that transcends popularity and political fascination. In the absence of a right
definition with clarity and certainty, the concept of 1 MALAYSIA would run the risk of
assignation by an ever expanding tribal political warlords from the opposition tents and in-
house self-sabotaging skeptics who are still blur due to myopia of understanding.

What should stand on VERTICALS and lay on HORIZONTALS that would immediately
shift the resources from the mental concept state of being to higher manifestation with
greater productivity, performance and growth?.

In a nutshell, how do we give birth to the 1 MALAYSIA in real political time? So that
the concept does not become a flavor of the month that turns stale, become structurally
immobilized and experience a spent vital force leading to premature decay.

Here is a cluster of dimensions and disciplines that would clearly define the midwifery
with specific timelines, milestones towards a predetermined desired results – the birth of 1
Malaysia.

This is the deliberate creation pathway of 1 Malaysia from concept to execution,


mapping the transformation successfully for the competitive advantage of the government.

Peace Education Dimension

The starting point as a tool of transformation lead by thought integration is the philosophy
of Peace Education : The Power Behind the Throne of Unity in Diversity – the One Vision, 1
Malaysia.

If we view the nation as a healthy and vibrant living organism, then we need to look at
Peace Education as the pharmaceutical new chemical entity. Our focus then would be at the
pharmacokinetics and pharmacodynamics of the healing agent called the World Peace
Education Conventions ( WOPEC ) with the DNA of transformation and integration it
encapsulates. To expand the concept of peace education, a regular WOPEC be held making the
epicenter of Peace Education in the Asia Pacific Region.

Agropolis Dimension – “ Urban Agriculture “Definition and Development

What is the impact , agriculture has on environmental enhancement and sustainable


enterprising community development? The answers lies with relocation of TEKUN ( Tabung
Ekonomi Kumpulan Usaha Niaga ) Initiatives now being parked under the Ministry of
Agriculture. The Najib Administration has placed greater importance of enterprising
community development through agriculture and agriculture related industries; this will have a
bigger impact on farming and food systems on a national scale.

During the 1994 initiatives of Marrakesh Agreement, the founding of World Trade
Organization and the inclusion of agriculture in the free trade agenda, the subject of urban
agriculture came under the spot light of prominence. This led to the twenty first century
resolutions and global initiatives for the sustainable management of the environment and the
natural resources.

There is a worldwide recognition of the threats to humanity by climate changes; agropolis is


now in the forefront to address crucial issues related to food security, trade imbalance, organic
farming, sustainable natural resources management and socio economic development of
enterprising communities. There is an integrated approach to environment enhancement
through urban agriculture, public policy negotiation, environmental engineering, education and
information sciences.

Urban agriculture is "an industry that produces, processes and markets food and fuel,
largely in response to the daily demand of consumers within a town, city or metropolis,
on land and water dispersed throughout the urban and peri-urban area, applying
intensive production methods, using and reusing natural resources and urban wastes,
to yield a diversity of crops and livestock" (Smit et al., 1996: 3).

Urban agriculture specifically urban food production received worldwide importance


in the 1970s and had been expanding rapidly throughout the world, particularly in
South America, The Caribbean, North America, Western Europe, Asia and the pacific.

Changing government policies, planned urbanization strategies, prominence to
agriculture development policies, having a stand alone agriculture ministry, soaring
unemployment due to economic turbulence, falling purchasing powers and global

This can be done through the setting up of 1 MALAYSIA DEVELOPMENT RESEARCH


CENTER ( OM-DRC) . This center can communicate strategy to members of parliaments and
Ahli Dewan Undangan Negeri (ADUN) using relevant contents and language. These
government representatives can then apply strategic formulation in defining how the strategy
matches their requirements and what alignment would be required. The OM-DRC would
ensure that the strategy implementations is on board and on track to a predetermined outcome.

Harvard Project on American Indian Economic Development which was released in


2001 by the Kennedy School of Government at Harvard, proposal of a Nation Building
Model of Economic Development.

The project defined Nation-building as: "Equipping Nations with the institutional
foundation necessary to increase their capacity to effectively assert self-governing

and opening tradeshows.

There is a great need for 1 Malaysia Think Tank like that of Microsoft in designing,
developing and delivering the verticals and the horizontals of 1 Malaysia.

The lesson has to be a clear process of defining and designing the main framework of 1
Malaysia. The government should seek broad input from the society to participate in
the strategic architecture phase in each of the ministry. Let the ideas bubble up from
the communities as even the low levels of the society help plan the targets . This will
help the respective communities develop a sense of ownership of the strategic
formulation and strategic implementation phases of the above model.

If the main frame of 1 Malaysia is build by the cabinet inner sanctum at a fancy off-site
resorts, cocooned deep inside their own hot air aspirations, it will definitely lead to

What can we learn from “ The Secret” movie in nation building as we move through
the age of transformation? Malaysia is a living organism and like all living organisms,
it has to continuously shed its skin regularly.

In the 1800s, the United States was called the melting pot as immigrants braving the
dangers of long haul travels to reach the Land of Hope and Eternal Prosperity added
their cultural identity to build a new world order.

There was a need for the shedding of some elements of cultural sovereignty and
isolation to enable immigrants in appreciating and adopting diversity to become the
citizens of the United States. The new communities have been enriched when the
immigrants focused on nation centered views as they moved beyond the emotions of
self centered views.

Throughout the world, the clock of cultural change moved forward only a few seconds
every year due to the presence of myopic junior tribal leaders. If we do incremental
change, how many decades would it take us to reach our vision of a United Malaysia.

Instead of the Prime Minister selling the Vision of 1 Malaysia, how can his
administration encourage and help the people to buy it ? How fast can we move out of
the Collision Zone completely, have a short hibernation in the Coexistence Zone and do
a quick pole vault into the Collaboration Zone? The 1 Malaysia Vision is a cohesion of
cultures, belief systems, values, myths, history, heroes and speed traps.

A “culture” is a group behavior of two or more people with a shared purpose. Birds

When we trace back the foot prints of culture development, it goes back to the

There should not be an underestimation of the importance of cultural integration.


It is not possible to build one SINGLE national culture within any given time frame.
Malaysia evolved over 50 years as an independent nation and many political
leaders have done their best to form a cohesive and integrated national culture
through diversity. The progress of cementing a national transformational culture
has been slow to reach a harvest ready maturity.

Tribal leaders will stubbornly cling to the old culture they know best. We are
already seeing violent objection to teaching Science and Mathematics in English. In
the late 1970s the political leaders relegated English as a “Not an important subject”
today live to regret their decisions. Three generations of students have missed an
opportunity to master an international language. Every push button technology of
the future is going to be in English and Mandarin , do we want to let the myopic
tribal leaders have their way of affecting the future of the present and unborn
generations and their livelihood because of language handicap ?

How can we form kinetic focus group meetings in all public universities to
redesign the cultural integration so that the nation can blaze new trails at the speed
of bullet trains?

Isn‟t it time for the country to set up a NATIONAL UNIVERSITY FOR PEACE
STUDIES where the nation as a living organism relentlessly pursue an agenda of
cultural integration and peace education at the speed of a revolution?

in collaboration with the United Nations University of Peace would be able to TO
DESIGN, DEVELOP AND DELIVER a curriculum on PEACE EDUCATION AND
CULTURAL INTEGRATION.

Culture.

This young nation should now hold peace education conventions at district, state
and national level. The year 2010 should see Malaysia hosting a World Peace
Education under the auspices of the International Association of Educators for
World Peace ( NGO United Nations ).

1 Malaysia strategies initiated in unsupportive cultural environments would tend


to have a pre-matured death within a year. In contrast, 1 Malaysia Initiatives that
are supported by the education are likely to have the momentum and impetus for
long-term success.

In order to achieve sustained results, 1 Malaysia Initiatives must be linked with the
creation of more supportive peace education contexts in all schools.

Education influences our choices in life and determines the character-hood of our
being as humans. The long term peace, stability, security and prosperity solution of
this nation has to be a peace education solution. The birth of a new peace revolution
in this region could be set of by Malaysia hosting the First World peace education

Peace Education is a ultimate panacea for national integration of communities. For

designed specifically to assist the government, community leaders and the society
in their efforts to build supportive cultural environment for acceptance and

Phase One : The Concept

This phase details a clear picture of the current scenario in relation to the
future scenario by creating the vision of the future. This is looking at the
forest and the big map although the map is not the territory. This phase
provides a broad-scale introduction of concept and integration of the timeline
strategies for behavioral measures.

Phase Two : Leadership Commitment at Cabinet Level

The cabinet would pre-determine and set the parameters for the strategic
design, development and implementation of the Peace Education protocol
into the Nation Building Agenda. A decision would be made here if the peace
education agenda should be implemented at a rapid fire revolutionary phase
or in a more evolutionary phase to maximize the success in short, mid and
long term time frames.

Other issues that need to be thought out would be :

a) The establishment of a Peace Studies Department working in collaboration


with the Ministry of Education and the Ministry of Higher Education?

b) How other ministries could incorporate 1 Malaysia Peace Initiatives within


the framework of activities of these ministries?

c ) What are the best strategies for introducing Peace Studies and Peace
Education in the Nation Building Agenda?

d) How the members of the opposition be invited to contribute in terms of


leadership steering in the communities they represent. What should be the
structure and composition of the tasks forces.

e) How long should the incubation period be and how would


implementation and intervention strategies be determined and their impact
be measured

Phase Three : Curriculum design and development

In this phase the elements of impact of peace education on the culture, ethics,
ethos; learning climate and materials; ministerial support systems; teacher
training, shared values, integrative learning experiences, speed of innovations
and intervention strategies would be encapsulated. How all this is going to
impact the current and future generation of students, the communities and
work force would be conceptualized.

Phase Four : Curriculum introduction.

The earliest stage of curriculum introduction would be in the form of workshops and
establishment of the climate where the Peace Studies subject can be formally introduced in
the main frame education system of the nation through the sense of community and
shared vision visitations.

In these workshops the participants, community leaders and educationists would be able
to crystallized the desired future state of existence that would impacting the organizations,
community and society.

Feedback from this workshops would answer strategic design questions useful for the
conceptualization of a national peace education framework sprinted up from current
realities. The most common strategic design questions would be :

a) How would peace education have an impact on the economic and social cost of human
capital development.
b) How would the entire fabrics of the population be woven together under the umbrella
of peace education.
c) How would the past influence the future with the current frame of reference i.e the
peace education agenda.
d) How best could the peace education be taught in schools and institutions of higher
learning in an attempt to find lasting solutions to future crisis?
e) What could be done to win appreciation and support for buy-in from the communities
at large?
f) What behavior assessment could be put in place to measure the unfoldments of
consciousness and patriotism through peace education. ?
g) How would the communities and political mechanisms do a self evaluation , self
assessment and self auditing of the impact of peace education on the holistic well
being of the nation?
h) At what timeline can the syllabus of peace education should be reviewed and altered
to deliver the impact desired by the nation.

i) How specifically would NGOs and ( Peace Education Activities for Cultural
Evolutions ) P.E.A.C.E. Club contribute with volunteer activities and generate new
ideas for implementations.
j) What activities could be organized to celebrate the National Peace Day on September
11. ?
k) Could Peace Entrepreneurship be a lucrative career potential in the future?

Phase Five : Management of resources

At this phase the focus would be on ascertaining what mechanisms resources are
currently available and under utilized that could be used to perpetuate peace
consciousness ? Could community leaders, the armed forces, the national defenses corps,
the hospitals be used as centers of influence and communication channels to help
implement the verticals and horizontals of 1 Malaysia. In times of peace, the majority of
armed forces personnel are hibernating in barracks; can these group be used in nation
building activities like in Cuba?

Some of the pertinent questions here would be:-

a. What is the demographics of the population: students, teachers, civil service, house
wives, single parents and what support systems can be put in place for them to
perpetuate a culture of peace and harmony in relation to the vision of 1 Malaysia
b. Can Peace Education be incorporated as a core subjects in Teachers Training Colleges?
Practicing teachers be ropes in for intensive training .
c. How can the existing civil service workforce be trained quickly in areas of peace
education and what resources needs to be allocated for them?
d. What recognition and reward systems could be put in place so the population is self
propelled towards the recognition and acceptance of the verticals and horizontals of
One Malaysia ?
e. What resources , symbols, myths and rituals are in place today that work against the 1
Malaysia concepts and how fast can these be replaces without antagonizing the
guardians of such systems?
f. How could the 50 year old rich culture since independence can integrate and adopt the
new icons of 1 Malaysia, symbols and rituals in record time?
g. How can the success stories of the present era be celebrated in an attempt to win
support from the population?
h. Can every Sunday be rebranded as Peace Days and Nationwide peace culture activities
be hosted to celebrate the Tools of Integration of 1 Malaysia through culture of peace.
i. Could RTM dedicate a special channel as Peace TV and Peace Radio to set the ripples
of 1 Malaysia culture into space. Can the government host a Peace Tube like the You
tube, on the internet?

j. What was special about Tan Sri P. Ramlee movies that attracted the entire nation to
the cinemas? How could such hidden treasures be emulated to spearhead the
expansion of 1 Malaysia ideals?
k. How about an upbeat 1 Malaysia national song, and a 1 Malaysia Flag that could
reformat subconscious motivation toward integration ?

Phase Six : System integration

This phase focuses on rebranding Peace as a commodity of economic, social, political ,


spiritual and educational value. Like any other commodity, the benefits could be traded as
eco-friendly peace tourism, international hub for excellence in peace education, the state
capitals as peace culture self help activity centers and the list goes on. How could Peace
Education be incorporated into other subjects?

Here is how peace education and culture of peace could revolutionize the ideals of 1
Malaysia :-

a) Integrate peace education for self help in hospitals as a way to combat the killer stress,
improve mental health reduce the ravages of diseases.
b) Have peace clinics in public libraries where daily workshops on living transformations
be held every Sunday.
c) Provide support services to institutions of worship to hold special peace culture
seminars where the followers can congregate. Offer continuous education units and
simplified learning plans in healthy living, disease prevention, alternative health care,
organic food farming, chi kung, yoga breathing exercises , anti aging and the law of
attraction seminars as a therapeutic models for quantum healing.
d) Provide Peace Vacations at a government subsidized rates to under utilized tourism
locations and traditional therapeutic approaches and complementary health care
services can be provided to enhance sense of well being, inner peace and motivation.
e) Offer gender related Peace Motivation Seminars by the corporate sector through tax
incentives. These centers can train unemployed graduates , single parents and
teenagers on social skills, employability management skills, clarity on personal goals
and values towards organizational and community peace culture building. Enroll
university students to do internship at such centers.
f) Set up gender based Youth Building Peace Camps to help youths of a multiracial
orientation initiate peace building supportive environments that would enhance
personal success. Provide opportunities to celebrate success every step of the way.
g) Enhance peace education with peace curricular activities and offer rewards and
recognitions for job placements, scholarships, promotions and team bonuses.

Phase Seven : Evaluation and extensions

After being overwhelmed by the length, breath and magnitudes of the last six
phases, here in the final phase, the focus is on auditing, evaluation and impact
assessment. Evaluation is also geared towards assessing if structural changes
needs to be put in place to maintain the intervention momentums and of
course celebrating success.

The success stories and celebration also calls for a publication of finding,
introspections and future scenario planning.

These successes could be extrapolated and be emulated by the corporate


sector, the trade and industry to establish support in the broader culture in
the organizational home front.

THE SWEET CONCLUSION

1 Malaysia is perhaps the best tool for integration in the light of past
experiences, current options and future potentials.

The new government now needs leaders to articulate a vision, inspiring a


dream and a building a hope for the future. Most leaders lack sufficient
leadership skills to sustain the momentum and in fostering a healthy climate
beyond bureaucracy .

Over the passage of time, hundreds of million would be invested in this


dream and what kind of leadership training would leaders need to
successfully articulate the model of 1 Malaysia, by the people, for the people
and through the people? What kind of training should be put in place to train
the thinking population in patriotism, integration and peace culture.

How will leaders ask strategic design questions to craft the ideal 1 Malaysia in
the pages of time ?

1 Malaysia as a Vision is the Mind Game – Easy to Set, Hard to Execute. Every
strategy from concept to execution has to be well thought of with constant self
auditing for recognition, improvement and extensions. A Mind Game is
always a navigational game. What navigational tool is going to be on board of
Starship 1 Malaysia Enterprise would make the difference.

Welcome to the future. Our future. Where everyone is recognized for their
uniqueness and where everyone pulls all the resources for the common good
of the nation and humanity. Life is a game, the only game we have; know the
rules to play it well and win through collaboration and not competition.

Who will leave what legacy behind, only time would tell .
