Data Roaming Tariff Tracker

As they seek to win new customers, many European mobile operators are introducing
innovative, retail price packages designed to reduce the cost of accessing the Internet and
other multimedia services while roaming. These packages typically offer a volume bundle
for a flat fee giving customers greater control over their spending. This trend is set to
continue following the recent wave of announcements of new data roaming tariff plans
from the mobile operator community. Below, please find a sample of announcements
appearing on operator Web sites and referenced in operator press releases up to June 2008.

3 Group, KPN Group and Play


In February 2008 a group of operators announced they had agreed to offer each other a €0.25 per megabyte
wholesale rate covering 10 markets with over 295 million consumers.

E-Plus Germany
On 1st June, E-Plus lowered its data roaming tariff to €0.5 per MB for all post-paid customers on E-Plus, BASE and
vybemobile. It is valid on the partner networks of KPN and 3 Group.

France Telecom / Orange Group


In May 2008, Orange announced plans to offer new data roaming tariffs that are expected to provide up to 90%
savings for customers on standard data roaming prices The operator has announced that it will offer the “Travel
Data Daily” tariff which will range from €12-15 (inc. VAT) for 50Mb for daily internet access within the EU. The
offer will be rolled out across the summer months in UK, France, Spain, Poland, Belgium and Romania and by the
end of the year in Slovakia.

Mobilkom/A1
From February 2008, data roaming tariffs were cut by at least 50% across EU countries and other popular holiday
destinations (i.e. Turkey). Four new tariffs are offered, with rates as low as €0.50 per megabyte.

SFR
Since April 2008, SFR has reduced its data roaming charges by an average of 40% across Europe. The operator has
launched five new innovative tariffs that are available to new and existing postpaid and business customers with
rates as low as €0.30 per megabyte. For example, SFR has launched a monthly business mail bundle for
19 euros for 10 MB and a daily laptop data roaming tariff for 15 euros for 50 MB. Prices exclude VAT.

T-Mobile UK
T-Mobile UK has announced that it will cut European mobile data roaming charges by 80% from the 1st of July.
Mobile broadband use for Europe will be cut from £7.50 per MB to £1.50. In addition, the operator will also
reduce the cost of sending a text message by 38% from 40p to 25p. T-Mobile UK is also making voice calls and
messages more affordable by introducing bundles for both prepaid and postpaid customers.

Telecom Italia
Since April 2008, Telecom Italia has reduced its standard data roaming charges by more than 50% across the EEA
countries and is offering the same price for both WAP and Web browsing. For a daily tariff of €15, customers can
use up to 50 megabytes (at a price equivalent of €0.30 per megabyte)

Telefonica/O2
Since April 2008, Telefonica/O2 customers in Spain, UK, Germany, Czech Republic and Ireland have benefited from
cuts of more than 40% in data roaming prices. New roaming bundles offer access to data at a price equivalent to
€1 per megabyte. These moves result in a saving ranging from 42% to 80% over November 2007 prices.

TeliaSonera
From 1 April 2008 TeliaSonera has begun offering a European Connect tariff where customers pay up to 80% less
for data roaming. These attractive prices are valid when roaming on 48 networks in Europe and is expected to be
expanded to many more networks in the next few months.

Vodafone
Vodafone launched flat rate tariffs in July 2007 with a daily €12 tariff for 50 MB. Effective June 2008, the
maximum charge for Vodafone’s monthly data roaming bundle has been lowered to €60 and the maximum
amount of data a customer can use has been raised to 150 megabytes from 100 megabytes, resulting in a cost
reduction of 45% in terms of price per megabyte, equivalent to €0.40 per megabyte.

Wind Italy
In March and May 2008, Wind Italy launched a selection of new data roaming tariffs for consumers and business
users. New tariffs include monthly bundle for 10 euros for 10MB for internet and intranet usage, monthly bundles
of 2.5 euros for 2.5 MB for blackberry traffic and a monthly (renewable each month) offer at 2.5 euro per MB for
unlimited internet and blackberry traffic with an initial 2.5 euro activation fee. Prices exclude VAT and offers are
available in: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Norway, Netherlands, Portugal,
UK, Spain, Sweden, Switzerland and USA.
