VACANCY ANNOUNCEMENT

Title: General Services Administrative Assistant ( GSAA )


Announcement Date: March 1, 2011
Position Classification: Full-time Services Contract

The Peace Corps is an agency of the United States Government, which sends American
Volunteer development workers to assist in capacity building and technical assistance
activities in over 70 countries worldwide. Peace Corps Uganda invites applicants for the
position listed above which is based in Kampala, Uganda.

Basic Function of Position:

This position provides support to Peace Corps Uganda's general services / administrative unit.
The GSAA works as a team member with the administrative unit staff, which includes general
services ( drivers as well as facilities and property maintenance operations ) and administrative
and financial management staff ( human resources, procurement and financial operations ),
which provide support to over 150 community development volunteers located throughout
Uganda.

Major Duties and Responsibilities:


Include, but are not limited to, the following:

A. Vehicle, Driver and Staff Travel Schedules (approximately 35% of the time) :

• Assist the General Services Manager (GSM) in the routine preparation and coordination of
vehicles and drivers to address effectively the travel schedules of Peace Corps (PC) Uganda
program, medical and administrative staff in their support of volunteers located throughout
Uganda.
• Maintain the maintenance records and logs, electronic and hardcopy, of all PC vehicles and
working with the Senior Driver and Mechanic in the timely coordination of vehicle
maintenance and fueling.
• Maintain records of approved staff travel requests.
• Assist the GSM in the up-to-date maintenance of electronic periodic vehicle management
reports for required submissions to PC HQ.

B. Facilities and Non-expendable Property Maintenance and Inventory (approximately 35 %


of the time) :

• Assist the General Services Manager (GSM) in the routine and non-routine oversight and
maintenance activities for PC facilities ( office complex and residences ) and equipment,
including the review of work performed by outside service providers and the
identification and cost-effective evaluation of equipment and non-landlord provided
repairs and improvements or, for equipment, upgrades.
• Assist the GSM in maintaining effective working relationships with landlords of PC
facilities.
• As coordinated by the GSM, maintain up-to-date electronic records of PC non-
expendable property to include all office and residential furnishings and equipment as
well as PC Uganda’s vehicle fleet.
• Track and electronically record on a routine basis, as occurs, the movement of property
amongst facilities and storage units and as new property is acquired and old property is
disposed.
• Assist the GSM in identifying ( via PC / USG regulations and property condition ), for
Administrative Officer approval, any PC property due for disposal and placement in GSO
auction activity.

C. Training Site Assistance (approximately 10% of the time):

• Participate and at times directly oversee the bi-yearly arrangements in preparing equipment,
supply and other logistical concerns for the make-ready of PC Uganda 3 month trainings of
newly arrived in country volunteers.
• May include periodically participating in the identification of new training site locations and
their setup; often working very intensely with a property manager or landlord.
• Work with the PC Uganda Safety & Security on addressing possible issues of safety and
security concern for a specific training site.

D. General Services and Other Administrative Records Keeping (approximately 10% of the
time):

• Assist general services and other administrative support team members in the maintenance of
records: including the maintenance of up-to-date vendor files and VAT reimbursement files.
• Assist the GSM and financial management staff members in the maintenance of up-to-date
utility ( such as water, electricity ) usage and vendor account records.

E. Other Duties and Activities (approximately 10% of the time):

• Perform other duties as assigned

DESIRED QUALIFICATIONS:

NOTE: All applicants must address each selection criterion detailed below with specific and
comprehensive information supporting each item.

a. Education:
Minimum: Completion with diploma from secondary school and some position relevant post-
secondary / college study, such as in administration and / or inventory management.
Desired: University or technical school diploma in business administration, property
management or other position related academic areas.
b. Desired Work Experience: Three or more years of progressively responsible and successful
work in providing administrative support, property and/or vehicle management and fleet
coordination.
c. Language Proficiency: Level IV spoken and written English is required. (List both English and
host country language(s) by level ).
e. Desired Knowledge: Good working knowledge of U.S. Government regulations, or similar
systems, for property management; Good working knowledge of equipment maintenance and
care.
f. Must possess good working knowledge of computers and computer software usage and
application.
g. Ability to conduct wide range of general / administrative services support.
h. Ability and skills to use computer to maintain property records and generate periodic reports.
i. Ability to work effectively with a diverse group of staff, businesspeople, property owners and
PC Volunteers.
j. Demonstrated experience of cross cultural communication skills is highly desired.
k.Ability to work a regular Monday through Friday schedule with evening and weekend hours
and travel to countryside when necessary.
